CALL TO ORDER
Chairman Golladay called the meeting to order at 7:00 p.m.
MINUTES
The first order of business was the consideration of the minutes of October 21,
1992. Upon motion made by Mr. Romine and seconded by Mr. Thomas, the minutes of October
21, � 1992 were unanimously approved as presented.
BIMONTHLY REPORT
Chairman Golladay accepted Idle bimonthly report for the Commission's
information.
COMMITTEE REPORTS
Stephens City/Frederick County -Joint Planning Committee
Mrs. Copenhaver reported that the Stephens City/Frederick County Joint Planning
Committee is resuming discussion on Route 11 North and South of Stephens City and they are
also discussing a possible western bypass around the Town of Stephens City.
Historic Resources Advisory Board (HRAB) - 10/17/92 Mtg
Mr. Tierney said that the HRAB discussed the Plaque Program and organization
of a design competition. Mr. Watkins said that the HRAB also received a report from the
Planning Commission concerning the Commission's thoughts on historic properties designation.
Informal Discussion Regarding the Preliminary Master Development Plan for James R.
Wilkins III. This property is located along Route 659 (Valley Mill Road) in the Shawnee
Magisterial District.
No Action
Mr. Bruce Edens of Greenway Engineering & Surveying and Ritchie Wilkins,
property owner, were present to discuss their proposal for the development of 76 apartment units
and 86 townhouses on 18.684 acres located along Route 659 between Dowell J. Howard
Vocational Center and Brookland Heights subdivision.
The Commissioners were concerned about the drainageway (or intermittent stream)
that ran through the center of the townhouse area and requested that the applicant address issues
related to that drainageway.
The applicants felt that the amount of water that ran through the townhouse area
was minimal. Mr. Edens said that a storm sewer system will pick up any water from the parking
and road areas and direct it to the stormwater management area located next to Brookland
Heights.
Since this was an informal discussion, no action was taken by the Commission at
this time.

Resolution Regarding Route 37
A discussion ensued between the staff and commissioners on the Route 37 project
concerning significant impacts on businesses and industries by four of the proposed alternatives.
Six alternatives plus a "no -build" alternative were being considered in the draft environmental
impact statement for the Route 37 project. Alternatives A, D, E, and F would connect with I-81
at a full cloverleaf interchange located where the existing diamond interchange is currently
located on I-81 at Route 11 North.
In a previous worksession discussion about this issue, it was determined that the
construction of a cloverleaf would greatly impact the businesses at this location. As a result,
Maguire Associates were requested to conduct a study concerning other ways to design the
cloverleaf, particularly moving it to the south; however, based on Maguire's analysis, the staff
concluded that no matter how the interchange was designed, there would still be significant
impacts on the businesses and industries at this location. The businesses surrounding this area
would no longer have access onto I-81 at this location and this would be nearly as much of an
impact as "taking" those businesses.
The other two alternatives follow a route further north and do not affect this
interchange area. These two alternatives leave the diamond essentially as it is.
Alternatives A, D, E, and F are the most direct and shortest routes. It was felt
that because these alternatives have the lowest construction costs and shortest travel times, they
should be included in the study as alternatives. If they are not included as alternatives, it was
felt that the Federal and State review agencies would ask the county why the routes were not
considered.
Staff read a proposed resolution that was being considered for adoption by the
Board of Supervisors for their meeting of December 9, 1992 stating that the Board would not
support any Route 37 East alternative that would severely disrupt or significantly remove existing
residential neighborhoods, businesses or commercial areas; and, because of the concern for
existing commercial areas, the Board would also not support any alternative that would disrupt
or remove the majority of businesses at the existing Route 11 North interchange on Interstate 81
or other similar locations.
The Planning Commission was in agreement with the statements in the resolution
and unanimously endorsed the resolution upon motion made by Mr. DeHaven and second made
by Mr. Marker.

