FREDERICK COUNTY PLANNING COMMISSION
Held in the Board Room of the Old Frederick County Court House in Winchester, Virginia on

Chairman Golladay called the meeting to order at 7:00 p.m.
MINUTES - MAY 19, 1993
Upon motion made by Mr. Marker and seconded by Mr. Wilson, the minutes of
May 19, 1993 were unanimously approved as presented.
MINUTES - JUNE 16, 1993
Upon motion made by Mr. Marker and seconded by Mr. Thomas, the minutes of
June 16, 1993 were unanimously approved as presented.
BIMONTHLY AND MONTHLY REPORTS
Chairman Golladay accepted the Monthly and Bimonthly Reports for the

COMMITTEE REPORTS
Comprehensive Plans & Programs Subcommittee (CP&PS
Mr. Tierney reported that the CP&PS will have a public meeting on Monday
evening, July 12, at 7:30 p.m. at the Senseny Road Elementary School to discuss corridor plans
for Route 7 and Route 50.
Development Review & Regulations Subcommittee (DR RS) - 6/22/93
Mr. Thomas reported that the Subcommittee discussed ways of considering an
entire area for density in growth instead of individual developments standing on their own, which
causes problems with infrastructure and surrounding areas. He said that they are also considering
ways to encourage mixed development in the RA District.
Economic Development Commission EDC
Mr. Romine said that a presentation was given concerning small business centers.
He added that the traffic light installed on Route 11 at the industrial park has not helped Cives
Steel's problem and VDOT is being contacted about the situation.
Stephens City/Frederick County Joint Planning, Committee - 6/21/93
Mr. Tierney reported that the committee went over the meeting format for their
July 26 meeting at Aylor School at 7:30 p.m.
SUBDIVISIONS
Subdivision Application #003-93 of the Prince Frederick Office Park for one lot plus
Prince Frederick Drive. This property is identified as PIN #64-A-89 and is located south
of the intersection of Route 50 (Millwood Pike) and Prince Frederick Drive in the
Shawnee District.
Action - Approved
Mr. Thomas abstained from voting and discussion of this application due to a
possible conflict of interest.
Mr. Miller stated that the proposed subdivision was for the establishment of Prince
Frederick Drive, which will be the entrance from Route 50 (Millwood Pike) running southeast
into the Prince Frederick Office Park, and for the lot where the new Corp of Engineers building
is to be located. He said that the plats show a 60' right-of-way along the G. W. Motors
property, however, the applicant is attempting to acquire an additional 20' to add to that right-of-
way. (The approved MDP shows a 60' right-of-way.)
Mr. H. Bruce Edens, project engineer with Greenway Engineering & Surveying
Company, introduced himself and Mr. James McIlvaine and Mr. Thomas Dickinson, the owners.
Mr. Dickinson said that both he and Mr. McIlvaine are making every effort to obtain the
additional 20' strip, but cannot absolutely guarantee that this will happen. He said that they are
able to get a full -width, four -lane access, however, within the existing 60' right-of-way, and this
design has been approved by VDOT.
The Commissioners did not feel that it was necessary to require the applicant to
obtain an additional 20' of right-of-way, since their initial intent was for the applicant to provide
a four -lane access; however, they felt it would be beneficial for the applicant to pursue
acquisition of the extra 20' to handle future improvements and to make the access aesthetically
appealing.
Upon motion made by Mr. Wilson and seconded by Mr. Romine,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve
Subdivision Application #003-93 of Prince Frederick Office Park for one lot plus Prince
Frederick Drive and requests that the applicant make every attempt to acquire an additional 20'
strip to establish an 80' right-of-way along the G. W. Motors property. (Mr. Thomas abstained)
MASTER DEVELOPMENT PLANS
Master Development Plan #005-93 of Greenwood Road Realty Partnership for 88 single-
family detached traditional residential lots on 40 acres zoned R.P. This property is
identified as PIN #55 -A -184A and 55-A- 184D and is located on the east side of Route 656
(Greenwood Road), 1/2 mile north of Route 657 (Senseny Road) in the Stonewall
District.
Action - Approved

