Lawrence, Planner I'v SUBJECT: Northeastern Frederick County Study DATE: June 5, 1996 The Comprehensive Plans and Programs Committee will be meeting Monday, June 10, 1996, at 7:30 P.M. in the Conference Room of the Old Frederick County Court House. The topic of discussion will be the Northeastern Frederick County Study, with emphasis on the initial study phase and a potential date for a public meeting. As many committee members are aware, the Planning Commission and Board of Supervisors held a joint work session on May 22, 1996 to discuss this study area and their most prevalent concerns. The general consensus was that a shortage in industrial sites requires immediate attention. What resulted was a desire to initially concentrate on a portion of Route I 1 connecting Interstate 81/Route 37 and Clearbrook. Termed the "1996 Study Area", the availability of transportation networks and a potential to extend public utilities makes this area a prime location for future industrial development. The "1996 Study Area" is delineated on the attached map. It is our intention that the entire 14,700 acre study area will eventually be studied. But, initial emphasis should be placed on the 1,890 acre "1996 Study Area." Attached is a list of issues and tasks that will need to be considered during this study. Please review this list and be prepared to discuss each at the meeting. The short time frame that we have to accomplish this study requires that we quickly begin preparing for a public meeting. Staff will present additional information concerning the study area and a potential date for this public meeting. Please contact us if you are unable to attend. We look forward to seeing you. 107 North Kent Street - Winchester Virginia 22601-5000 ROUTE 11 North Study Issues / Tasks List Staff has identified a number of issues which we feel should be addressed as a part of the proposed study. Committee members are encouraged to think about others. There are also likely to be other issues which arise through the public meeting process. ISSUE: Identify appropriate categories of future land use. Industrial areas with rail access are an identified need. ► What other types of land use are appropriate along the Route 11 corridor? ► What types of land use should be encouraged around the Interstate interchanges? It may be appropriate for portions of the study area to remain rural for the foreseeable future. ISSUE. What transportationsystem improvements are needed to accommodateproposed land uses. The general alignment of the northern segment of Route 37 will have a major impact on any proposed land use for the study area. Questions concerning the location and desire for an interchange within the study area should be addressed. Identify potential problem areas, along with recommended improvements or modifications for Route 11. What new transportationconnections will be necessary to accommodate proposed land uses? How should these improvements be implemented? ISSUE: Expansion of Service Areas. How far should the Sewer and Water Service Area be extended, if at all? What about the Urban Development Area? When and how should expansion of these areas take place? ISSUE: Should provisions be made to extend sewer to the study area? ► When, how, where, and under what conditions. ISSUE: How should the Community Centers around the Study Area be. dealt with? ► Should efforts or allowances be made to provide public sewer and/or water service to Stephenson, Clearbrook, Brucetown? ► Should a timetable for addressing these areas be established? ISSUE: What efforts should be made to protect existing land uses. ► To what extent and how should historic sites be protected? ► What efforts should be taken to preserve the appearance of the Route 11 corridor itself and the appearance from the interstate? P. Make recommendations for protection of the public uses such as schools and parks. ISSUE: What sort of provisions should be made to protect the appearance of the corridor? ► Are existing regulations and standards adequate? C