Route 642 Resolution
The staff noted that all the plans have essentially been completed for the
improvements to Route 642 and funding sources have been developed. The staff read a proposed
resolution that was being considered for adoption by the Board of Supervisors for their meeting
of December 9, 1992. The resolution requested that VDOT officially recognize the County's
intention to have the realignment project start at the intersection of Route 642 and Route 647.
The Planning Commission was in agreement with the statements in the resolution
and unanimously endorsed the resolution upon motion made by Mr. Romine and seconded by
Mr. Thomas.
PUBLIC HEARINGS
Conditional Use Permit #014-92 for Windy Hill Business Park for an off -premise business
sign_ This property is located at the intersection of Route 522 South and Route 1370 and
is identified by PIN #64B000A0001300 in the Shawnee District.
Action - Approved
The staff reported that the proposed sign would meet allowed ordinance
dimensions if no larger than the indicated 10' X 10'. The sign must be setback at least 10' from
the road right-of-way and is restricted to a maximum height of 35'. A building permit and a
permit from VDOT is required for this sign.
The staff also noted that Mr. Baker intends to construct a sign that would eliminate
four other signs (his tenants) that are currently located on this particular corner.
Mr. Thomas C. Baker, the owner of Windy Hill Business Park, was available for
questions.
Commissioners felt the appearance of this intersection would be improved by
incorporating several signs onto one sign and upon motion by Mr. Wilson and seconded by Mr.
Mr. Romine,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
approve Conditional Use Permit #014-92 for Windy Hill Business Park for an off -premise
business sign to be located at the intersection of Route 522 South and Route 1370 (Windy Hill
Drive) with the following conditions:
1. The sign shall be installed and maintained in compliance with the Frederick County
Zoning Ordinance.

2. The sign shall be properly permitted as required by the Virginia Department of
Transportation.
Summary of Comprehensive Plan Public Meetings
The staff reported that the Comprehensive Pians and Programs Subcommittee held
its annual fall meetings this year on October 26 and November 2. The format of the meetings
was somewhat different than previous years. The Subcommittee invited numerous county
departments and agencies to participate. Those which were involved included the Parks and
Recreation Department, Engineering and Inspections, Economic Development, Sanitation
Authority, Health Department, School Board, and the Planning Department. Each organization
set up a display which was intended to focus on future planning efforts. Members of the public
were free to browse and take in the various exhibits.
Both the staff and Planning Commissioners felt that although attendance was low,
of those who did attend, the reaction to the new format was very positive.

COMMITTEE REPORTS
Comprehensive Plans & Programs Subcommittee
Mrs. Copenhaver reported that the Comprehensive Plans and Programs
Subcommittee met with representatives from the Parks & Recreation Department and the
Frederick County School Board to discuss CIP requests.

Sanitation Authority
Mrs. Copenhaver reported that she was not able to attend the Sanitation
Authority's last meeting, however, they have received the bid for the water line from Airport
Road to Papermill Road. The Authority is also proceeding with the water treatment plant at the
quarry.
Historic Resources Advisory Board (HRAB
Mr. Tierney said that the HRAB is working on an overall approach to create an
educational effort to increase awareness of some of the historical properties in the county.
Mr. Watkins said that a worksession has been scheduled with Maral Kalbian, the
County's Architectural Historian, and the Board and Commission on January 25.
Master Development Plan #006-92 of James R. Wilkins, III for 86 townhouses and 76
apartments. This property is located on the south side of Route 659 in the Shawnee
Magisterial District.
Action - Tabled for 30 Days
Mr. Wyatt said that due to the numerous comments received from various
reviewing agencies, the applicant has requested that his application be tabled for 30 days.
Upon motion made by Mr. Wilson and seconded by Mr. Romine,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
agree to table Master Development Plan #006-92 of James R. Wilkins, III for 30 days in order
to address agency comments.
Informal Discussion:Potential Residential Development on Route 641
Stephen M. Gyurisin, with Plans & Projects, was present to receive input from
the Planning Commission regarding potential residential development on Route 641 (Double
Church Road), south of Route 277 (Fairfax Pike). Mr. Gyurisin presented several conceptual
plans for a 33 -acre site currently zoned RA (Rural Area) with land use patterns ranging from