Mr. H. Bruce Edens, project engineer with Greenway Engineering & Surveying
Company, Inc., said that this proposed MDP has been revised since their informal discussion
with the Planning Commission on March 3, 1993. He said that the revision includes additional
contiguous RP -zoned property that they own. The original plan called for 21 single-family
cluster lots and the revised plan proposes 88 single-family detached traditional lots.
Mr. Edens added that at the County Engineer's request, they are attempting to
acquire an easement across the adjoining property in order to establish one regional detention
basin instead of two.
Mr. Thomas inquired if the connector roads shown on the MDP lined up with
existing roads on adjacent properties. Mr. Edens replied that they line up as nearly as possible
with streets in Carlisle Heights, however, there is a vacant property between this proposal and
Carlisle Heights.
The Commissioners discussed the accuracy of the MDP in relation to the amount
of environmental area being disturbed. It appeared that the applicant had accounted for only
those environmental areas disturbed by the road construction and not areas disturbed by the
installation of sewer lines, the sewage pumping station, or the creation of stormwater
management facilities. There was also some concern that in general, preparers of MDPs needed
to be more accurate in accounting for the actual amounts of environmental areas being disturbed
by roads or facilities.
Upon motion made by Mr. Light and seconded by Mr. Thomas,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
approve Master Development Plan 11005-93 of Greenwood Partnership Realty for 88 single-
family traditional lots, provided that the applicant receives approval from all review agencies for
the revised MDP and addresses all comments and concerns of the staff and the Planning
Commission.

PUBLIC HEARINGS
Conditional Use Permit #002-93 of Ryland Homes for an off -premise business sign. This
property is identified as PIN 75000OA0000370 and is located on the west side of Route
647 (Aylor Road) at the intersection of Westmoreland Drive in the Opequon District.
Action - Approved

Staff noted that this application was previously approved by the Commission.
Prior to the Board of Supervisors' public hearing, it was discovered that one adjoining property
owner had not been notified and the applicant was required to resubmit a corrected application.
Ms. Michele Busby, Sales Representative for Ryland Homes, was present to
represent this application.
Chairman Golladay said that he had received comments from neighbors about yard
sale signs being posted on the Ryland Homes' sign. Chairman Golladay asked the applicant to
either not allow the yard sale signs or at least remove them at the end of the day because the
weather deteriorates them and they litter the area.
There were no public comments.
Upon motion made by Mr. Thomas and seconded by Mr. Romine,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
approve Conditional Use Permit #002-93 of Ryland Homes for an off -premise business sign with
the following condition:
The sign shall meet all the requirements of the Frederick County Zoning Ordinance and
the Code of Virginia.
Conditional Use Permit #006-93 of the Independent Order of Odd Fellows for a private
fraternity lodge. This property is identified with PIN 62-A-13 and is located on the
southwest side of Route 620 (Miller Road) in the Back Creek District.
Action - Withdrawn
Mr. George Johnston, member of the Independent Order of Odd Fellows, was
representing this application. Mr. Johnston said that the Independent Order of Odd Fellows are
interested in moving out of their current location because of antiquated facilities. Mr. Johnston
explained his lodge's intentions for the new location.
The Commissioners had concerns about buffers, lighting, and the preservation of
the historic June Bageant residence located on the property. It was noted that a site plan would
be required for the construction of recreational facilities on the property.
Chairman Golladay called for public comment and the following persons came
forward to speak:
Mrs. Virginia Speck Kerns, resident of the Opequon area, felt that the construction

of a private fraternity lodge with a soccer field, baseball diamond, basketball court, tennis court,
and large fishing pond was not the best use for the Bageant property. Mrs. Speck Kerns had
concerns about noise, lights, and the possible wetland destruction around the Opequon Creek.
She was also opposed to damming of the Opequon Creek for construction of the proposed fishing
pond. Mrs. Speck Kerns added that the Bageant property was within a limestone belt and should
be preserved for agriculture.
Mr. Robert B. Groundwater, adjoining property owner at 214 Miller Road, stated
that Opequon is a quiet, residential community comprised of single-family homes, several of
which have historical significance. Mr. Groundwater felt this was not an appropriate setting for
a fraternal lodge.
Ms. Mary Louise Byrd, adjoining property owner, was in opposition to the Odd
Fellows organization being located next to her because of the type of activities they are planning
for the property.
Ms. Winifred Anne Crew, adjoining property owner, was opposed to the proposed
recreational activities because of the noise that would be generated. Mrs. Crew felt that the June
Bageant residence should be restored and preserved.
Mr. James E. Linaburg, adjoining property owner, aiso disapproved of granting
the conditional use permit.
Mr. George Johnston returned to the podium and said that the Odd Fellows are
very sensitive to the neighbors' wishes and because there was such significant community
opposition, he would withdraw the application on behalf of the Odd Fellows.
Upon motion made by Mr. Morris and seconded by Mr. Thomas,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby accept the
withdrawal of Conditional Use Permit #406-93 of the Independent Order of Odd Fellows for a
private fraternity lodge.
(Mr. Marker abstained.)
Conditional Use Permit #008-93 of Thomas A. Jannuzzi for a Cottage Occupation for an
Adult Care Facility. This property is identified as PIN #31 -A -11B and is located off of
Route 715 (Little Mountain Church Road) in the Cedar Grove area.
Action - Denied

