RE: Review of Subdivision Freedom Crossing
Property Identification Number (PIN): 86-A-6
Dear Mr. Tweedie:
Planning Staff has reviewed the above -referenced subdivision design plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This plan is denied
until the issues in this letter, as well as all issues of the other review agencies, have been adequately
addressed. Please review Staffs comments listed below and then prepare a revised plan which
adequately addresses each concern.
Review Comments
1. On sheet 2 need to note sign for fixture use.
2. On sheet 6 need 5 ft. sidewalk along private street.
3. On sheet 6 need streetlight at entrance.
4. On sheet 6 show ROW along state road.
5. On sheet 6 need crosswalk at entrance.
6. On sheet 6 need a note no decks in the active buffer.
7. Address the following on the landscaping plan:
a. All buffer tree plantings need to be 2 '/z inch caliper.
b. Full screen buffer needs 170 v 153.
Notes (1) all planting shall conform with §165-203.01B of the Frederick County Zoning
Ordinance (Plant selection, planting procedure, and maintenance), and (2) any plant
substitutions must be approved in writing by the Frederick County Planning Department.
8. On sheet 12 need to show fence detail for buffer.
9. On sheet 12 and 6 need to show dumpster enclosure and details.
10. A photometric plan and light detail is required with this submission.

Dear Jeremy:
I am in receipt of your letter dated April 25, 2017, which requests a waiver of the Master
Development Plan (MDP) requirement for parcel 86-A-6. The subject property is located on
Double Church Road (Route 641) and is proposed to be developed with up to seven (7) single-
family attached (townhouse) lots on 1.4 acres of land.
Section 165-801.03C of the Frederick County Zoning Ordinance allows the Director of Planning
and Development to waive the Master Development Plan (MDP) requirement for properties in
the RP (Residential Performance) District if the applicant chooses to process a Site Plan in lieu
of a MDP, provided that the Site Plan contains all information generally required on a MDP and
a Site Plan and the Site Plan is presented to the Planning Commission and the Board of
Supervisors.
Your request for a waiver to the Master Development Plan (MDP) requirement is appropriate in
this situation. Please be advised that this waiver does not eliminate any applicable development
and design requirements of the Frederick County Subdivision and Zoning Ordinances. Please
note that you must submit a subdivision design plan for this development to our office for
review. Once the subdivision design plan is in an administratively approvable form, the
plan will be presented to the Planning Commission and the Board of Supervisors per
165-801.06.
