PLANNING AND DEVELOPMENT - ACTIVITY REPORT #86 (July 16-331 1 _ TranWgrtation Bob Watkins, John Riley, Glen Williamson, and Harrington Smith met with Jack Hodges and Ken Wilkinson from VDOT to discuss the Route 37 project. Evan Wyatt and Wayne Miller met with Robert B. Childress of VDOT to discuss several transportation issues associated with proposed developments. These issues include the need to have the developer of Valley Mill Estates construct a turn -around at the end of Julee Drive in the Mill Race subdivision to enable those properties to receive VDOT maintenance, the need to close off the dirt road extension of Arbor Court (Route 1000) which connects with Millwood Pike (Route 50) just before Victory Road (Route 728) at the Westview Business Center, and the need to abandon a portion of Fair Lane (Route 663) to allow for a new proposed extension that will serve the proposed Fairlane Orchard Estates major rural subdivision. 2. Battlefield Preservation Kris Tierney conducted a slide presentation on the Battlefield Network Plan at the Winchester Planning Commission Meeting on July 18, 1995 and took follow up questions. The Commission expressed their support for the effort. 3. GIS/M=ing Quality of color map plotting is temporarily not up to standard. New chemicals and parts are being ordered to upgrade the Calcomp plotter and remedy this situation. Staff members are currently working on production of tax map copies for use by the Real Estate Office and for the re -assessment. Also, within a few days, staff will begin production of printing copies of the Street Guide Book being updated by the Fire and Rescue Department. An application has been received for the renaming and relocation of Spinning Wheel Lane. The application is being reviewed by the Road Naming Committee 4. Plan Reviews, Approvals, and Site Inspections: Evan Wyatt reviewed a new site plan for silo additions to the mobile chemical facility located along Shawnee Drive and revisions to site plans for "Section D" of Regency Lakes Estates, the Frederick County Sanitation Authority Headquarters located along Macedonia Church Road, the Redbud Run Elementary School located along Berryville Pike, the new Page 2 Activity Report #85 August 2, 1995 maintenance facility at the landfill, and the Moxon Timbers facility located in the IDC Industrial Park. Evan Wyatt approved a site plan for the new maintenance facility at the Regional Landfill. Evan Wyatt conducted site inspections at the Winchester Church of God, located along North Frederick Pike, and the Preston Place II Apartment complex, located along Airport Road. 5- Meetings Bob Watkins met with Chuck Maddox and others to discuss a development proposal. Kris Tierney met with Ed Dove of Dove & Associates to discuss possible revisions to the Master Development Plan for Wilkins Apartments on Valley Mill Road. Kris met with John Tauber to discuss the proposed rezoning of roughly 2.7 acres on the south side of Route 7 East from B-2 to B-3 to accommodate mobile home sales. Evan Wyatt participated in a Technical Review Committee meeting to discuss a development proposal for the Pifer tract located along Fairfax Pike, across from the Ridgefield subdivision. This proposal will create a strip retail center that is 30,000 square feet and two out buildings that will provide for a restaurant and a bank. i C��rrTr A I of FREDERICK Department of Planning and Development 703/665-5651 FAX 703/678-0682 'MEMORANDUM' TO: Planning Commission Members FROM: Kris C. Tierney, Deputy Planning Direct x&70, RE: Round Hill Community Draft Land Use Plan DATE: August 3, 1995 The Comprehensive Plans and Programs Committee has been working to prepare a land use plan for the Round Hill Community. At this point they have developed a proposal which recommends a phased approach to permitting eventual commercial and residential development at a controlled density and scale to extend westward from the Route 37 intersection. It currently states the proposal has a couple variations which the committee will be seeking input on from the Commission as well as the public. The Committee welcomes any thoughts, suggestions or comments on the plan and hopes to take the proposal, possibly with some refinements, to a public meeting in Round Hill this fall.