Mr. Wayne Miller stated that a letter to the applicant from the Health Department
stated that Mr. Jannuzzi's approved health permit would allow only four full-time residents plus
two owners with the condition that water -saving plumbing fixtures are installed. The letter
further stated that if additional soil suitability tests are performed and an additional 100' field
drain is installed, the installation could be approved for five residents. Mr. Miller said that the
applicant has advised that he intends to carry through with this to obtain authorization for five
patients if possible. Failing this, he understands he will be restricted to four patients.
Mr. Thomas Jannuzzi, the applicant, said that when full capacity is reached in
approximately one to two years, a total of five adults in addition to himself and his wife, will
occupy the facility, plus he will have a part-time helper. He said that a 2300-2400 square foot
cape cod house will be constructed.
Chairman Golladay called for public comment and the following persons came
forward:
Mrs. Leona L. Kirk, adjoining property owner, felt this location was inappropriate
for adult care facilities because emergency vehicles would have problems accessing the house
during heavy snows in winter. She said that the road is sometimes closed for two to three days,
due to snow. Mrs. Kirk added that she sold this property to Mr. Jannuzzi and at that time, he
said that the property would be used solely as a residence. She said that she also gave Mr.
Jannuzzi a 20' right-of-way between the church parking lot and her home for access to his house.
Mr. Louis J. McGuines, adjoining property owner, said that his log home was
Thomas Lord Fairfax's old hunting lodge. Mr. McGuines said that he and his wife are in the
process of improving the log home for their full-time residence and they felt the proposed adult
care facility would depreciate the value of the historical property. He also had concerns about
potential drainage problems and he thought the close proximity of his pond would be a safety
hazard. Mr. McGuines also felt that the applicant did not post the required sign (notifying the
public of the proposed CUP) soon enough or in a location where it could be seen by most of the
people in the community. Mr. McGuines added that he had permission to speak for Mr. and
Mrs. Robert Moss, Mr. and Mrs. Edward Place, and Mrs. Jacqueline Fishel, all of the Cedar
Grove Community, and they were opposed to the conditional use permit.
Mr. Freemont Place, grounds keeper at Mr. McGuines's historic property, stated
that the pond is 3' to 15' deep and Mr. McGuiness could be liable if an accident occurred. He
felt that Mr. Jannuzzi's facility could devalue Mr. McGuines's historic property. Mr. Place also
felt that the sign was not posted early enough nor was it placed in the best location.
The Commissioners noted that the both the Fire Marshal and VDOT approved the
20' right-of-way as being accessible. They also noted that with five adults, Mr. Jannuzzi would
be licensed by the state and monitored by the Social Services Department. However, various
concerns were expressed by Commission members, such as, was the road access private and did
Mr. Jannuzzi have an easement to use it; was the sign posted properly; did the pond present a

significant safety hazard; and would fencing the area secure it or make it look more obvious to
the neighbors. They noted that Mr. Jannuzzi's house was not yet built, but the neighbors have
already been established. In light of these concerns and because of the significant opposition
from the adjoining property owners, most of the Commissioners felt it would be best if Mr.
Jannuzzi started his facility with three adults, which would be allowed without a permit, and later
on expand if things went well with the neighbors.
Mr. Robert Morris made a motion to approve the conditional use permit. The
motion was seconded by Mr. Romine, but failed by the following vote:

NO: Thomas, Wilson, DeHaven, Marker, Carper, Light, Golladay
A motion was then made by Mr. Carper and seconded by Mr. Wilson to deny the
conditional use permit based on the concerns mentioned above. This motion was approved by
the following vote:

