CPPC 04-11-05 Meeting MinutesNotes of CPPS Meeting April 11, 2005, 7:30 p.m Senior Planner Susan Eddy reminded committee members of the continuing RA meetings and the scheduling of a night meeting on Thursday, April 141H Item 1— SolenbergerBridgeforth UDA Expansion Request Planner Eddy noted that the only issue still outstanding with this request was transportation. Planner Eddy read the staff recommended paragraph six on transportation and the applicant's suggested paragraph six on transportation. Mr. Evan Wyatt of Greenway Engineering, representing the applicants, spoke on the regional nature of the proposed improvements in this area as the reason for his suggested wording. He noted the need for a Comp Plan to be flexible. Members debated the two proposed texts. Members had concerns over a partnership and feared that no one would build the interchange at Route 37. Alternate wording was suggested but not pursued. Members voted on the staff wording v. the applicant's wording as follows: Staff wording — Light, Golladay, DeHaven, Morris, Copenhaver, Teal Applicant's wording — Kearns, Gochenour, Shenk, Lemieux, Wilmot Members recommended this proposed UDA expansion request to the Board with the staff wording. Item 2 — Tasker Woods UDA Expansion Request Planner Eddy re -introduced this UDA expansion request. The applicant had presented an all -residential scheme at the March CPPS meeting, and CPPS members had strongly suggested he come back with a scheme showing a mix of uses. The applicant had been working with staff on an alternate plan that included residential uses on the north part of the applicant's site and commercial uses on the south portion. Staff distributed two plans which incorporated this suggestion. The first plan showed commercial uses on the south portion of the entire study area and residential uses on the north portion. The second plan showed the same, with the exception that the small parcels along Route 52 were shown as commercial/light industrial. Mr. Chuck Maddox of PHR&A, representing the applicants, spoke briefly on the proposed plans. Mr. Clay Athey, also representing the applicant, requested that the CPPS move forward on the applicant's site without a decision on the smaller parcels, if no decision on their use could be reached. Reverend Jason Dooley, pastor of the Macedonia Methodist and a resident of Canter Estates, told how the church wanted to be a community church and a focus for the community. He noted the area's need for green space and mentioned that the church will be building a pre-school. He did not favor industry in this area. Mr. Kevin Scott, a Canter Estates resident, spoke of the lack of open space in the community. He believed that residents would not favor industry in this area. He believed that industry belonged south of Tasker Road. Mr. Douglas Kern, a resident on Route 522 and a church trustee gave a brief comment. A CPPS member expressed a preference for industry along Route 522. Mr. Alan Hudson, the applicant, stated that he had spoken with many residents and he did not believe that the property owners on Route 522 wanted their land to be industrial. Members debated proposed uses for the small parcels on Route 522. Planner Eddy suggested that if the group had a consensus they should clearly state that in the plan so that future residents knew what to expect. Members agreed to leave the small parcels on Route 522 north of the creek as undesignated "white land". Members briefly discussed the text to accompany the agreed map. Members directed Planner Eddy to revise the text to reflect the undesignated "white land". Members agreed to send this request forward to the Planning Commission. Item 3 — Urban Development Area (UDA) Study Deputy Director Mike Ruddy distributed draft preliminary goals for the UDA study and announced the working group schedule. Members discussed the preliminary goals and agreed to slightly change the wording on the goal concerned with the FCSA. Members supported the goals, which will be forwarded to the Board of Supervisors in their Friday mailing on April 15th. The meeting ended at 9:15 pm. -2-
