RE: Frederick County Six Year Secondary Road Improvement Plan
DATE: October 6, 1993
The Frederick County Transportation Committee held a public hearingon September 20,
1993 to consider the above referenced road plan. Approximately 50 citizens attended this
meeting to address the committee. Citizen comment ranged from those wanting new road
additions to the Six Year Plan, to those who were concerned about the amount of time that
it would take for their road to qualify for improvement funding. Mike Kehoe, Stephens City
Town Manager, addressed the committee regarding severe drainage problems within the
town limits. Improvements to the town are currently in the Six Year Plan; however, Mr.
Kehoe expressed concern about the amount of time that will pass prior to improvements
occurring in this area.
The Virginia Department of Transportation (VDOT) informed the Transportation
Committee of projects that would be funded under this year's budget. The Secondary Road
Construction Budget was endorsed by the Board of Supervisors in August of this year. As
a result, nine roadimprovement projects were funded by VDOT and were removed from
the Six Year Plan. Thep projects that are funded for this fiscal year are as follows:
MAJOR ROAD IMPROVEMENT PROJECTS:
— Rt. 661 (Welltown Road) from Rt. 672 (Hiatt Road) to Rt. 663 (Payne Road)
HARDSURFACE ROAD IMPROVEMENT PROJECTS:
Rt. 734 (North Sleepy Creek Road) from U.S. Rt. 522, 1.5 miles south
Rt. 699 (New Hope Road) from 0.5 miles to 0.7 miles south of Rt. 694
9 North Loudoun Street P.O. Box 601
Winchester, VA 22601 Winchester, VA 22604
INCIDENTAL CONSTRUCTION:
Rt. 659 (Burnt Factory Road) - bridge over Red Bud Run
Rt. 622 (Cedar Creek Grade) - apply cold mix between Rt. 37 and Rt. 620
Rt. 681 (Hunting Ridge Road) - install overflow pipe at Brush Creek
Rt. 648 (Passage Road) - spot widen
Rt. 681 (Hunting Ridge Road) - spot widen and tree removal
Rt. 604 (Gravel Springs Road) - relocate curve and intersection with Rt. 714
The Transportation Committee recommended that four new road improvement projects be
added '`to t e 94-1995 Six Year Secondary Road T----., ement Plan. These projects were
o i ere y the committee following public comment. The new projects that have been
included in the 1994-1995 plan update are as follows:
HARDSURFACE ROAD IMPROVEMENT PROJECTS:
— Rt. 836 (Walters Mill Lane) from U.S. Rt. 11 North to end of Rt. 836
INCIDENTAL CONSTRUMON•
Rt. 704 (Back Creek Road) - spot widen and erect guardrail as needed from Rt. 751 to the
West Virginia line
Rt. 682 (Glaize Orchard Road) - spot widen three curves from Rt. 608 to Rt. 671
— Rt. 689 (Adams Road) - spot widen from north intersection with Rt. 600 to south
intersection with Rt. 600
Staff will be present to address comments and concerns regarding the proposed Six Year
Secondary Road Improvement Plan. Staff asks that the Planning Commission provide a
recommendation that will be forwarded to the Board of Supervisors.

RE: Public Hearing - October 29, 1993
Dear Mr. Wyatt:
The Town of Stephens City has approximately 1300 water and
sewer customers. By Consent Special Order issued by the
Department of Environmental Quality (State Water Control
Board), the Stephens City Wastewater Plant is to be closed by
1996. Wastewater will then be treated at the expanded Parkins
Mill Treatment facility.
For this reason, it is essential that the expanded Parkins
Mill be granted approval by the Frederick County Planning
Commission and Board of Supervisors.
Sincerely yours,
Michael K. Kehoe (93)

Improvement Plan"
the October 20, 1993
be presenting the "Six
to the Planning
As you will remember, I spoke on behalf of the Town of
Stephens City about drainage problems on Mulberry and Germain
Streets at the public hearing last month. Several citizens
also were present to speak on the problem.
Improvements for these two streets have been on the Six
Year Plan since 1986, I believe. The plan calls for curb and
guttering installation as the best long term solution to the
severe drainage problem there.
This will be an expensive project whenever it begins. For
that reason, I believe it is necessary to have preliminary
engineering surveys completed to obtain a dollar figure.
One advantage is that the Town has a 49 foot right-of-way
along these streets which can be utilized to expand the 30 foot
State right-of-way.
If the Virginia Department of Transportation could move
ahead on the engineering study, the Town or County could seek
additional outside resources as possible matching construction
funds.
The Town and its citizens will certainly appreciate anv
assistance you can give on this matter.
Sincerely yours,
Michael K. Kehoe L
