PRESENT: Planning Commissioners present were: James W. Golladay, Jr., Chairman; John R. Marker, Vice Chairman/Back Creek District; George L. Romine, Citizen at Large; Todd D. Shenk, Gainesboro District; Roger L. Thomas, Opequon District; Manuel C. DeHaven, Stonewall District; Marjorie H. Copenhaver, Back Creek District; and John H. Light, Stonewall District. ABSENT: Ronald W. Carper, Gainesboro District; S. Blaine Wilson, Shawnee District; and Beverly Sherwood, Board Liaison. Planning Staff present were: Robert W. Miller, Zoning Administrator; Evan A. Deputy Planning Director. CALL TO ORDER MINUTES Watkins, Secretary/Director; W. Wayne Wyatt, Planner II; and Kris C. Tierney, Chairman Golladay called the meeting to order at 7:00 p.m. The first order of business was the consideration of the minutes of February 3, 1993. Upon motion made by Mr. Romine and seconded by Mr. Marker, the minutes of February 3, 1993 were unanimously approved as presented. BIMONTHLY REPORT Chairman Golladay accepted the bimonthly report for the Commission's information. 2 Allied Wood Products Site Plan - Request for Administative Approval Mr. Wyatt said that staff is currently reviewing a site plan for Allied Wood Products for replacement of a building that burned down last year. Mr. Wyatt said that submittal of the plan missed the Bimonthly Report due to comments not being ready by the review agencies. Mr. Wyatt requested that the staff be allowed to proceed with administrative approval, since Mr. Cutshaw, the owner, wanted to begin as soon as the weather permitted. Upon motion made by Mr. DeHaven and seconded by Mr. Marker, the Commission unanimously agreed that the staff be allowed to proceed with administrative approval of the site plan. COMMITTEE REPORTS Comprehensive Plans & Programs SubcQmmittee(CP&PS) 3/8/93 Mtg. Mrs. Copenhaver reported that the CP&PS discussed industrial zoning along the rail corridor and ideas on developing tourism along the railways. Sanitation Authority - 3/17/93 Mtg Mrs. Copenhaver reported that the Sanitation Authority awarded the contracts for the Lakeridge and Greenwood water connector lines. She also reported on various other water construction project bids and construction. Development Review & Regulations Subcommitt a (DR&RS) - 3/11/93 Mr. Thomas reported that the DR&RS discussed a request by an individual business to allow facilities in M1 areas that are normally allowed only as an ancillary use to an individual business. The request would allow the use by right in M1 areas as long as the use is ancillary to the majority of businesses located within the park. Mr. Thomas reported that the subcommittee also reviewed various applications for membership to the DR&RS. 3 Economic Development Commission (EDC) Mr. Romine reported that the offices of the Economic Development Commission have moved to 45 East Boscawen Street in Winchester, Virginia. DISCUSSION REGARDING THE PROPOSED REDESIGN OF FREDERICK WOODS SUBDIVISION Mr. Tierney said that this request relates to the proposed realignment of Route 642 from just west of its intersection with Route 647 through to Route 522. He said that the realignment of Route 642 will cut into the northeastern comer of the approved Frederick Woods subdivision and the current owners are requesting approval of a slight revision to the approved plat. The purpose of the redesign was to minimize the loss of lots within the development while still enabling the proposed realignment of Route 642. Mr. Tierney said that the cul-de-sac serving the original lots 12-16 would be eliminated and redesigned lots 12, 13, and 14 would replace the cul-de-sac and the original five lots fronting it. He said that the staff is suggesting that if the Commission has no major concerns over this proposal, that they be allowed to administratively approve the redivision once plats have been prepared and relevant agencies have approved the redesign. Mr. Thomas was concerned about the amount of wooded area that had been removed by the developer. Mr. Thomas said he would be surprised if 25 % of the wooded area was left remaining. He was also concerned that the road efficiency buffer, shown on the staff's drawing, was significantly encroaching on two of the lots (Lots 12 & 13). Staff noted that the tree removal issue was being sent to the DR&RS. Staff also noted that the developer had stated that it would be their desire to put in the full screen and reduce the buffer. In any case, the road efficiency buffer requirements would have to be met. Mr. Light asked whether it was possible for the developer to get the necessary frontage for three lots into this area. Mr. Tierney said that they are really not that far short of what they need because the width of the lot increases quickly, however, they will need to widen Lot 12 somewhat. Lots 11 and 13 have much more area than needed, so a little can be taken from each of those lots to meet the requirement on Lot 12. It was the consensus of the Commission that the new design was an improvement over the original plat. It was noted that with the road efficiency buffer and open space on the original plat, the applicant had trouble placing houses and eventually came back with smaller homes. The Commissioners agreed to allow the staff to administratively approve the redivision once plats had been prepared and relevant agencies had approved the design. 