VDOT has reviewed the subject site plan and offers the following comments:
1. Is Frederick -Water installing and responsible for the proposed waterline under Route 11?
2. Due to the need to replace the existing 6" water line under Route 11 with a new 8" line, an open cut of
Route 11 will be approved in this situation. Please see attached repair typical, LUP-OC. A VDOT Land
Use Permit will be required.

Buildings shall comply with The 2012 Virginia Uniform Statewide Building Code and Section
303 - A,Assembly Use Group & Section 205 -E-Educational Use Group. Other Code that applics
are the Virginia Energy Code, ICC/ANSI A 117.1-09 Accessible and Usable Buildings and
Facilities, Virginia Mechanical Code. Design plans submitted for permit application shall be
sealed by a Virginia Licensed Design Professional. Occupant load and fire egress plans shall be
indicated on sealed plans at time of submittal.
New 14400 sq ft assembly building shall meet height and area for the type of construction as
allowed in T503 with applicable increases. Question on allowable area/Questionw on location
of FDC.
Question on location of building and 12' distance from existing E -Educational use group
structure. Wall shall be rated as required per T602/705. The wall assembly shall be rated for
exposure to fire from both sides (interior and exterior) as required per Section 705.5
All required egress shall meet ANSI Al 17.1-09 for slopes. 60% of all public entrances shall be
accessible.
Vestibule or air lock is required for entrances opening into a space exceeding 3000 sq ft.
Maximum %Z" threshold is allowed per ANSI A117.1-09
Please provide exterior exit locations, location of entrance, and elevation for connecting
walkway aged/or possible main entrance.
Parking shall be provided in accordance with Tl 106.1(1) of the IBC. Where buildings have
multiple accessible entrances with adjacent parking, accessible parking spaces shall be dispersed
and located near the accessible entrance. A minimum of one van accessible parking and
unloading is required. Max slope of accessible parking and unloading areas shall not exceed 2%.
Signage for parking shall be provided as required per USBC 1106.8
Please note the requirements in Chapter 17 of IBC for special inspection requirements on the
type of structure. ( Soils, concrete etc..).
8/13/18 — FDC connection located on plans. Building is fully sprinklered as required. Height
and area of building shall be in accordance with T503 as allowed for type of construction and
buildings on the same lot. Two accessible exits/entrances provided as required. Accessible
parking shall meet the Virginia Building Code (VBC/IBC) section 1106.1 with minimum width
of 11' for parking and unloading spaces combined. Accessible entrances and exits shall be on an
accessible route per ANSI Al 17.1-09

Mr. Lewis,
VDOT conducted a review of the Legacy Christian Academy - Multi -Purpose Building site plan that with a seal date
of January 29th; 2018. Based on the review of the drawings, the existing entrances from Route 11 are adequate for
the proposed building expansion. Should the business ever expand in the future, existing entrances may need to be
upgraded. Please ensure that all applicable agencies have the most recent set of approved drawings.
We offer the following general comments:
• Our review and comments are general in nature. Should details have been overlooked during plan review
or conditions in the field exist such that additional measures are warranted, such measures will be
completed to the satisfaction of the department.
• Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge
Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use Permit
Special Provisions.
• All drainage will be carried within the right-of-way in ditch lines or gutters along the street to a pipe or
drainage easement.
• Any construction related changes to the approved plan must come through the design engineer to VDOT for
approval. Please allow a minimum of 5 business days for VDOT review.
• A Land Use Permit shall be obtained before any work is performed on the State's right-of-way. The permit
issued by this office and may require application fees, the salary & expenses of a State assigned inspector,
and surety bond coverage.