BE IT RESOLVED, That the Frederick County Planning Commission does hereby recommend
denial of Conditional Use Permit #008-93 of Thomas A. Jannuzzi for a Cottage Occupation for
an Adult Care Facility off of Route 715 (Little Mountain Chruch Road) in the Cedar Grove area.
Rezoning Application #001-93 of Dodson Brothers Extermination Comp"Y to rezone
2.0581 acres from RP (Residential Performance) to B2 (Business General). This property
is identified as PIN 63-A-112 and is located north and adjacent to Shawnee Drive, east
of the Route 11 (Valley Pike)/Route 652 (Shawnee Drive) intersection in the Shawnee
Magisterial District.
Action - Approved
The staff felt that given that the location of the parcel was in an area of transition
from residential to business, the level nature of the parcel, the availability of sewer and water,
and the relatively minor impacts of the proposed use compared to possible residential

Mr. Charles W. Maddox, Jr., P.E., with G. W. Clifford & Associates, was the
representative for this rezoning application. Mr. Maddox showed slides of the area and answered

questions from the Commission.
Commissioners had concerns on the distance of the building to the floodplain and
possible pesticide pollution, especially to Hogue Creek, in a flood or fire situation.
Mr. Eric Smith, Ph. D, Entomology, with Dodson Brothers Exterminating
Company, Inc., said that their business and personnel are regulated by the Department of
Agriculture's Division of Pesticides and Consumer Services. He said that minimal amounts of
pesticide are stored at the facility --it is not a warehouse and there are no retail sales. Mr. Smith
said that all the pesticides they use degrade within a few days when exposed to sunlight.
Everything is packaged in one and two gallon sealed shipping containers and there will be no
downsizing of packaging materials. In a flood situation, those containers would stay intact. Mr.
Smith said that they will cooperate with the local fare departments and upon request will supply
them with material safety data sheets for everything they have; however, normally, this is not
a problem because of the small quantities on hand and the kind of materials used.
The Commissioners recognized the fact that the use of this area had changed over
the last several years from residential to business. They also felt their concerns on possible
pesticide pollution in a flood or fire situation were adequately addressed.
Upon motion made by Mr. Marker and seconded by Mr. Romine,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby recommend
approval of Rezoning Application #001-93 of Dodson Brothers Extermination Company, Inc. to
rezone 2.0581 acres from RP (Residential Performance) to B2 (Business General) contingent
upon satisfactory resolution of all review agency, staff, and Planning Commission comments.
(Mr. Wilson abstained from vote.)
An amendment to the Frederick County Code, Chapter 165, Zoning Ordinance, Article
XX, Definitions. The proposed amendments pertain to definitions for inoperable vehicles
and mobile homes.
Action - Approved
The staff presented proposed amendments regarding definitions for inoperable
motor vehicles and mobile homes. It was noted that the definitions closely paralleled language
in the Code of Virginia as requested by the Commission. The staff noted that the definitions
were deterniii ed to be acceptable to the 'Commonweaitli Aitorney's Office.
There were no citizen comments.

Upon motion made by Mr. Marker and seconded by Mr. Thomas,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
recommend approval of the following definitions:
Inoperable Motor Vehicle - Any motor vehicle which is not in operating condition, or any
vehicle which has been partially or totally disassembled by the removal of tires and wheels, the
engine, or other essential parts required for operation of the vehicle or on which there are
displayed neither valid license plates nor a valid inspection decal.
Mobile Home - A structure, transportable in one (1) or more sections, which in travel mode is
eight (S) body feet or more in width or forty (40) body feet or more in length, or when erected
on site, is three hundred twenty (320) or more square feet and which is built in a permanent
chassis and designed to be used as a dwelling with or without a permanent foundation when
connected to the required utilities.

