MEETING MINUTES
OF THE
FREDERICK COUNTY PLANNING COMMISSION
Held in the Board Room of the Old Frederick County Court House in Winchester, Virginia on
January 5, 1994.
PRESENT: Planning Commissioners present were: James W. Golladay, Jr., Chairman; John
R. Marker, Vice Chairman/Back Creek District; Todd D. Shenk, Gainesboro
District; S. Blaine Wilson, Shawnee District; Roger L. Thomas, Opequon
District; Manuel C. DeHaven, Stonewall District; John H. Light, Stonewall
District; and George L. Romine, Citizen at Large.
ABSENT: Marjorie H. Copenhaver, Back Creek District; Ronald W. Carper, Gainesboro
District
Planning Staff present were: Robert W. Watkins, Director/Secretary; W. Wayne

CALL TO ORDER
Chairman Golladay called the meeting to order at 7:00 p.m.
ELECTION OF OFFICERS AND 1994 MEETING SCHEDULE
Action - Election of James W Golladay, Jr., Chairman
A motion was made by Mr. DeHaven and seconded by Mr. Marker to nominate
James W. Golladay, Jr. as Chairman of the Planning Commission for 1994.
No other nominations were made.
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
elect James W. Golladay, Jr. as Chairman of said Commission for the year of 1994.

Action - Election of John R. Marker, Vice -Chairman
A motion was made by Mr. DeHaven and seconded by Mr. Light to nominate
John R. Marker as Vice -Chairman of the Planning Commission for 1994.
No other nominations were made.

elect John R. Marker as Vice -Chairman of said Commission for the year of 1994.
Actin - Election of Robert W. Watkins Secreta
A motion was made by Mr. DeHaven and seconded by Mr. Marker to nominate
Robert W. Watkins, the Planning Department Director, as Secretary to the Planning Commission
for 1994.
No other nominations were made.
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
elect Robert W. Watkins as Secretary of said Commission for the year of 1994.
Action - 1994 Meeting Schedule
BE IT RESOLVED, That the Frederick County Planning Commission voted unanimously to have
regular monthly meetings on the first and third Wednesdays of each month at 7:00 p.m. and
worksessions on the fourth Monday of each month, as needed, at 7:30 p.m. Both regular
meetings and worksessions will be held in the Board Room of the Old Frederick County Court
House at 9 Court Square in Winchester, Virginia.
MONTHLY AND BIMONTHLY REPORTS
Commissioners asked about the status of the Woodside Estates MDP. Mr.
Watkins said that the Board tabled the application after a public hearing, but they will be
considering it again at their meeting of January 12, 1994. Mr. Watkins said that the Board had
concerns over traffic and localized impacts.

