The TEA -21 Program provides localities with funding to undertake projects which enhance the transportation network. This is a federal program which allocates 80% of the funding for successful projects, while the locality is responsible for the remaining 20% of the project cost. The proposed TEA -21 Program Project is for the development of Phase II of the Sherando Bicycle and Pedestrian Facility. The CTB recently approved the bid for the construction of Phase I of this facility which will be developed in Spring 2000, Phase I calls for the development of the bicycle and pedestrian facility within the Sherando Regional Park and the Sherando High School campus on the south side of Fairfax Pike, and along Warrior Drive, Ivory Drive, and the Sherando Regional Park on the north side of Fairfax Pike. Phase II of this project is designed to continue the Sherando Bicycle and Pedestrian Facility through the remainder ofthe Sherando Regional Park to a bicycle and pedestrian facility that will be developed within the Tasker Land Bay developments adjoining the northern boundary of the park. Phase II of the Sherando Bicycle and Pedestrian Facility would be developed as a ten -foot -wide asphalt path within a 20 -foot easement, spanning a distance of 3,200 feet. This facility is estimated to cost $85,000 to develop; therefore, the local share would be $17,000. Currently, the County has assessed the land within the Sherando Regional Park at $10,000/acre, which would allow for a credit of $14,700 as an in-kind match towards the $17,000 share. This TEA -21 Enhancement Project is a continuance of two previous ISTEA grant applications that were successful in securing funds to acquire a portion of the Kernstown Battlefield. It is important to note, however, that the third application for such funding was submitted at this time last year and was ultimately unsuccessful. Complete acquisition of the Kernstown Battlefield site would be the first major step toward the creation of a Civil War Battlefield Network in Frederick County and the City of Winchester. The Kernstown Battlefields will play a significant role in the interpretation of Civil War history for the area. As the Commission is aware, Frederick County and the City of Winchester no longer hold an option to purchase the 342 -acre Grim Farm, site of the First and Second Battles of Kernstown. It remains the goal of Frederick County, The City of Winchester, and the Kernstown Battlefield Association to purchase the Grim Farm and preserve the Kernstown Battlefield. The Virginia Department of Transportation has previously awarded a total of $1,090,000 in ISTEA Enhancement funds for this project. Furthermore, in October 1999 the National Park Service awarded a $350,000 battlefield acquisition grant through the Land and Water Conservation Fund to facilitate procurement ofthe site.