4 1993-1994 PLANNING AND DEVELOPMENT WORK PROGRAM Mr. Watkins presented the 1993-1994 Work Program for the Department of Planning and Development. Chairman Golladay commented favorably on the transportation planning work being done jointly with the City and regionally with the Lord Fairfax Planning District. He felt it was very beneficial for the City and County to work together, especially when the time comes to seek funding for projects that are beneficial to both jurisdictions. Chairman Golladay felt that our region was head and shoulders above the metropolitan area because they have lacked transportation planning for many years. He said that our region is just beginning to grow and we have a very comprehensive transportation planning activity going on. Mr. Barnett, the City Liaison, spoke favorably regarding the County's development of a GIS. Mr. Barnett said that several City representatives have been advocating this for the City. Mr. Barnett felt that if the City and County worked together and decided on mutually agreeable software, the City may be able to contribute funds towards its purchase. He felt that information from both the City and County was needed to make the program a success. The Commissioners were in favor of the work program presented by the staff and felt it was a comprehensive effort for the Planning Commission and staff. Discussion Regarding the Intermodal Surface Trans=nortation Efficiency Act (ISTEA) Mr. Evan Wyatt said that the Federal Highway Administration (FHWA) has directed all state transportation departments to adopt regulations for transportation system enhancements. The state enhancement programs are one component of the Intermodal Surface Transportation Efficiency Act (ISTEA). Mr. Wyatt said that ISTEA has several funding categories and programs that are authorized over a six year period. The Surface Transportation Program (STP) provides $457.5 million dollars for primary, secondary and mass transit projects in urban and rural areas. He said that ISTEA requires states to set aside at least ten percent of their share of STP funds for enhancements. Mr. Wyatt next presented a 10 -minute videotape entitled, "ISTEA: Shifting Gears," to provide the Commission with an explanation of what was involved in the ISTEA Enhancement Program and how the program will assist municipalities. Mr. Wyatt said that the Enhancement Program will have a direct impact on the Planning Commission in that specific projects will be reviewed by the Commission and recommended to the Board of Supervisors. 5 Commissioners felt that with all the groups involved in the project, a coordinated effort and good communication was vital so that good ideas were not lost. They felt that the first award would probably go to the most imaginative scheme, one that might have social or environmental impacts, and the more people that could be tapped for ideas, the better. FOR REVIEW FROM CITY OF WINCHESTER None E. PLANNING AND DEVELOPMENT - ACTIVITY REPORT #31 1. Route 37 Bob Watkins met with several County citizens concerning the Route 37 Project. 2. Route 642 On Friday, April 2, Kris Tierney met with Chuck Maddox and Ron Mislowsky of G. W. Clifford & Associates, along with Bill Bushman and two other VDOT representatives, to discuss questions relating to drainage and stormwater management in connection with the realignment of Route 642. Several important questions remain to be answered by VDOT concerning what drainage requirements will apply to the project. 3. Corridor H and ISTEA On April 1, Evan Wyatt conducted a land use survey along the Route 55 corridor as part of the Corridor H project study. On April 6, Evan Wyatt met with representatives from Parks and Recreation to discuss a proposal for a county ISTEA Enhancement Project. On April 7, Evan Wyatt attended a Chamber of Commerce breakfast at Lee Jacksons to hear a panel discussion regarding the Corridor H project. On April 14, Evan Wyatt attended a Commonwealth Transportation Board meeting in Richmond to acquire additional information regarding the ISTEA Enhancement Program and Corridor H. 4. Plan Reviews Evan Wyatt conducted the following Plan reviews_ On April 1, reviewed a site plan for an addition to the Shamrock Truck Terminal site. This property is located on Tyson Drive in the Stonewall Industrial Park. On April 7, reviewed a site plan for the FCSA elevated water storage tank. This site is located on Route 642, near the Route 37 interchanqe area. On April 7, met with representatives of Miller Milling to discuss revisions to the office/warehouse building at the Hershey Pasta site. This property is located on Park Center Drive in the Fort Collier Industrial Park. 5. Alternate Wastewater Treatment On Tuesday, April 13, Kris Tierney met with the Technical Advisory Committee overseeing the study of alternate wastewater alternatives for Rural Committee Centers and the consultants to discuss progress to date. The next meeting is scheduled for Tuesday, May 11. 6. Bike Path Stud On April 13, Evan Wyatt produced ACAD maps of the Route 277 corridor to assist Parks and Recreation with a bike path study. 7. DR&RS Meeting of 4115/93 Evan Wyatt reported that Committee discussion involved the potential for an increase in the CUP and Variance Application fees, and the creation of a fee for minor site plan revisions. The committee also discussed performance standards for fleet or truck maintenance facilities in master planned industrial parks zoned M- 1, as well as zoning ordinance definitions for inoperable motor vehicles and mobile homes. 8. Lord Fairfax Planning District Commission's Executive Committee and the Planning_ District TransportationSteer inq Committee Bob Watkins attended meetings of the Lord Fairfax Planning District Commission's Executive Committee and the Planning District's Transportation Steering Committee. 