Lawrence, AICP, Planning Director{ RE: January Meeting and Agenda DATE: January 6, 2003 540/665-5651 FAX: 540/665-6395 The Frederick County Comprehensive Plans and Programs Subcommittee (CPPS) will be meeting on Monday, January 13, 2003, at 7:30 p.m. in the first floor conference room of the County Administration Building, 107 North Kent Street, Winchester, Virginia. The CPPS will discuss the following agenda items: ACFNDA 1) Request for extension of water and sewer outside of the Urban Development Area (UDA). The property is located at 781 Double Church Road, immediately east of the Woodside and Hartwood developments. The request has been made by Tim and Denise Thomas. 2) Request for extension of water and sewer outside of the Urban Development Area (UDA). The properties are located on Forest Lakes Drive, southeast of Sherando Park and in close proximity to the Forest Lakes mobile home community. The request has been made by Robert Trenary. 3) Other. Please contact our department if you are unable to attend this meeting. Thank you. Mr. Thomas requests the extension of public water and sewer, outside of the Urban Development Area (UDA), to serve his residence at 781 Double Church Road. The subject parcel is identified as Parcel 86 -A -71A and is approximately 1 acre. The property is located immediately east of the Woodside and Hartwood developments. Comprehensive Policy Plan The subject property is located outside of the Urban Development Area (UDA) and the Sewer and Water Service Area (SWSA), and has not been considered within a particular small area land use plan. The tract is bounded on the north, west, and south by residential uses. An agricultural district borders the property's eastern boundary. Staff would note that in Spring 2002 a number of SWSA expansion scenarios were present to the Board of Supervisors; the project was termed the 277 SWSA Expansion and included the Hudson Hollow Road area. The Board approved a SWSA expansion scenario which did not include the subject property. A recommendation regarding this request is appropriate. Staff is available to respond to your inquires. Kent Street Winchester, Virginia 22601 Re: 781 Double Church Road, Stephens City, VA (Frederick Co.); Tax Map Parcel #86 A 71A Dear Mr. Lawrence: We are the owners of, and reside on, a one acre parcel located at 781 Double Church Road, Stephens City, Virginia, Tax Map Parcel #86 A 71 A. Our property is adjacent to the soon to be built Hardwood Subdivision. We are currently on a sand filtration system configured for a two-bedroom, single family dwelling. We have many concerns regarding the sand filtration system and consider the system to be a constraint and feel it would be beneficial to discontinue this system from an environmental standpoint. We have been advised by the Frederick County Sanitation Authority that our property is outside of their service area. The builder of Hartwood Subdivision, Oakcrest Builders, has expressed their willingness to assist us concurrent with their installation of the sewer system for the subdivision. Therefore, please consider this as our formal request for consideration of the extension of our sewer service outside of the Frederick County Sanitation Authority's service area. Our request would be for a 4" service line sized only for our existing dwelling which is 1200 square feet. The property is located on Forest Lakes Drive, south of Fairfax Pike and Hudson Hollow Road. The land is more specifically identified as parcels 86-A-211 and 86-A-212. The parcel are located southeast the Sherando Park. Comprehensive Policy Plan The subject property is located outside of the Urban Development Area (UDA) and the Sewer and Water Service Area (SWSA), and has not been considered within a particular small area land use plan. The tract is bounded by rural residential and agricultural uses.
