The Frederick County Comprehensive Plans and Programs Subcommittee (CPPS) will be meeting
on Monday, April 14, 1997 at 7:30 PM in the conference room of the Board of Supervisors
Meeting Room, 107 North Kent Street, Winchester, Virginia.
PLEASE NOTE: This meeting will be held in the County Administration Building. A map
has been enclosed.
AGENDA
I. Route 37 West Land Use Study. The committee will discuss issues
and potential study area boundaries for this land use study.

Route 37 W Land Use Study
Issues / Tasks
Staff has identified a number of issues that we feel should be addressed as part of the proposed
land use study. Committee members are encouraged to think about others. There are also likely
to be other issues that arise through the public meeting process.
ISSUE. Limits of study area.
What should be the limits of the land use study area?
Any natural boundary lines?
ISSUE. Identify appropriate categories of future land use.
Study area is adjacent to Route 37 west (two, possibly three interchanges). What types of
land uses would be most appropriate adjacent to these interchanges?
Study area is adjacent to the Winchester Medical Center. Could the Medical Center
support growth in medical office development?
Study area is adjacent to Shenandoah University's growing medical campus. Would it be
foreseeable that the University might want to expand the medical campus into the
County? A Higher Education (HE) zoning district may be appropriate.
It may be appropriate for portions of the study area to remain rural for the foreseeable
future.
ISSUE. Transportation system improvements may be necessary to accommodate
proposed land uses.
Should the County coordinate with the Winchester Medical Center to develop a third
interchange off Route 37?
Identify potential problem areas, along with recommended improvements or
modifications for Routes 522 North and 50 West.
What new transportation connections will be necessary to accommodate the proposed
land uses? How should these improvements be implemented?
ISSUE. Expansion of Service Areas.
Should the Sewer and Water Service Area (SWSA) be expanded to include additional
land west of Route 37?
Should the Urban Development Area (UDA) be expanded? Without an expansion to the
UDA, intense residential development cannot occur.
When and how should these expansions take place?
ISSUE. Existing land uses may not be compatible with those proposed
What efforts should be made to protect existing land uses?
Should additional requirements be considered to protect the existing orchards from any
future developments? Greater setbacks? Additional screening and buffering
requirements?
Are any portions of the study area appropriate locations for public facilities: schools,
parks, etc.?
ISSUE. The appearance of the study area could be protected.
Are existing regulations and standards adequate?
Should design guidelines be developed to guide future development?
