This application divides the entire tract and addresses the issue of providing state maintained streets to serve all parcels. There is a potential client for a portion of this property but that is close hold information that may jeopardize negotiations if revealed. We will require a deed of dedication and bonding for the streets prior to final administrative approval of these plats. The other issues involved in the development of this property will be addressed at the site plan stage. Under "OTHER" I will be asking the Commission to allow the staff to administratively approve a site plan for the addition to the Southeast Container plant. The plan has been reviewed and meets all of our requirements and the requirements of all review agencies. I will be available to answer any questions you may have. Water and sewer utilities are provided by the City of Winchester. City of Winchester: Request that additional easements be dedicated for utility use. Planning &„Zoning: The proposed subdivision is in conformance with the approved master development pian. Structures currently exist on Parcel 2 (Mobil Corp.), Parcel 6 (Acculyte), and Parcel 9 (Old Capital Records Plant). Parcels 1,3,5,10 and 11 are for the streets in this industrial park. The developer is committed to providing a state maintained street to service all parcels. The decision as to whether parcel 5 or parcel 3 will be the main entrance to the park is not yet tied down. This is pending until a determination is made on the availability of industrial access funding to improve Shawnee Drive from the proposed parcel 3 over to parcel 5. Parcel 10 is required as the connector to parcel 11 in the event parcel 3 becomes the primary entrance. The intention, at this point is to make parcel 5 the primary entrance if all the pieces fall into place. A decision and commitment must be made prior to the final plats being signed and put to record. The major portion of the developmental issues for this tract will be addressed at the site plan stage. The agent for the applicant has advised that the utility easements requested by the City of Winchester will be added to the plats. Parcel 1 will be dedicated for the widening of Shawnee Drive. Wyatt, Planner 11 RE: Southeastern Container Addition Site Plan DATE: August 12, 1993 Southeastern Container has submitted a site plan for a proposed 58,000 square foot addition to the existing facility. This business is located on the north side of West Brooke Road in Fort Collier Industrial Park and is zoned M1, Light Industrial. Frederick County issued a footer foundation permit for this addition in July. Construction is ahead of schedule at this time and the developer is interested in obtaining building permits. Staff received the final site plan from Greenway, Inc, on August 11, 1993. This site plan has been revised to address all review agency comments, and has been approved by the review agencies. Staff asks that administrative approval authority be granted by the Planning Commission. This will allow construction to proceed on schedule.