COMMITTEE REPORTS
Economic Development Commission (EDC)
Mr. Romine reported that the EDC completed the certification process.
PUBLIC HEARINGS
Conditional Use Permit #012-93 of Maria S. Yost for a cottage occupation for a certified
public accountant business. This property is identified with PIN #06-A-81 A and is
located 15 miles from Winchester on North Frederick Pike and east onto Route 694 in the
Gainesboro District.
Action - Approved
Mr. Miller noted that the applicant wishes to have a sign in her yard to locate or
advertise her business as a Certified Public Accountant. Mr. Miller said that having the sign
places Mrs. Yost in the realm of the cottage occupation and therefore, a CUP is required. He
said that the proposed use will be low volume with no appreciable increase in the amount of
traffic generated and most of the applicant's work would be on consignment.
Mrs. Maria S. Yost, the applicant, was present to answer questions from the
Commission.
Commissioners questioned the appropriateness of requiring a CUP for a simple
sign. The staff noted that this is a requirement of the ordinance because neighbors can
potentially be concerned about the activity taking place.
The Commission did not envision any problems with the proposal.
Upon motion made by Mr. Shenk and seconded by Mr. Light,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
approve Conditional Use Permit #012-93 of Maria S. Yost for a Cottage Occupation for a
Certified Public Accountant with the following conditions:
That a change of use permit be acquired in accordance with the requirements of the
Building Inspections Department.
2. That the sign associated with this use be maintained in accordance with the Frederick
County Code and any applicable state code.
Request for Conversion of 2.9 acres of Sherando Park Property to Accommodate the
Relocation of Warrior Road.
Action - Approved
Mr. Tierney said that Warrior Road is a planned Collector Road shown in the
Eastern Road Plan of the County's Comprehensive Plan. He said that Warrior Road runs from
Route 277 through the Village at Sherando, north across Route 642, continues north through
Wakeland Manor, and will ultimately connect with Route 37 or Route 522.
Mr. Tierney stated that the original plan for Warrior Road called for it to traverse
Fredericktowne Estates. He said that the existing portion of Warrior Road within
Fredericktowne is a 50' right-of-way with lots (and therefore, driveways) fronting on it. He said
that following opposition on the part of residents of the area to the existing street being connected
to the Village at Sherando to the south, the County has sought to relocate this section of the road
onto the adjacent park land lying to the east.
Mr. Tierney explained that because Land and Water Conservation Grant money
was used in the development of elements of Sherando Park, permission from the National Park
Service is required in order to utilize any of the park acreage for purposes other than recreation.
He stated that a key component of any conversion is that land of equal value and usefulness be
acquired to substitute for the land which is to be converted. He said that an agreement has been
reached with JASBO Inc. to obtain 5.4 acres from a 95 acre parcel which adjoins Sherando Park
to the north. He said that this would amount to a nearly two -to -one trade, as only 2.9 acres are
being requested for the road relocation. Mr. Tierney said that JASBO has agreed to give the
county this land if it could be counted towards open space, if and when they develop their
property.
Mr. Tierney added that another important element of this request is a proposal for
a bike path to be built in conjunction with this section of road. He said that this would link up
with the 2.5 mile bike path to be constructed with the ISTEA grant the County recently
received.
Commissioners asked if anyone had agreed to construct the road after the
conversion of land takes place. Mr. Tierney said that although no one has agreed to construct
the road, Dr. McAllister has committed to spend "X" amount of dollars towards construction of
the portion of the road located within the Village at Sherando, regardless of which path it takes.
The Planning Commission had no problems with the proposal to convert the
acreage for relocating Warrior Road and upon motion by Mr. Thomas and second by Mr. Shenk,

BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
endorse the request for conversion of 2.9 acres of Sherando Park property to accommodate the
relocation of Warrior Road and recommends approval to the Board of Supervisors.
INTERIM BATTLEFIELD PLAN
Action - Approval
Mr. Watkins presented the Interim Battlefield Action Plan as prepared and
recommended by the Frederick County -Winchester Battlefield Task Force.
The Commissioners were in favor of the overall Plan, but voiced several concerns.
They felt that some type of maintenance program should be established for upkeep of these
various sites until the National Parks Service took over the maintenance. The Commissioners
felt that site maintenance responsibility should be clearly stated in the Plan so that these areas
did not become unsightly. They suggested that one of the Civil War groups may be interested
in taking on this responsibility.
The Commissioners were also concerned about the costs involved and felt that the
financial aspects needed to be closely examined. They felt that the Plan should specify who
would pay for the work that needed to be done and who would supply the necessary manpower.
Upon motion made by Mr. Shenk and seconded by Mr. Light,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
endorse the Interim Battlefield Action Plan as prepared and recommended by the Frederick
County -Winchester Battlefield Task Force and recommends that the Board of Supervisors
approve said Plan.
SJR240/HJR572/SJR188 HIGHWAY FUNDING LEGISLATION
Action - Opposed
Mr. Watkins said that legislation will soon be considered in the General Assembly
which will substantially change the formulas by which road construction funding is distributed
throughout the state. He explained the changes to the formulas for unpaved roads, primary
roads, and secondary roads.
Mr. Watkins said that the change in the unpaved road eligibility (SJR188) will be
particularly dramatic. He stated that it will reduce the funding in our area by over half. Mr.
Watkins said that a number of unpaved roads that have been scheduled for years to be paved in
our Secondary Road Improvement Plan will have to be removed.
Mr. Watkins said that the impacts of the changes in the primary and major
secondary improvement funding will be more subtle. He said that although analysis submitted
to the staff suggests that funding will continue to grow despite the change, the staff feels that the
funding will grow less rapidly than it would have without the change.
Mr. Watkins said that it is clear that this bill represents an attempt to shift funding
from the smaller municipalities to the larger metropolitan areas. He said that it will have a
substantial negative impact on the smaller, but rapidly growing areas like Frederick County.
The Planning Commission was concerned about the changes and felt that an
analysis by VDOT was needed of the impact that the legislation would have on rates of growth
in road improvement funding. The Commission felt that Frederick County should oppose the
bill and, therefore, upon motion made by Mr. Marker and seconded by Mr. Romine,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
oppose the SJR240/HJR572/SJR188 Highway Funding Legislation and recommends that the
Board of Supervisors also oppose this legislation.
Virginia Growth Strategies Act
Mr. Watkins said that last summer the Planning Commission reviewed the
proposed Virginia Growth Strategies Act, which was intended to provide a new framework for
planning and growth management in Virginia. He said that the Planning Commission and the
Board of Supervisors passed resolutions which stated that: 1) Frederick County supports
legislation that would provide for improved strategic planning at the statewide level and improved
coordination among state agencies; 2) Frederick County does not support scrutiny of local
planning by state agencies; and 3) measures are needed to improve regional coordination and to
provide better local tools for growth management.
Mr. Watkins said that a new version of the Act has been prepared for introduction
into this session of the General Assembly and the following changes have been made: 1) Local
planning review and recognition procedures have been removed; and 2) The legislation endorsed
by the Commission on Population Growth and Development on September 29, 1993 requires that
a Virginia Growth Strategies Plan be prepared and adopted and that the activities of state
agencies be required to conform with this plan.

The Planning Commission was satisfied with the changes that were made to the
Virginia Growth Strategies Act. No action was necessary from the Commission at this time and
they accepted the report for information.
1994 SUBCOMMITTEES
Mr. Watkins presented a list of subcommittees and liaison positions that were in
effect during 1993 and requested that the Commission contact the staff if changes were needed
for 1994.
Chairman Golladay said that he would like to reserve a position on each
subcommittee for a citizen member.
CANCELLATION OF JANUARY 19, 1994 MEETING
Upon motion made by Mr. Wilson and seconded by Mr. Morris, the Planning
Commission unanimously voted to cancel their second meeting in January because of no pending
business.
ADJOURNMENT
There being no further business to discuss, the meeting adjourned at 8:30 p.m.

E. PLANNING AND DEVELOPMENT - ACTIVITY REPORT 150 (Jan 16-31)
1. Warrior Road
On January 21, Kris Tierney met with an appraiser to
discuss the needed appraisal of the Sherando Park parcel and the
adjoining JASBO parcel. The appraisal reports are needed as part
of the conversion request to accommodate the proposed relocation of
Warrior Road.
2. Route 642
On January 28, Kris Tierney met with Chuck Maddox and Mr.
and Mrs. Plasters, owners of a parcel affected by the proposed
realignment of Route 642. They were successful in getting the
Plasters to agree to a boundaryline adjustment that gives the
County the area needed for right-of-way and replaces the area with
equal acreage from adjoining land owned by developers.
3. Battlefield Issues
Evan Wyatt met with Tim Youmans to discuss strategies for
corridor appearance and the Battlefield ISTEA Enhancement proposal.
Lanny Bise is working on battlefield descriptions for the
site inventory.
4. GIS and Mapping
The Planning Staff is concentrating on map file
conversion from Autocad to ArcInfo. Multiple layers of historical
and feature information is being digitized into mapping to support
the Battlefield Task Force.
Evan is working on the Warrior Road relocation map with
bicycle/pedestrian facilities.
5. Plans Review
Evan Wyatt reviewed the Foodmaker addition site plan. He
also reviewed the Valley Proteins Warehouse addition site plan.
6. Site Development Meetings
On January 26, Kris met with George Romine and Trish
Ridgeway of the Handley Library to discuss the possibility of
acquiring land for a branch library in the Stephens City area
through proffers or other dedication from developers.
On January 28, Kris met with representatives of the
Robert E. Ross Memorial Foundation, Inc., their consulting
architects, and Kenneth W. Poore, a consulting Community
Development specialist, to discuss the possibilities of locating a
residential facility for mentally retarded within the County. The
foundation is also interested in pursuing CDBG money to fund a
feasibility study.
Evan Wyatt met with Tim Painter to discuss a proposed
addition to the Datalux facility located in the Airport Business
Center.
Lanny Bise attended a Technical Review Committee meeting
to discuss the Sheetz Site Plan.
7. Rezoning Proposals
On January 18, 1994, Kris Tierney met with Mat McHale
(realtor) to discuss the possible rezoning of a portion of the
Kegley property on the east side of Welltown Pike from B-3 to B-2.
On January 25, Kris met with Richard Pifer to discuss the
possible rezoning of 20 acres on Valley Mill Road, adjacent to
Millrace Estates, from RA to RP.
8. Annual Report
Lanny Bise completed the Planning Department's 1993
Annual Report.
9. Professional Development
On January 25, Kris Tierney conducted a planning seminar
on facilities planning and flaws in the conventional planning
methods as perceived by Joseph H. Brevard in his book, Capital
Facilities Planning.