Upon motion made by Mr. Romine and seconded by Mr. Wilson,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
approve the Planning Commission Bylaws as presented by the staff and reviewed by the
Commonwealth Attorney's Office.
THE 1993-1994 SECONDARY ROAD CONSTRUCTION BUDGET
Action - Approved
Staff noted that major improvement items for the upcoming year include budgeting
for the reconstruction of Welltown Pike, Greenwood Road, and Hayfield Road.
The Planning Commission recognized the significance that this budget will play
in the improvement to Welltown Road (Route 661).
Upon motion made by Mr. Carper and seconded by Mr. Light,

BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
recommend approval of the Frederick County portion of the 1993-1994 Staunton District
Secondary Construction Budget as presented by the staff.
DISCUSSION REGARDING THE VIRGINIA GROWTH STRATEGIES ACT
The Commission agreed that since this was a fairly detailed item, they would study
the material and discuss it at their next meeting.
CALL TO FORM A LOCAL TASK FORCE TO DEVELOP A PRESERVATION PLAN
FOR CIVIL WAR SITES
Chairman Golladay said that a task force is being organized to develop a
preservation plan for civil war sites in the area. He said that representation is being requested
from various groups, including the Planning Commission. Chairman Golladay asked for
interested Commissioners to contact him.

3. Comprehensive Plans and Programs Committee CP&PS
Corridor Studies
The first of two Corridor Study public meetings was held
Monday, July 12 at Senseny Road Elementary School. This meeting
focused on the Routes 7 and 50 corridors. Approximately 100 people
were in attendance. The meeting went well with a large number of
those in attendance getting a chance to express their concerns.
The next Corridor Study meeting will be held at 7:30 p.m., on July
26, at the Robert E. Aylor School in Stephens City.
4. Battlefield Preservation
Bob Watkins attended a meeting at the Economic
Development Commission offices to discuss battlefield concerns.
5. Plan Reviews and Site Inspections
Kris Tierney conducted the following:
On July 2, met with Charles Pinto concerning a possible
rezoning application for a nine -acre parcel at the intersection of
Routes 50 and 644. This is an informal discussion item on the
Planning Commission's July 21 agenda.
On July 6, met with Chuck Maddox, Jim Doran and Billy
Tisinger to discuss revisions, requested by the Parks and
Recreation Commission, to the location of the parcel of land to be
offered by JASBO in connection with the relocation of Warrior
Drive. We believe we now have a parcel that the Parks and
Recreation Commission as well as JASBO can agree upon. This should
be confirmed by the end of the week and we can begin assembling a
submission to the State.
Evan Wyatt conducted the following:
On July 6, met with Glenda Madigan to discuss
improvements to a portion of Double Church Road (Rt. 641) at the
intersection of Grim Road (Rt. 640).
On July 13, participated in a Bicycle Advisory Committee
meeting to conduct discussions with various resource agencies.
On July 14, approved a site plan for an office building
for Triad Engineering, Inc. This site is located in the Airport
Business Center in the Shawnee District.
6. Alternate Wastewater Treatment
On June 22, the Technical Advisory Committee overseeing
the study of alternate wastewater treatment potential for rural
community centers received a draft report from the consultants.
Comments on the draft have been conveyed to the consultant. We
hope to have the final report to the Planning Commission some time
in August.
7. Professional Development
On July 9, Bob Watkins, Kris Tierney and Ron Lilley
attended a Local Planners Network Meeting at the City Hall in
Fairfax. Planners were present from four planning districts. Bob
Watkins gave a presentation on Frederick County's GIS planning and
using GIS to address Battlefield issues. Other presentations were
given on Comprehensive Planning in Spotsylvania County and corridor
planning in the City of Fairfax.

Virginia Dept. of Transportation_ No objection to the
subdivision of this property. This department has previously
approved site development plans and signed off on subdivision
plats. If any design changes are made, we will require a
complete set of revised site plans with supporting drainage
calculations for review.
Fire Marshal: Show hydrant locations on site plans or
construction drawings. Each lot must have temporary street
address signage posted when construction begins. Burning of
land clearing debris requires permit from Fire Marshal's
office. Burning of construction debris on site is not
permitted. Access for emergency vehicles must be maintained
at all times to homes under construction.