townhouses to single-family dwellings. The site is located within the Urban Development Area
and is within one half mile of public water and sewer.
Staff noted that although the proposal did not have a lot of environmental impact,
there were numerous fiscal impacts that would need to be addressed. Traffic and stormwater
management would also have to be addressed.
Commissioners felt that the proposal would be acceptable as long as it followed
the existing pattern of development in the area.
Discussion: Recommended Update to the Frederick County Comprehensive Policy Plan
Mr. Tierney said that the Comprehensive Plans and Programs Subcommittee has
completed their review of the recommended updates to the Comprehensive Plan. He said that
the majority of the updates consist of annual statistical information such as building permits and
sewer and water hookups. Text changes stem from the updated economic information, a more
detailed submission from the Parks and Recreation Department, and minor updates to the
Community Facilities and Services Sections, specifically, the Sewer and Water Facilities
information.
Mr. Tierney said that the Subcommittee recommended one expansion of the Urban
Development Area (UDA), which is located between Route 522 South, from the current
boundary of the UDA to the Shenandoah Mobile Home Park on the east and Route 644 on the
west. The area consists of approximately 700 acres. He said that this expansion was prompted
in part by the Health Department's report on the septic survey conducted for this area.
The Planning Commission was in favor of the recommended updates and requested
that the staff advertise the Comprehensive Plan for their meeting of January 6, 1993.
Discussion: Proposed Battlefield Preservation Legislation by June Wilmot
June Wilmot, Executive Director of the Winchester -Frederick County Economic
Development Commission was present to discuss legislation which has been proposed by a group
made up of various representatives from the Shenandoah Valley. Ms. Wilmot said that among
other things, the legislation would create a Shenandoah Valley Battlefield Commission made up
of representatives from each of the eight jurisdictions in the valley possessing a nationally
significant battlefield. She said that this Commission would draft a "Heritage Plan" aimed at
promoting tourism and protecting battlefield sites.
Ms. Wilmot hoped to obtain the Planning Commission's support for the legislation.

The Planning Commission was in favor of the proposed legislation and upon
motion made by Mr. Romine and seconded by Mr. Marker,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
endorse the proposed battlefield preservation legislation to create a Shenandoah Valley Battlefield
Commission.
(Mr. Thomas arrived at this point in the meeting)
Discussion Regarding Issues and Actions of the 1992 Planning Commission Retreat
Mr. Watkins said that an issues identification exercise was undertaken at the
Planning Commission's 1992 Annual Retreat and the top five issues of concern by the
Commissioners and Supervisors were, in order of priority:
1. Avoiding future traffic congestion and road safety problems.
2. Providing well planned neighborhoods incorporating services and employment.
3. Providing increased revenue sources for County government.
4. Attracting new employment opportunities.
5. Requiring new development to pay a fair share of the cost of new facilities.
Mr. Watkins also reviewed other issues of concern and possible actions that could
be pursued. The Commission felt that the ideas identified could be used during the next year
in planning discussions and in the development of a work program.
Site Plan #021-92 of the Frederick County Sanitation Authority
Mr. Wyatt said that the Sanitation Authority is requesting administrative approval
of Site Plan Application #021-92 for a maintenance building. Mr. Wyatt said that the Authority
would be unable to meet their time schedule unless this application was brought before the
Commission at this meeting. He said that the Sanitation Authority was unable to submit their
application soon enough to be on the Commission's Bimonthly Report. Mr. Wyatt said that this
was a 114 acre site south of Route 641.
John Whitacre of the Sanitation Authority was present to answer questions.
The Commission saw no outstanding problems with the site plan and upon motion
made by Mr. Romine and second by Mr. Thomas, the Commission unanimously voted to allow
the staff to administratively approve the site plan.

1. Part-time Intern
Chris Mohn, a student at Virginia Commonwealth
University, began working in Planning as a part-time intern during
his Christmas break. Chris is working on a report on housing
conditions and affordability under the direction of Bob Watkins.
2. House Numbering/911 System
Staff is continuing with the update of the House
Numbering Project through the use of ACAD11, dBase IV, and general
inquiry.
3. Site Plan Reviews
Evan Wyatt conducted the following site plan reviews:
On December 16, met with Greenway Engineering and Wilkins
Development Company to discuss revisions to the proposed Wilkins
Townhouse and Apartment Master Development Plan. This site is
located along Route 659 (Valley Mill Road) adjacent to Dowell J.
Howard Vocational Center.
On December 30, met with Gary Lofton of the City of
Winchester's Public Works Department, to discuss the City's
vacation of a portion of Conway Street. This street lies within
the city and county, and a request has been made to vacate the
county's portion.
On December 30, met with John Harris of Patton Harris
Rust & Associates to review revisions to the Preston Place site
development plan. This site is located along Route 645 (Airport
Road) near the Winchester Regional Airport.

Please find attached a listing of the Subcommittees and liaison positions that were in effect
during 1992. The staff is not recommending changes.
The staff would suggest that the Planning Commission consider non -commissioner
membership on the Comprehensive Plans and Programs and Design Review and Regulations
subcommittees. Perhaps we could accomplish this using the following procedures:
1. Determine how many citizen members are desired on each of the two
subcommittees.
2. Advertise the positions and otherwise attempt to have interested citizens
request membership. Request information on background, interests and
qualifications.
3. Allow chairman to make the appointments based on qualifications and level
of interest.
Perhaps this is too involved, but it is similar to how the Board of Supervisors makes
committee appointments.