Dear Chris:
I would like to request an informal hearing with
the Planning Commission regarding the Negley land
located on Route 661, behind the Days Inn and EconoLodge
in the Stonewall District.
In November, 1991, the subject property was rezoned
from B-2 to B-3. That parcel is 8.94 acres. We wish to
rezone 2 1/2 acres of that property back to B-2.

Frederick County has received information pertaining to the proposed National Highway
System (NHS). The NHS is a new major funding category and program required under the
Intermodal Surface Transportation Efficiency Act of 1991. This program requires each state
to create a system of primary roads that will provide principal connections internally, as well
as principal connections with bordering states. Each state is allotted a specific amount of
road mileage that will qualify for the NHS. Funding for roads that are part of the NHS is
based on a 80% Federal/20% State match.
Included under this agenda item is a map that details the proposed NHS as developed by
the Virginia Department of Transportation (VDOT). Roads within Frederick County that
are considered part of this plan include Interstate 81, Route 522 (North Frederick Pike)
North of Winchester, Route 37 West of Winchester, Route 7 (Berryville Pike) East of
Winchester and Route 55 (Wardensville Pike). All other primary roads within Frederick
County would fall under the Surface Transportation Program (STP) for funding.
The Frederick County Transportation Committee considered this plan during their regular
meeting of February 1, 1994. The Transportation Committee recommended that all roads
proposed as Frederick County's component of this plan, with the exception of Route 55, be
included as part of the NHS. The Transportation Committee felt that it was inappropriate
to include Route 55 based on the resolution passed by the Board of Supervisors pertaining
to Corridor H. The Transportation Committee also felt that the 20% funding match
required under the NHS program would create an unnecessary burden upon the Staunton
District.
Staff asks that the Planning Commission review the proposed NHS plan and provide a
recommendation that will be forwarded to the Board of Supervisors. The Board will
ultimately adopt a resolution that will be forwarded to the Commonwealth Transportation
Board.

This is in reference to my letter to you of May 10, 1993, providing
maps of the proposed National Highway System (NHS) as developed by VDOT. As
indicated in that letter, VDOT had submitted the proposed NHS documentation
to the Federal Highway Administration (FHWA) for their review.
FHWA completed their review and submitted the proposed NHS to Congress
on December 9, 1993. Following its review, Congress must pass legislation
to designate the final NHS by September 30, 1995.
Please find attached for your information a statewide map, any
specialty maps applicable to you and a mileage summary table describing the
final proposed NHS as adjusted by FHWA and submitted to Congress.

We will be submitting a work program for the 1994-95 fiscal year to the Board in March.
Please find attached information on the work that is currently underway and the current
year work program. The following are some of the work items included in the current work
program and their status:
1. Ordinance Review - The Development Review Committee is working on RP
density issues, conditional use issues, commercial corridor issues, and landscaping
issues. This work will continue.