Uniform Statewide Building Code and Section 309, Use Group R,
(Residential), of the BOCA National Building Code/1990. Shall
have engineer's report on compaction on design at the time of
building permit application on lots 197, 198,199, 200, 2011
217, 218, 219, 220 and 221 due to fill that has been added in
this area.
Sanitation: Plans are approved.
County Engineer: We have no comments on the subdivision
plans. We have already provided detailed comments on the
proposed subdivision plans to be incorporated during
construction.
Parks & Recreation: More detailed information is needed
before I can comment on the recreational facilities required
for this development. Detailed information should include
specifications for equipment to be provided and where it is to
be located within the park site. Also, it should be noted
that the Phase I recreation unit has yet to be completed.
Frederick Co. Public Schools: See attached letter to Bruce
Edens, Greenway, Inc., from Thomas Sullivan, Adm. Assist. to
the Superintendent of Schools, dated July 9, 1993.
Planning & Zoning_ This subdivision design is in conformance
with the approved Master Development Plan with one minor
exception. The park area depicted as 1.1 acres on the master
plan has been increased to 2.08 acres. This is a welcome
change considering the slope of the terrain. Section II
contains 116 lots for single family detached urban traditional
homes. All lots are 12,000 square feet or more in size. The
master plan for this development was approved requiring no
open space due to allowed bonus points. A commitment was made
to providing recreational facilities in the two designated
park areas. One condition of the master plan approval stated
that " a general statement of types of recreational facilities
to be provided" was required. In a memorandum for file from
the developer dated March 28, 1989, the possible recreational
facilities are alluded to (Memo is attached). No formal
presentation as to what will be provided in the two park areas
has been provided. Also, no facilities have yet been provided
in Section I of this development. A formal plan as to what
will actually be provided as recreational facilities in each
of the two parks must be provided. This should be done in
conjunction with Frederick County Parks and Recreation
Department to insure compliance with the ordinance that was in
effect at that time. The recreational facilities and the park
areas must be bonded and remain so until accepted by the
homeowners association.
STAFF RECOMMENDATIONS FOR AUGUST 4 1993 PC MEETING: Approval
with the condition that the issue on the recreational facilities is
completed as recommended by Planning & Zoning, and that all other
review agency comments be adequately addressed.

Hillsdale Master Plan
Route 7 Connector
Attached are two copies of a plan developed jointly between our office
and yours, in response to the traffic concerns expressed by the Board of
Supervisors at their last meeting. Hillsdale was tabled to allow time for joint
study of a solution to the existing as well as future traffic concerns at the Valley
Mill Road entrance with Route 7.
The proposal described on the attached plan represents a solution to the
concerns. The entrance on Route 7 is located at a point where traffic
movements can be controlled using adequate lanes and stoplight control. We
envision the existing Valley Mill Road becoming "one way in" to eliminate
conflicts in turning movements across that intersection. The connector road
lines up well with a future comprehensive plan collector road to the north and
would serve the Winchester mall property for future access.
We would be pleased to review this planning proposal with the Board at
their next meeting. Please advise if such would be appropriate.

The Hillsdale developers are pleased to work with the County by
providing this advance engineering towards a better traffic condition in

Attached is a letter from Gary Hunt requesting an informal discussion of a proposed
rezoning. The property consists of one acre and is located on the south side of Route 50
just west of the intersection of Route 705. The applicant is interested in rezoning the
property from RA to B-2. The parcel is currently the site of Hunt's Cycle Shop.
Also attached is a plat showing the parcel and the location of the rear of the existing
building. All the surrounding property is currently zoned RA.
The existing cycle shop was established under a CUP to reestablish a nonconforming use.
The Zoning Ordinance allows for a nonconforming use to be established at the location of
a previously nonconforming use provided that a CUP is obtained and that the new use is
of equal or less nonconformity.
The current CUP is for motorcycle sales and service. Mr. Hunt is interested in selling
automobiles in addition to cycles. The previous use of the parcel was for a restaurant/bar.
The staff has made the determination that the addition of auto sales would constitute a
more intense use than the original use of the parcel as a restaurant and would therefore not
be permitted under an expansion of the existing CUP. Therefore, B-2 zoning would be
required in order to establish an automobile dealership.
This parcel is well outside the Urban Development Area.

LHISTORIC POPULATION GROWTH

During the twentieth century, the population of
Frederick County grew from 13,239 in 1900 to
5,723 in 1990. During the 1970's, the population
of the County grew by as many people as the
previous seven decades combined. During the
1970's the population grew by over 10,000 people
and during the 1980's it grew by over 11,000
people.

The rates of growth in Frederick County in the
1970's and 1980's were the highest of any
decades during the twentieth century. During the
1980's, the population of Frederick County grew
from 34,150 in 1980 to 45,723 in 1990. this was
an increase of 11,.573 people or 33%. During that
decade, population grew at an average rate of
2.88% per year.
In terms of the percentage rate of population
growth, Frederick County was the eleventh
fastest growing county in Virginia during the
1980's. Counties in and around the Washington
Metropolitan Area grew at a faster rate as did
Gloucester, Chesterfield and Greene Counties.