The Comprehensive Plans and Programs Committee met on January 5th to review the
proposed project priority for the 1993-94 Capital Improvements Plan.
The Capital Improvements Plan for Fiscal Year 1993-94 contains twenty-eight projects, five
less than the 1992-93 Plan. Four landfill projects were completed from last year's plan and
the Stephens City Library request was dropped due to lack of avaliable State funds.
The Committee expressed some concern regarding the amount of money proposed to be
invested in Stonewall and Robinson Elementary, since the long term future of these facilities
is uncertain, and regarding the cost of the proposed Landfill Maintenance Facility
($300,000).
The Committee has endorsed the project priority list and now request your review and
eventual approval. Please contact me regarding any questions you might have.

CAPITAL IMPROVEMENTS PLAN
FREDERICK COUNTY
1993-94
The Code of Virginia assigns the responsibility for preparation of plans for capital outlays
to the local planning commissions. The Capital Improvements Plan (CIP) consists of a
schedule for major capital expenditures for the County for the ensuing five years.
The CIP is updated annually. Projects are removed from the plan as they are completed
or as priorities change. The plan is intended to assist the county Board of Supervisors in
preparation of the county budget. In addition to determining priorities for capital
expenditures, the county must also ensure that projects contained within the CIP conform
to the Comprehensive Policy Plan.
The annual review process begins with the submission of capital expenditure requests from
County departments and citizens in the fall of the year. These requests are reviewed by the
Comprehensive Plans and Programs Committee, a subcommittee of the Planning
Commission. The Committee meets with representatives of departments making
expenditure requests and determines a recommended priority and amount for the various
requests. This recommendation is passed to the Planning Commission which in turn makes
a recommendation to the Board of Supervisors.
The CIP is strictly advisory. Once adopted, project priorities may change throughout the
year based on changing circumstances. It is also possible that particular projects may not
be funded during the year that is indicated in the CIP. The status of any project becomes
increasingly uncertain the further into the future it is projected.
PROJECT RECOMMENDATIONS
1. School Board Projections
Construction of Sherando High school is well underway and is scheduled to be open for the
1993 school year. Plans are that upon the opening of Sherando, James Wood Ridge
Campus will be converted from a facility serving grades 11 and 12 to a facility serving grades
9 through 12. The James Wood Amherst Campus will be converted from a facility serving
grades 9 and 10 to a middle school serving grades 6 through 8.
The first phase of the James Wood Ridge conversion project was completed during the
summer of 1992. The second phase consists of the conversion of regular classrooms to
science classrooms and labs, construction of a technology classroom, construction of eight
outdoor tennis courts, miscellaneous work associated with ADA requirements, and the
repair of an erosion problem at the athletic stadium.
The Amherst Campus is also in need of some renovation work prior to conversion. This
includes work on the existing HVAC system, repair of a number of leaks in the roof, and
the provision of handicap accessibility to all classroom and locker room areas.
Some renovation of Senseny, Stonewall and Robinson elementary schools is also proposed.
Senseny Road Elementary's renovations include the replacement of the existing roofing
system that has been plagued by leaks and the installation of air conditioning. Air
conditioning is also proposed at Stonewall Elementary. Robinson Elementary's proposed
renovation includes the installation of air conditioning and the replacement of large windows
to improve energy efficiency.
Funding is being requested for either the purchase of land to relocate the schools vehicle
maintenance facility, or to expand the existing facility. The existing maintenance facility
has reached the point where it is difficult to house all of the school system's buses and still
provide service to an increasing number of County vehicles from other departments, in
particular the Sheriffs Office, as well as vehicles from Planning, Building, and Parks and
Recreation. To expand the existing maintenance facility, additional repair bays, equipment
and personnel are needed.
A new elementary school is proposed in the area of the Route 7 corridor. The need for a
new elementary school is expected in the very near future to meet the demands of continued
growth in elementary age students. This school would also serve to eliminate the need for
modulars at Stonewall and Senseny Road elementary as well as move classrooms out of the
basement of Stonewall in order to comply with ADA requirements.
It is possible that a single site could serve as the location for a new elementary school, a
new high school, and a new vehicle maintenance facility. Factors affecting this will be the
availability of suitable land and funds, the rate of increase in school enrollment, and the
haste with which a new maintenance facility becomes necessary. Current thinking is that
with some expansion the existing facility could meet county needs for another two to five
years.
2. LANDFILL AND COMPACTOR PROJECTS
Proposed landfill projects include a new household hazardous waste storage facility, a new
maintenance facility, and a new compactor site along Middle Road.
The maintenance building proposed would replace an existing facility that is too small to
accommodate new equipment and meet OSHA requirements for washing down equipment
prior to repair. The new facility would alleviate the need for contracting out for repairs on
certain pieces of equipment.
An expansion of the landfill is also needed since the existing landfill has a remaining life
expectancy of nine months (August 1993). The proposed expansion has an estimated life