2. Corridor Interchange Plans - Preliminary work has been undertaken. Additional
planning and public involvement will occur this spring and summer.

�a, f 3. Rural Community Centers - The sewer study has been completed. The
Comprehensive Plan Subcommittee will need to make recommendations on sewer
t -and water issues. A planning effort similar to the corridor planning efforts might be
undertaken when the corridor plans are complete.
4. Housing Issues - The staff will complete a report on housing trends and issues
during 1994. The Comprehensive Plan subcommittee will need to review this report
and the Comprehensive Plan in relation to housing issues.
5. Stephens City - Work will continue with the Town on the Route 11 corridor.
6. CIP Methods - Improvements have been made to the CIP process. An
examination of methods for projecting need would be appropriate, in relation to the
next Comprehensive Plan review.
7. Eastern Road Plan - The road plan in the Comprehensive Plan will need to be
reviewed when WATS is completed and as a part of the next Comprehensive Plan
review.

8. Planned Roads - Based on the changes to the Comprehensive Plan, the staff will
now only recommend approval of residential rezonings over 100 acres in size if they
are for R-4, Planned Community zoning.
9. Transportation - We sincerely hope that the Route 37, WATS and Route 642
planning will be complete by the end of the fiscal year. The next big step will be the
review of the Eastern Road Plan. Local groups are interested in a bicycle plan and
have done a great deal of ground work. We may want to go ahead and look at
bicycle and pedestrian issues. Work on ISTEA enhancement proposals will continue
each year along with other annual items.
10. Historic Preservation - The HRAB has a video completed and has held a public
meeting for historic property owners. Educational efforts are proceeding. Next we
need to look at incentive approaches and development review approaches.
11. Battlefields - The Task Force is working on the Battlefield Plan and
implementation efforts are underway. The staff is preparing a battlefield database.
12. GIS and Mapping - Phase I implementation of the GIS plan is underway with
data input and conversion proceeding. Phase II is scheduled for next year which
involves networking with several different departments and new kinds of data.
Work will continue on these items. Please let us know about new items or approaches that
may be needed for the next year starting in July.

1. Public Information - The clerical staff receives an average of 45 phone calls and 10 walk ins
per day. These are generally requests for information or assistance. Often these require research
on the part of planning and technical staff to provide information.
2. Ordinance Enforcement - We are currently involved with 47 active zoning violation cases.
These require field investigation, communication with those involved, and participation in legal
action. A database of violations is maintained to track cases.
3. Development Review - All items are down from last year except site plans and building
permits. Site plans are not reviewed publicly by the Planning Commission or Board but involve
substantial staff work including field inspection. Site plans nearly tripled in number in 1993 over
1992. The Planning Staff reviews all building permits to insure zoning and floodplain compliance.