In 1980, the Winchester -Frederick
County LMA had a total of 24,605
workers living within its jurisdictional
boundaries. By 1990, that figure
had increased to 34,810 an increase
of 10,205 workers or 41 %.

1990, that figure had increased by 8,027 workers,
or 42%.
During the same time period, the number of
Winchester -Frederick County workers who
commuted out of the LMA increased from 3,571
workers in 1980 to 7,911 workers in 1990, a
121% increase.
In terms of out -commuting as a percentage of the
Winchester -Frederick County LMA workforce, we
have seen an increase from 14% in 1980 to 2'
in 1990, an increase of 8%.

OUT -COMMUTING TO WITHIN LORD FAIRFAX
PLANNING DISTRICT
In terms of out -commuting to jurisdictions outside
of the Winchester -Frederick County LMA, but
within the Lord Fairfax Planning District, we have
seen an increase of 564 workers, or 29%. The
most significant increase was out -commuting to
Shenandoah County. In 1980, there were 140
workers commuting to Shenandoah County. By
1990, that figure had grown to 561, a 300%
increase.
Out -commuting to Warren County also
experienced a significant increase. In 1980 there
were 473 workers from the Winchester -Frederick
County LMA commuting to Warren County. By
1990, that figure had increased by 213 workers to
686, or 45%.
Clarke and Page Counties both experienced
decreases in workers coming from the
Winchester -Frederick County LMA. In 1980,
Clarke County had a total of 1,252 workers from
our LMA. By 1990, that figure had decreased by
41 workers to 1,211, a 3% decline. Page County
had a total of 35 workers from our LMA in 1980
and 6 in 1990. This represents a 82% decline.

In terms of out -commuting to jurisdictions
within Northern Virginia, the LMA has seen an
increase from 646 workers in 1980 to 3,477
workers in 1990, an increase of 2,831 workers or
438% . All the jurisdictions with the exception of
the City of Fairfax and the City of Alexandria have
experienced increases of over 100% in the
number of commuters coming from
Winchester -Frederick County.

in either Fairfax or Loudoun County.
Falls Church and Manassas Park both
experienced percentage increases of

out -commuting to Falls Church increasing 2,300%
and out -commuting to Manassas Park increasing
1,400%.
Prince William County experience

state seems to be concentrated within the central
portion of the state. Several localities
experienced percentage increases of over 10('
including: Albemarle County, Augusta County,
Fredericksburg, Henrico County, Lancaster
County, Rappahannock County, Wise County,
and Staunton.

workers since 1980, or 43%.
West Virginia experienced the largest
increase of workers both in total
numbers and percentage increase.
In 1980, 332 Winchester -Frederick
County workers traveled to West Virginia
to work and in 1990 that figure had
increased to 636, a 91 % increase. The
majority of these workers are commuting
to Berkeley County (393), Jefferson
County (120), and Hampshire County
(82).
Maryland experienced an increase of
Winchester -Frederick County workers also. In
1980, there were 276 workers traveling to
Maryland and in 1990 that figure had increased to

an increase of 52%.

In -commuting to the Winchester -Frederick County
LMA from localities within the Lord Fairfax
Planning District has increased from a total of
2,521 workers in 1980 to 3,457 in 1990, an
increase of 936 workers or 37%.
Overall, the LMA has seen the biggest increase in
workers coming from Warren County. In 1990,
there were 660 Warren County workers coming to
Winchester -Frederick County and in 1990 there
were 1,123, an increase of 463 workers or 70%.
Page County had the second largest percentage
increase of workers coming to work within the
LMA, a 42 % increase. However, this increase
came from a total of only 20 workers in 1990.
Both Clarke and Shenandoah Counties showed
increases in the number of workers traveling to
Winchester -Frederick County. In 1980, Clarke
County had 844 workers coming to the LMA and

27%. Shenandoah County had 1,003 workers
coming to the LMA in 1980 and 1,236 in 1990, an
increase of 233 or 23%.

