Woods Amendment to the Tasker Woods Land Use Plan and the Eastern Frederick
County Long Range Land Use Plan - An amendment to the 2007 Comprehensive
Policy Plan Chapter 6, Land Use, to update the Tasker Woods Land Use Plan and the
Eastern Frederick County Long Range Land Use Plan that includes an expansion of the
Sewer and Water Service Area (SWSA) of approximately 2.41 acres and an expansion of
the Urban Development Area (UDA) of approximately 9.09 acres. The amendment also
modifies the land use designation within the proposed UDA expansion area from
commercial to residential and would allow commercial land uses within the proposed
SWSA expansion area. The area is generally located west of Route 522 South, north of
Tasker Road and south of Macedonia Church Road in Shawnee Magisterial District.

Sara Hollberg, a planner with the Valley Conservation Council and author of Better
Models for Development in the Shenandoah Valley 2010, will present an overview of
observations of development in the Shenandoah Valley. Her observations and findings
were recently published in the Better Models for Development in the Shenandoah Valley
2010, an update to the original publication from 1999. The book encourages
development that brings environmental benefits as well as economic value. Copies of
the book were previously provided to the Commission members.

New Guide Looks Toward Next Develop ent Acle
Communities Urged to Embrace "Better Models, for Development"
Staunton, Virginia — Better Models for Development in the Shenandoah Valley 2010, just
released by the Valley Conservation Council (VCC), has a clear message: when the next
development cycle starts up, let's try for something better. The book encourages
development that brings environmental benefits as well as economic value.
Using more than 300 full-color images, the book showcases innovative projects from the
region and beyond. Organized along "Six Principles for Better Development," the book lays
out concepts in simple terms and illustrates them through actual projects. VCC is hoping to
raise awareness of the choices in development and help establish a new direction.
VCC Executive Director John Eckman feels the timing is right for that discussion.
"Development has slowed significantly, but that gives us a chance to think through the best
approaches. Many of the buildings that will be needed in 20, 30 or 50 years haven't been
built yet. We have a great opportunity to help communities avoid the problems others have
faced as they grow."
The book's author, VCC planner Sara Hollberg, notes that recent development patterns have
spiraled along a path that can not be sustained in terms of local and state finances,
household budgets, and consumption of energy, water, and farmland.
Communities are wrestling with how to maintain water quality in their streams, how to build
in ways that encourage health for all ages, and how to make communities not only attractive
and safe, but also efficient and affordable. Surveys show people want different things too,
like less time in the car. Younger and older generations seem to be more interested in
smaller units convenient to amenities.

"Fortunately," says Hollberg, "since the design of development has been part of the problem,
it also can be part of the solution. Trends are converging toward designs that are more
efficient to serve and that have spin-off benefits for the environment and for quality of life."
An example is compact and well-designed mixed-use projects that offer housing choices to
varied ages and income. The book also highlights how conservation can be a valuable (and
cost-effective) part of development decisions. Strategies cover conserving not only rural
landscapes, but also protecting natural assets and offering outdoor recreation in growth
areas. Those interested in the look of development also will find plenty in the book, such as
redeveloped corridors and franchises that use their own designs instead of cookie -cutter
models.
The book takes a positive approach. Development does not have to destroy what people
love. What most people value about the Shenandoah Valley is its extraordinary beauty and
its productive farms. Every community has special places and features. "Yet we must ask
ourselves," says Hollberg, "What are we building today that will be valued by the next
generation? Where are the vibrant neighborhoods and the beautiful public spaces?" Better
Models shows that we can build such places again.
Better Models 2010 updates the original publication that Hollberg co-authored in 1999 as a
joint production by VCC and The Conservation Fund. Since then, VCC has recognized
dozens of outstanding projects with through its annual Better Development Awards. Many
of these are pictured in the book, which includes examples from nearly every community in
the Valley.
VCC will distribute the Better Models book to localities throughout the region. The
organization also will offer presentations to local groups or interested parties. For

Valley Conservation Council is a private, nonprofit, member -supported land trust serving
eleven counties in the Shenandoah Valley region. The Better Models project was made
possible through contributions from the National Fish and Wildlife Foundation, The Beirne
Carter Foundation, the Chesapeake Bay Restoration Fund, the Dominion Foundation
(through The Conservation Fund), and individual donors.
Founded in 199o, the Valley Conservation Council promotes land use that sustains the farms,
forests, open spaces, and cultural heritage of the Shenandoah Valley region. VCC serves Alleghany,
Augusta, Bath, Botetourt, Frederick, Highland, Page, Rockbridge, Rockingham, Shenandoah, and
Warren counties.