4. Structure Numbers - We continue to receive requests for structure numbering information
that generally involves looking up house numbers in the database. This information can be
provided by the clerical staff. We average around 10 such requests per day. We receive about 20
additional requests per month that involve numbering problems and require work by technical
staff. We receive about 20 additional requests per month for new numbers for new structures.
This requires research by technical staff
5. Committee Support - We provide agendas, staff support and research for ten county
committees, commissions and boards that meet at least monthly. The Director is also a member
of the Lord Fairfax Planning District Commission and two of its committees and is a member of
the Corridor H Advisory Committee.
6. Comprehensive Plan - The staff updates and revises the Comprehensive Plan each year. This
involves keeping track of statistics, information and County activities. It involves maintaining
contact with a number of agencies. Special amendment requests from officials and the public are
also handled. Special issues are addressed.
7. Capital Improvements Plan - Each year the staff solicits capital requests from agencies and
maintains database on requests. Prepares new plan each year.
8. Ordinance Review - Planning Commission continues program of reviewing development
ordinances and requests for amendments received from public. Staff reviews and researches
ordinances and amendment requests and prepares amendments.
9. Commercial Corridor Planning - A special effort is underway to plan for those areas of the
County which will receive the most intensive new development in the future. Special emphasis on
corridor appearance.
10. Transportation - Work on Route 37 and the Winchester Area Transportation Study (WATS)
continues. These involve supervising and working with consultants. The staff is preparing an
ISTEA Enhancement request each year. Staff reviews and prepares secondary road improvement
plan and primary road improvement requests each year. The staff handles transportation
improvement requests from officials and the public. The staff is working on the Warrior Road
relocation effort and is managing design and right of way acquisition for Route 642.
11. Battlefields - Special effort is underway to plan for a Battlefield Tour system. This involves
creating battlefield database, plan preparation and numerous other activities.
12. Mapping and Geographic Information System - The Department is now the mapping
agency for the County. We maintain the real estate parcel maps and other County maps for
ourselves and for other County agencies. We are the lead agency in the ongoing effort to create a
coordinated County GIS which allows the easy use of all map based data. Current efforts involve
inputting data, working with consultants to develop procedures, and additional system set up.
The following describes some of the specific work that is being carried out by individual
professional staff members:
Director of Planning (Bob Watkins) - Department management, reporting, and budgeting. Staff
evaluation and supervision. Daily consulting with staff and others on planning issues, work and
problems. Lead supervision of Route 37, WATS, GIS, and battlefield projects. Special role as
network administrator, working to improve computer and data systems. Secretary of Planning
Commission and lead role in working with Commission and Board. Member of LFPDC and
Corridor H Advisory Committee.
Deputy Director (Kris Tierney) - Staff supervision, consulting and evaluation. Directing
Comprehensive Plan review and lead staff for Comprehensive Plan Subcommittee. Lead
supervision of rezoning and masterplan review. Supervising CIP preparation and corridor

I. DEPARTMENT GOALS
Activities and policies of the Planning Department are at least
partially determined by the policies adopted in the 1993
Comprehensive, Policy Plan. The Comprehensive Plan contains an
Action Program that describes actions that should be undertaken to
implement the policies in the Plan. The Action Program is used as
the primary guide in the formulation of this work program. The
following are the goals, objectives and strategies for the Planning
Department for the 1993-1994 fiscal year:

is responsive to changing situations and current

Strategy Review the Comprehensive Plan annually. Make
revisions and refinements as needed. Develop
specialized, specific plans for certain geographic

centers, historic preservation, economic
development and housing issues. Transportation
plans will need to be updated as a result of the
Winchester Area Transportation Study and the Route
37 Study.

system which uses mapping, house numbering, real

II. THE 1993-94 PROGRAM
A. ADMINISTRATION -- Administrative tasks will include the
following:

2. Requests for Information.
3. Support to Three Boards, One Commission, and
Approximately Seven Committees (Ten to fifteen agendas

per month).
4. Coordination with Agencies - The staff will coordinate
policy development and decision-making with federal,
state, regional and local agencies.
5. Record Keeping and Administrative Improvements - The
staff will continue to work on improvements to record
keeping and administrative procedures. Implementation of
a Geographic Information System will provide an important
tool for these improvements.
6. Capital Facilities Impact Model - Substantial efforts
will be required to maintain and use the impact model.
B. MAPPING, HOUSE -NUMBERING AND GEOGRAPHIC INFORMATION
SYSTEM - Substantial additional work will be required to
maintain the house -numbering system. A major effort will
be underway to implement the Geographic Information
System Plan. Initial efforts will involve the
establishment of a core system in the Planning
Department. Information currently in existence in
various departments will be combined with the existing
base map to create the initial database. Emphasis will
be on set up, training, data conversion and the updating
of existing information. The next efforts will involve
providing direct access to the GIS to various departments
and incorporating new types of information. The system
will improve operations and the quality of information
available to decision makers.
C. DEVELOPMENT REVIEW - Increased levels of development
applications are expected over the number occurring
during the past several years. The staff will continue
to review the following types of development proposals:

Master Development Plans
Site Plans
Subdivisions
Variances

The staff will continue to work to improve these
development review procedures.
D. COMPREHENSIVE PLANNING - The Comprehensive Plans and
Programs Subcommittee will review the Comprehensive Plan
following the annual review process. The comprehensive
planning work items will be as follows:

