PLANNING AND DEVELOPMENT - ACTIVITY REPORT #41 (Sept 1-15) 1. AutoCad The Planning staff continues to enter zoning information on the county's tax maps, along with updating address information. 2. GIS Bob Watkins and Mark Lemasters met with a representative of ESRI to begin development of GIS setup procedures. Bob and Mark underwent training in Washington, D.C. at ESRI for Arc/Info and AML. Mark is beginning data conversion from Autocad to Arc/Info. 3. Corridor H Bob Watkins attended the first Corridor H Advisory Committee meeting. 4. Battlefield Task Force, Bob Watkins lead the first meeting of the Battlefield Task Force. Organizational issues and general topics were discussed. Ron Lilley produced a map of undeveloped areas associated with Battlefields. 5. Rezonings Pending Kris Tierney met with Charles Burrill, attorney representing American Garage Door Company, concerning possible rezoning at the intersections of Route 50 and 644 from RA (Rural Areas) to B2 (Business General). 6. Historic Resources Advisory Board Ron Lilley organized a public meeting for owners of significant historic resources to learn more about official recognition of such properties. Approximately 35 property owners attended. 7. Alternate Wastewater Di Rgsa1 Lanny Bise met with Peter Brooks of P.M. Brooks Associates to discuss map needs for the Alternative Wastewater Disposal Methods Study. 8. Cgp=ehensive Plan Lanny Bise held an organizational meeting of agencies and departments that are participating in the Comprehensive Plan public meetings. Lanny Bise produced maps showing planned road improvements along the Route 50 East, Route 7, and Route 11 South corridors. 10. Violations Lanny Bise checked the Burleson dump site for compliance and arranged for an extension. E- PLANNING AND DEVELOPMENT - ACTIVITY REPORT x`42 (Sept 16-30) 1. GIS Bob Watkins, Mark Lemasters, and Evan Wyatt met with Dr. Bernd Kuennecke, Chairman of the Geography Department at Radford University, to discuss GIS issues. 2. WATS Bob Watkins and Kris Tierney attended the Winchester Area Transportation Study meeting. Differences of opinion between the County and VDOT planners over interchange improvements on Interstate 81 were a primary subject of discussion. 3. Battlefields Bob Watkins and Mark Lemasters met with Charlotte Eller of the Northern Virginia Daily to discuss Battlefields in Frederick County. 4. Zoning The Planning staff is involved in developing brochures about the County's Zoning and Development policies. The staff is also involved in revising the application package for rezonings. 5. Comprehensive Plan The Planning staff coordinated two open houses involving staff from the EDC, the Extension Office, Engineering & Inspections, the Fire Marshall's office, the School Board, the Health Department, the Airport Authority, and the Parks & Recreation Department as a part of the Comprehensive Plan review. Lanny Bise put together presentation materials for the open house and he is also involved in updating information contained in the Comprehensive Plan. 6. Pending Site PlansMevelopment Issues Lanny Bise met with Rick Grizzell of HCMF to discuss an expansion of Van Gilder's Home for Adults. Lanny also met with John Gast of Greenway Engineering & Surveying Company to discuss an addition to the Valley Proteins site. Bob Watkins met with Chuck Maddox of Clifford and Associates to discuss several development issues. 7. Route 642 On September 29, Kris Tierney met with Chuck Maddox and Duane Brown of G.W. Clifford & Associates at the home of Boyd Combs. Mr. Combs lives at the corner of Route 642 and Oak Ridge Drive and has concerns about the proposed realignment. Clifford & Associates will attempt to make minor modifications to the pians in order to alleviate the concerns. 8. Professional Development Ron Lilley attended the Northern Virginia Community Appearance Alliance symposium on the Aesthetics of Infrastructure. Ron also attended a seminar on public presentation skill -building. Lanny Bise, Wayne Miller, and Ron Lilley attended the Virginia Association of Zoning Officials Fall Conference which presented information on vested rights and the Americans with Disabilities Act. Bob Watkins held a staff seminar on high density, single family attached housing. Bob Watkins and Renee' Arlotta met with Mike Didawick, Tom Owens, and Ed Strawsnyder to discuss the need for a new copier. Approximately 50 citizens attended this meeting to address the committee. Citizen comment ranged from those wanting new road additions to the Six Year Plan, to those who were concerned about the amount of time that it would take for their road to qualify for improvement funding. Mike Kehoe, Stephens City Town Manager, addressed the committee regarding severe drainage problems within the town limits. Improvements to the town are currently in the Six Year Plan; however, Mr. Kehoe expressed concern about the amount of time that will pass prior to improvements occurring in this area. The Virginia Department of Transportation (VDOT) informed the Transportation Committee of projects that would be funded under this year's budget. The Secondary Road Construction Budget was endorsed by the Board of Supervisors in August of this year. As a result, nine roadimprovement projects were funded by VDOT and were removed from the Six Year Plan. Several citizens also were present to speak on the problem. Improvements for these two streets have been on the Six Year Plan since 1986, I believe. The plan calls for curb and guttering installation as the best long term solution to the severe drainage problem there. This will be an expensive project whenever it begins. For that reason, I believe it is necessary to have preliminary engineering surveys completed to obtain a dollar figure. One advantage is that the Town has a 49 foot right-of-way along these streets which can be utilized to expand the 30 foot State right-of-way. If the Virginia Department of Transportation could move ahead on the engineering study, the Town or County could seek additional outside resources as possible matching construction funds.