Tasker Woods Amendment to the 2007 Comprehensive Plan
This is an amendment to the Tasker Woods Land Use Plan and the Eastern Frederick
County Long Range Land Use Plan, which are components of Chapter 6, Land Use, of
the 2007 Comprehensive Policy Plan. More specifically, the amendment proposes a
9.09 acre adjustment to the Urban Development Area (UDA) for residential land
uses, and a 2.41 acre adjustment to the Sewer and Water Service Area (SWSA) in
the northern portion of the study area for commercial land uses. A map has been
included which identifies the areas proposed for adjustment and modification.
The area is generally located west of Route 522 South, north of Tasker Road and south of
Macedonia Church Road in the Shawnee Magisterial District.
At their November 10, 2010 meeting, the Board of Supervisors specifically directed the
above amendment to be forwarded through the public hearing process for ultimate
adoption by the Board of Supervisors, following a recommendation from the Planning
Commission.
The amendment also modifies the land use designation within the proposed UDA
expansion area from commercial to residential and would allow commercial land uses
within the proposed SWSA expansion area.
Background.
Previously, the Planning Commission discussed this item at their October 6, 2010
meeting. The Planning Commission agreed with the recommendation of the

Comprehensive Plans and Programs Committee Executive Committee (CPPC). On
September 13, 2010, the Comprehensive Plans and Programs Committee Executive
Committee (CPPC) endorsed the enclosed draft amendment to the 2007 Comprehensive
Policy Plan.
Previous Planning Commission and CPPC Recommendation
1) The expansion of the UDA (2.41 acres) in the northern portion, to accommodate
additional residential units, with an accompanying residential land use designation.
Access to these residential uses shall be via the extension of the previously proffered road
system. No additional entrances onto Macedonia Church Road or Route 522 would be
permitted.
2) The expansion of the UDA (6.26 acres) in the southern portion, to accommodate
additional residential units, with an accompanying residential land use designation. The
southern area of environmental features would form the boundary between the
residential and commercial land uses. Protection of the identified environmental features
remains an important consideration.
In making its recommendation regarding the amendment to the Land Use Plan, the CPPC
also recommended that the net addition of residential units would not increase the
number of residential units previously proffered for the Tasker Woods project. In
addition, the CCPC encouraged the Applicant to consider utilizing the B2 overlay on the
balance of the commercial zoning in the northwest quadrant of the intersection of Tasker
Road and the Tasker Woods access road. The Planning Commission endorsed the
comments of the CPPC.
A critical part of the CPPC discussion pertaining to the northern part of the request was
access. Frederick County Transportation and VDOT both expressed concerns regarding
additional access points to these roads, Macedonia Church Road and Route 522. Any
access in the vicinity of this site would compromise the previously approved and
proffered road improvement plans.
CPPA#01-10
Through the 2010 Comprehensive Policy Plan Amendment process, the Frederick County
Board of Supervisors endorsed the evaluation of an amendment to the Comprehensive
Plan in the vicinity of Tasker Woods. The Applicant's original request in CPPA #01-01,
was for an 8.67 acre adjustment to the UDA and SWSA (6.26 acres UDA and 2.41
SWSA) and a change in Land Use Classification from Neighborhood Village and
Planning Commission

Commercial to Residential and Business. During the discussion of this item, Staff
received correspondence from an adjacent property owner requesting that their 2.83 acre
property, immediately west of the proposed UDA change, be included in the proposed
UDA expansion. The Board of Supervisors agreed to incorporate this property into the
request.

RE: Discussion: 2011-2012 Capital Improvements Plan (CIP)
On November 15, 2010, the Comprehensive Plans and Programs Committee (CPPC)
Executive Committee met with County Department and Agency representatives to
discuss their individual capital improvement project requests, including new projects and
modifications to previous requests, associated with the 2011-2012 Capital improvements
Plan (CIP).
The role of the CPPC in the CIP process was to ensure that the various departmental
project requests are in conformance with the County's Comprehensive Policy Plan. The
evaluation and prioritization of departmental projects was presented by the individual
County departments and agencies and staff. Also provided was a projected cost for each
project as required by the Code of Virginia.
The CPPC discussion was typically thorough. Particular focus was once again placed on
enhancing the connection between the CIP and potential proffered contributions made
with rezoning projects. This effort continues to be reinforced through the effort of the
Parks and Recreation Department and their identification of their comprehensively
planned parks including community, neighborhood, and district parks. This year's CIP
continues to include the individual Fire and Rescue Company requests as a
subcomponent of the CIP. In addition, it should be noted that several CIP projects have
been adjusted in recognition of current growth trends and to be generally reflective of the
current economic climate. Four new projects have been requested for inclusion in this
year's CIP.

Following the CPPC discussion, the CPPC Executive Committee endorsed the 2011-2012
CIP and endorsed its conformance with the County's Comprehensive Policy Plan. The
CPPC Executive Committee forwarded the CIP to the Planning Commission for
discussion.
It is requested that the Planning Commission and Board of Supervisors consider the
proposed 2011-2012 Capital Improvements Plan as a discussion item prior to the CIP's
advertisement for public hearing. This discussion will provide a valuable opportunity for
the collective review of proposed capital projects while also allowing the Commission
and Board the ability to determine if additional information or analysis is needed in
advance of final consideration of the CIP. It is the role of the Planning Commission to
affirm that the 2011-2012 CIP is in conformance with the Comprehensive Policy Plan.
Please find attached with this agenda item: a summary of the proposed 2011-2012 CIP in
table form, and a draft copy of the proposed 2011-2012 CIP maps illustrating the known
locations of the CIP requests. More detailed information regarding the individual
department requests is available digitally and may be forwarded to you directly if
requested.
If adopted, the CIP and included maps will ultimately become a component of the
Comprehensive Policy Plan, which would satisfy the review requirement of Section 15.2-
2232 of the Code of Virginia, which states that no public facility shall be constructed
unless said facility is a "feature shown" within a jurisdiction's comprehensive plan.
