Senior Planner Susan Eddy introduced Bernie Suchicital, a Planner I in the Planning Department,
who has been working on an update to the Eastern Road Plan.
Item 1— Discussion of Updates to the Eastern Road Plan
Planner I Suchicital reviewed the status of the MPO 20 30 Plan and noted he would be
explaining the discrepancies between that plan and the County's plan. He also explained that he
had reviewed all of the small areas plans in the Comp plan and found all of those transportation
discrepancies. He then highlighted all the proposed changes to the Eastern Road Plan to update
it.
CPPS members provided comments on many of the proposals.
CPPS Chairman John Light questioned the road proposed north of Cedar Hill Road. He also
questioned the alignment of the road parallel to Woodside Road.
Member Diane Kearns noted that the north section of the road parallel to Route 37 (Fruit Hill
Orchard) would not happen.
Members noted the Agricultural and Forestall District in the path of Warrior Drive extended.
Members questioned the Aylor Road Improvements. Deputy Director Ruddy explained that
these improvements were connected to the Route 277 improvements.
Member DeHaven stressed the importance of promoting Warrior Drive extended through the
Southern Hills development.
Members considered extending Stickley Road to the extended Warrior Drive, but thought this
would be too close to Route 81.
Member Jim Golladay suggested aligning Tasker Road extended directely with Justes Drive with
Papermill Road coming into a T intersection. Many thought this a good suggestion, and staff
will look into this proposal.
Members discussed the road layout on the Carpers Golf Course. They also discussed the
possible need for a new road to the Winchester Country Club as a longer term proposal.
Members considered a connection between Independence Drive and Channing Drive, and this
was accepted as an addition to the Eastern Road Plan.
Chairman Light's suggestion to construct a road parallel and south of Route 277 was considered,
but not added to the plan at this time.
Members debated adding looser language surrounding the Eastern Road Plan to allow some
developer discretion. This did not receive widespread support.
Members requested a separate map next time showing just the MPO changes.
Members will be asked to endorse a new Eastern road Plan at their meeting in November.
Item 2 — Urban Development Area Study
Deputy Director Ruddy updated the committee on the progress of the UDA study. He explained
that this was a shift from the current separated uses and housing types advocated in the current
comp plan.
Member Todd Schenk suggested that redevelopment opportunities also be included. He was
particularly concerned with redundant open space sites.
Members discussed density increases, the likelihood of ordinance changes, and the need for
revised and additional small area land use plans.
Deputy Director Ruddy reminded the members of the need to involve the public in the process.
Members agreed it was time to involve the Board of Supervisors to get their direction.