3. PARKS AND RECREATION PROJECTS
Masterplans for the Clearbrook and Sherando parks were adopted in 1987, which describe
a complete program for park improvements. These Masterplans reflect the
recommendations of County residents and national standards as outlined in the Virginia
Outdoor Plan. Accordingly, the Parks and Recreation Commission has prioritized its own
proposals and projects have been included in the priority order they provided.
Several projects are underway at Sherando Park in conjunction with the adjoining Sherando
High School project. These projects will provide facilities to be shared by the High School
and the Parks and Recreation Department. Several subsequent projects will involve
Clearbrook Park.
4. SANITATION AUTHORITY PROJECTS
The Sanitation Authority is proposing four projects to be included in the Plan for the next
five years. In order of priority, they include:
The Expansion of the Parkins Mills Wastewater Treatment Plant
The Frederick County Water Treatment Plant
11 Water Transmission Lines
A Water Storage Tank at the Authority Headquarters Site

PROJECT FUNDING
School projects are funded through loans from the Virginia Public School Authority or
Literary Loan Fund. Sanitation Authority projects will be funded by the Sanitation
Authority working capital funds and Virginia Resources Authority Revenue Bonds. Landfill
projects are funded by retained funds generated by the landfill fees.
Funding for Parks and Recreation projects will come from the unreserved fund balance of
the County. In order to carry out Parks and Recreation projects in this plan, the Parks and
Recreation Commission needs to actively seek private sources of funding or cooperation.

SEWER AND WATER PROJECT PRIORITY LIST
PRIORITY 1 EXPANSION OF PARKINS MILLS WASTEWATER TREATMENT
PLANT
Description: Expand the existing 0.5 MGD Parkins Mills Plant to 2.0
MGD.
Capital Costs: 5,130,000
Justification: Must meet the demands of additional wastewater
treatment capacity for five to ten years of growth in the Stephens Run
Service Area.
Construction Schedule: Begin FY -93 with completion in FY -94
PRIORITY 2 FREDERICK COUNTY WATER TREATMENT PLANT
Description: Construction of a 4.0 MGD plant to treat water drawn
from the quarries west of Stephens City.
Capital Costs: $2,400,000
Justification: To provide potable water for the Authority and the Town
of Stephens City more economically than relying solely upon purchase
of water from the City of Winchester.
Construction Schedule: Begin FY -93 with completion by FY -94.
PRIORITY 3 WATER TRANSMISSION LINES
Description: Construction of the following water transmission lines:
a) Connection between the water treatment plant to the Town
of Stephens City and the Sanitation Authority's existing main.
b) Connection between Greenbriar Subdivision and State Route
642.
c) Connection along State Route 642 between Wakeland Manor
and Route 522
d) Connection along Route 522 between the intersections of State
Routes 645 and 644. And tie-in the existing water line on State
Route 850 and remove the wells from service in the Southview
subdivision.
e) Connection along Route 522 South between the intersections of
State Routes 644 and 642.
f) Connection between existing water facilities on State Route 645
and Route 50.
g) Connection between existing water facilities on Route 50 and
State Route 652.
h) Connection along State Route 656 between existing facilities on
State Route 657 and Route 7.
i) Connection between existing water facilities on Route 7 and
Baker Lane to include an additional water line crossing Route
7.
j) Connection between existing water facilities in Fort Collier
Industrial Park and State Route 810.
k) Connection between the quarry well and the water treatment
plant for water -line projects.
Capital Costs: $2,803,160
Justification: These transmission lines will connect the various
distribution systems enabling the Authority to provide water from the
treatment plant to be built west of the town of Stephens City. These
mains will provide greater volumes of water to most distribution
systems, thereby reducing the occurrences of low pressures and
enhancing fire flows.
Construction Schedule: Begin FY -93 with completion in FY -94.
Priority 4 WATER STORAGE TANK AT AUTHORITY HEADQUARTERS SITE
Description: Construction of a 0.5 million gallon hydro -pillar water
storage tank.
Capital Costs: Estimate $950,000
Justification: This water tank will provide reserve/emergency storage
for the Stephens Run Service Area.
Construction Schedule: Proposed for FY -94.