The Winchester -Frederick County Labor Market
Area has seen an increase of 67% of workers
traveling from jurisdictions outside of the Lord
Fairfax Planning, District, but within Virginia for
work in the LMA.

to the LMA in 1990, a 78% increase from the 51
workers it had in 1980.
In terms of percentage increases, localities that
experienced significant increases include
Harrisonburg with a 2600% increase, Fauquier
County with a 1071 % increase, and Rockingham
County with a 282% increase.
There were a total of 131 workers commuting
from other Virginia Counties in 1980 -nd
by 1990 that figure had increased b,
workers to 213, a 62% increase.

Jefferson County (244).

workers coming to the LMA and in 1990 there
were 437, an increase of 341 workers or 355%,
The majority of these workers are coming from
Allegany County (269) and Washington County
(122).

Observations:
from states other than West Virginia and
Maryland had the highest percentage rate
increase with 22,800%. In 1980, there were no
workers coming to the LMA from states other
than West Virginia and Maryland and in 1990
there were 228. These workers are coming from
states such as Pennsylvania, Tennessee, Florida
and North Carolina.
0 The number of people in the Winchester -Frederick County workforce
has increased 41 % since 1980.
■ The number of Winchester -Frederick County workers who work in
Winchester -Frederick County increased by 42% since 1980.
■ 22 % of the Winchester -Frederick County workforce commute out of the

terms of a percentage of the workforce, out -commuting has increased

• Employment in the Winchester -Frederick County Labor Market Area has
increased by 52%
■ The number of outside workers who are traveling to
Winchester -Frederick County has increased by 86%.

Lord Fairfax Planning District has stayed relatively the same.

RE: Summary of Corridor Planning Public Meetings
Date: August 3, 1993
This is to provide a summary of the two public meetings that were held in July on the
Corridor Planning effort.
The July 12 meeting at Senseny Road Elementary School focused on the Route 7 Corridor
and the Route 50/522 Corridor. About 75 persons attended the meeting, including various
County officials. The July 26 meeting at Aylor Middle School focused on the Route 11
Corridor. About 50 persons attended, again including various County officials. At both
meetings, a number of concerns were raised that were felt to be important to address in this
planning effort. These are summarized by corridor on the attached sheets. For each
corridor, the biggest concern was the overall transportation network.
The Comprehensive Plan Subcommittee and the Joint Stephens City/Frederick County
Planning Committee will be formulating plans as a follow up to these meetings. The current
schedule is to complete these plans by the end of the year, perhaps having a follow-up
meeting for the residents of the corridor study areas to explain the plans.

Route 11
1. Vehicular Traffic/Circulation
- want overpass across I-81 to allow east -west connection
- want coordinated network with Town of Stephens City
- provide pedestrian and bicycle paths
- noise and traffic volume near Redwood Motel should be limited
- limit speeds on Route 11 to 45 mph max.
- want improvements for Route 649 safety (Bartonsville curves)
2. Character of Development
- want low impact (low density)
- want compatible with existing development (driving range lights need shielding)
- want good development standards
- some residential between Stephens City and Bartonsville
- some industrial near railroad (if careful with truck traffic)
- a good restaurant would be nice (not a drive-in or fast food chain)
- want to maintain rural appearance
- buffer development from Bartonsville historic resources (sight and noise)
- need some commercial and industrial development in the County

- Sewer for existing residential uses
VIRGINIA GROWTH STRATEGIES ACT
RESOLUTION
At a regular meeting of the Frederick County Planning Commission, held on the 4th day
of August., 1993, in the Board Room of the Frederick County Court House on Loudoun
Street in Winchester, Virginia, it was duly moved and seconded that the following
resolution be adopted:
WIIEREAS, the population of Frederick County, Virginia, is growing at a significant rate;
and
WIIEREAS, the Frederick County Planning Commission is continuing to plan for well
managed growth in the community; and
WHEREAS, the Frederick County Planning Commission wishes to support the prerogatives
of the community to determine the most effective means to plan for and manage growth.
THEREFORE, BE IT RESOLVED THAT, the Frederick County Planning
Commission supports the proposals in the drafted Virginia Growth Strategies Act that would
provide for improved strategic planning at the statewide level and for improved coordination
among state agencies that are involved with growth issues.
FURTHER BE IT RESOLVED THAT, the Frederick County Planning Commission
does not support portions of the draft act which would require scrutiny of local planning efforts
by state agencies;
FURTI ER BE IT RESOLVED THAT, the Act needs to provide for improved
coordination of planning at the regional level and for improved tools that local governments can
use to manage growth.
