RE: Baseball Stadium and Softball Complex for James Wood High School
DATE: November 20, 1996
Mr. Thomas Sullivan, Assistant to the Superintendent, will present. a preliminary site development
plan which demonstrates the layout for the above referenced project. The proposed James Wood
High School baseball stadium and softball complex is projected to cost $1,258,000. Improvements
will include a lighted baseball stadium complete with a press box, restrooms, and concessions; a
lighted softball field complete with restrooms and concessions; a new parking lot that will have an
entrance off of Apple Pie Ridge Road (Route 739) and will provide 45 additional parking spaces; and
the creation of a new multi-purpose field. This presentation is for the Planning Commission's
information and does not require action.

REVIEW EVALUATIONS:
Virginia Dept. of Transportation: No objection to a conditional use permit for this
property. However, prior to operation of the business, a commercial entrance must be
constructed to our minimum standards to allow for safe egress and ingress of the property.
Any work performed on the state's right-of-ways must be covered by a land use permit. This
permit is issued by this office and requires an inspection fee and surety bond coverage. The
northernmost entrance should be permanently closed due to lack of sight distance to the
south.
Inspections Department: Building shall comply with Virginia Uniform Statewide Building
Code and Section 306, Use Group F (Factory) of the BOCA National Building Code/ 1993.
Other codes that apply are Title 24 Code of Federal Regulation, Part 36 Nondiscrimination
on the Basis of Disability by Public Accommodations and in Commercial Facilities.
Minimum plumbing shall be provided as required in the BOCA National Plumbing Code.
Floor plan of the building shall be submitted, a building permit applied for, and a change in

use. A certificate of use and occupancy for the new use group shall be obtained before
operation of the bakery.
Fire Marshal: No comments.
Health Department: Health Department cannot comment favorably on this proposal at this
time because no record has been found or provided for a sewage disposal system serving the
facility. The owner cannot verify that a septic tank and drain field serves the existing store
proposed for a bakery.
Planning and Zoning: The requested use can be permitted with an approved conditional
use permit. This would be classified as a cottage occupation since the planned activity would
be in an accessory building. The VDOT requirement for a commercial entrance is somewhat
of an overkill if there will be no retail sales as stated by the applicant. Staff concurs with the
VDOT suggestionthat the northern entrance be eliminated because of the poor sight distance
to the south. If there are going to be deliveries made to the location and/or if customers will
be coming to the location for services, the VDOT commercial entrance requirements should
be enforced. The Health Department was unable to determine if a suitable septic system was
available to service the property. Since the owners' residence is adjacent to the building
being planned for the use and if there are no employees, bathroom facilities in the residence
could be utilized and meet the need. The major problem with the lack of a health system
would be facilities to serve the use. There would certainly be need for water and, therefore,
a need for a suitable disposal system to accommodate this use. The applicant will need to
address this issue and provide whatever system or facilities required by the Health
Department.
STAFF RECOMMENDATION FOR 12/4/96 PC MEETING: Staff recommends approval of
this request with the following conditions:
1. All review agency comments must be complied with at all times.
2. The northern entrance to the facility planned for the use will be eliminated.
3. If deliveries are going to be made to the property and/or customers coming to the location,
a commercial entrance must be installed per the VDOT requirement.
4. Prior to beginning this use, Health Department inspection and approval shall be required.
5. If required for the use, proper facilities to handle waste water must be constructed.

SUBJECT: Public Hearing: Proposed Update to the 1997 Comprehensive Policy Plan
DATE: November 21, 1996
The Comprehensive Plans and Programs Subcommittee and Staff have completed this year's update
of the Plan. As usual, much of the work consists of updating statistical information and minor
grammatical corrections. The statistical information consisted mainly of school enrollment and
population figures. The most significant addition is the text relating to the Route 11 North Land Use
Plan.
In an effort to save money, the copy of the plan that is attached does not contain the color maps.
With the exception of the Route I 1 North Land Use Plan, the maps have undergone little, if any,
modifications from last year's Comprehensive Plan.
If the Commission is comfortable with the text, a recommendation to the Board of Supervisors
would be appropriate.

it is the desire of the County to approve this division to accommodate the client and make
this property eligible for industrial access funds which are available. The industrial access
funds will pay for construction of Eastgate Drive 100' past the property line dividing Lot 1
and Lot 2. It will be the responsibility of the developer to extend the road to the southeast
perimeter of Lot 2. The proposed subdivision meets the requirements of the ordinance
except for the master plan requirement.

No overall objections to the subdivision of the property.
The proposed business planned for the 23.0431. acre tract qualifies for industrial access
funding to allow VDOT to construct a roadv,,ay from Route 642 to the site. The County
will need to provide a clear unencumbered right-of-way for this roadway,
Additionally any utility relocation/ adjustment costs will need to be borne by others.
Based on this plat there appears to be a right-of-way dedication needed on the adjacent
property at the Route 642 connection. The proposed industrial access roadway and
other improvements, i.e. roadway extension, commercial entrances, etc, could
necessitate the need for additional right-of-way and/or construction, slope, or drainage
easements.
A detailed site plan including roadway geometrics, drainage design with supporting
calculations, trip generation data, and entrance designs of the remaining right-of-way
and parcel improvements will need to be submitted for our review and approval. Any
work performed on the State's right-of-way will need 'to be. covered under land use
permit.
The proposed businesses) planned for this property could have a significant impact on
the adjacent road network.