9. House Numbering/911 System Staff is continuing with the update of the House Numbering Project through the use of ACAD11, dBase IV, and general inquiry. 10. Certificate of Appreciation for Julian Carper On April 15, on behalf of the Transportation Committee, Evan Wyatt presented Mr. Julian Carper with a certificate of appreciation Mr. Carper"s work on the Transportation Committee from 1987-1993. Since the internal roadway network will be private streets, we have no comment concerning design. The streets should be labeled private. The existing entrance serving the property is substandard and will need to be upgraded to current commercial standards. Before making any further comments, this Department will require a complete set of site plans, drainage calculations and traffic flow data from the ITE Manual for review. Prior to construction the developer will need to apply to this office for issuance of a land use permit to cover work on the State's right-of-way. Fire Marshal: Posted fire lanes required at all hydrant locations. On site plan, hydrants will be required, placed so K that no home is greater than 400' from nearest hydrant measured centerline of street. Burning of construction debris requires permit from Fire Marshal's office. Burning of construction debris on site is not permitted. Access for emergency vehicles must be maintained at all times during construction. Inspections Department: Buildings shall comply with the Virginia Uniform Statewide Building Code and section 309, Use Group R (Residential) of the BOCA National Building Code/1990. Sanitation Authority: First review - 3 items, correct and resubmit. County Engineer: See attached memo from Harvey E. Strawsnyder to Scot Marsh, G. W. Clifford & Associates, dated April 12, 1993. Parks & Recreation: Plan appears to meet open space requirements. However, it does not appear that adequate space has been provided for the required 1.5 recreational units. Also, for the safety of the children, this department would recommend that the tot lot not be located in the area experiencing the heaviest traffic. Planning & Zoning: Staff has general comments and specific concerns regarding this Preliminary Master Development Plan. GENERAL COMMENTS The proposed mobile home park is a permitted use in the MH -1 District. The permitted maximum gross density for this zoning district is eight (8) units per acre. The applicant is proposing a gross density of 5.59 units per acre. The required common open space in this zoning district is fifteen percent (15%). The applicant has indicated that there will be 31.5% open space. This amount of common open space is proposed to include the recreational and buffer areas. SPECIFIC CONCERNS 1) The Zoning Ordinance provides the Planning Commission with the option of allowing the extension of existing private streets within new sections of existing mobile home parks. If this extension is permitted by the Planning Commission, the new private streets must have a minimum right-of-way width of thirty (30) feet and a minimum pavement width of twenty (20) feet. The applicant has proposed an extended private street that meets this requirement. The existing site conditions support a private road that is very well compacted with a gravel surface. The existing entrance from Route 7 is 3 substandard and partially obscured by a billboard. The applicant has proposed improvements that will meet VDOT commercial entrance standards and provide for a double prime and seal surfaced private street throughout the mobile home park. Staff recommends that the Planning Commission approve this design, as it will improve ingress/egress onto Route 7, and access throughout the site. 2) The applicant needs to provide a conceptual plan for stormwater management with the location of all facilities that will serve this site. 3) The applicant needs to provide the areas defined as woodlands on this site. This inventory is necessary to insure that the permitted amount of disturbed woodlands is not exceeded during development. 4) A four (4) foot sidewalk is provided along the entrance road to this development. It appears that this walkway is approximately fifty (50) feet from the entrance adjoining Route 7. This walkway needs to be extended to provide an adequate travelway for children using school bus service. 5) Parks and Recreation has indicated that recreational space may be inadequate for 1.5 units. It should be noted that the proposed 48 dwelling units will require two (2) recreational units as described by section 165-64 of the Zoning ordinance. It is suggested that two(2) foot contours be obtained in this area to accommodate the development of the detailed site plans. As a minimum, the detailed site plans shall include finished grades, finished pad elevations and drainage easements with adequately designed conveyance channels or conduits. The project will use information from the historic and archeological surveys, the National Park Service Study, and the work currently being conducted by the Lord Fairfax Planning District Commission. Priority sites will be identified and evaluated. The project will be supervised by the Battlefield Task Force that is being formed. The Task Force will include representatives of preservation groups, local government, property owners and the business community. The primary task of the project will be to develop information that can be presented to the public. Public events will be held to develop a public consensus on the plan. A variety of tools, incentives and approaches will need to be identified to implement the plan. Grant funding will allow us to obtain specialized consultant support for portions of this project.