1. Rural Community Centers - Work will continue on
updating and implementing community center policies in
the Comprehensive Plan.
2. Corridor and Interchange Plans - Work will continue on
the development of small area plans for the Route 50
East, Route 7 East and Route 11 South corridors and
interchange areas. Work will also continue in planning
for rail corridors. The plans will be used to address
economic development, land use, appearance, traffic and
other issues. Property owners in these areas will need
to be involved in the process.
3. Housing Issues - The 2020 Report recommends the
preparation of a comprehensive housing plan for the City
and County. The Subcommittee will receive a report on
area housing conditions, trends, and issues from the
staff. Discussions with the City will be initiated on
proceeding with this recommendation and the preparation
of such a plan will begin as directed by the Planning
Commission. Special efforts will be directed at
examining incentives to encourage the inclusion of
affordable housing in new residential developments.
4. Stephens City - Planning coordination will continue
with the Town.
5. CIP Needs Assessment and Projection Methods -
Discussions will continue on the methods used to assess
the need for new capital facilities. Desired levels of
service will be studied. Methods are needed concerning
uniform projection methods to be used by various agencies
in the County. Such methods should be tied to the
adopted Comprehensive Plan.
6. Neighborhood Planning - The staff will continue to
assist the planning subcommittee of the Shawneeland
Sanitary District Advisory Committee in their efforts to
plan for the Shawneeland neighborhood. There is also a
need to develop better methods to define and plan for
neighborhoods and community centers. Such methods should
include substantial public involvement.
7. Eastern Road Plan - The eastern road plan will be
reviewed and revised based on the results of the
Winchester Area Transportation Study and the Route 37
Study.
8. Planned Developments - The possibility of requiring
large parcels in the Urban Development Area be developed
under the R-4, Planned Community, zoning district will be
studied.

E. ORDINANCE REVIEW - In addition to routine requests,
ordinance review activities of the Development
Regulations and Review Subcommittee will include the
following:
1. Zoning and Subdivision Ordinance Review - The Zoning
Ordinance requirements related to corridor appearance
will be reviewed. Other regulations will be monitored,
reviewed and revised as necessary.
2. Development Review - The Subcommittee will review
specific development issues in relation to particular
developments as needed.
F. TRANSPORTATION - Transportation planning work will
include the following:
1. Area Transportation Planning - Special efforts will
begin on incorporating, publicizing, and implementing the
road improvement plans that result from the Winchester
Area Transportation Study and the Route 37 Corridor
Location Study. There will be a need to continually work
with the Virginia Department of Transportation to ensure
that improvement projects are provided in a timely
fashion.
2. Transportation Committee - Routine, annual work will
continue with this committee of the Board of Supervisors.
3. Transportation Planning Committee - The staff will
provide support to this joint committee of the City and
County Planning Commissions.
4. Regional Transportation Planning- The staff will
participate in the new regional transportation planning
efforts that are underway in the Lord Fairfax Planning
District. These efforts will provide improved resources,
coordination and influence in transportation planning for
the region.
G. HISTORIC PRESERVATION - Staff will provide support to the
Historic Resources Advisory Board in their continued
efforts. The Historic Resources Advisory Board will take
the lead role in the following efforts:
Ensure that survey and other information is
available to decision makers, property owners and
the public in a useful form.
Increase public awareness of the historic resources
in the County.

Ensure that proper emphasis is given to historic
values in the development review process. Review
development proposals.
Continue the site recognition and plaque program.
Develop incentives to property owners for historic
preservation.
The staff will continue to work with the Lord Fairfax
Planning District on a plan to preserve a system of Civil
War sites to promote tourism.
I. OTHER
1. Capital Improvements Plan - The staff will work with
the Comprehensive Plans and Programs Subcommittee to
maintain and improve the CIP.
2. Citizen Participation and Education - Continue to
improve public participation. Discuss with school
officials the possibility of involving government classes
and other students in planning activities. Find ways to
educate future citizens about planning issues.
