Building shall comply with The Virginia Uniform Statewide Building Code. Section 303, Use Group A
(Assembly), Section 310, Use Group R (Residential) and Section 304, Use Group B (Business) of the Virginia
Building Code/2012. Other Code that applies are the International Mechanical Code for air change, the ICC
ANSI Al 17.1-3-09 Accessible and Usable Buildings and Facilities, 2012 International Energy Code, 2012
International Pool and Spa Code, and 2012 International Fire Code.
Building shall comply with height and area requirements of T503 with applicable increases for type of
construction. Proposed five story Hotel will requires a sprinkler system. FDC located on plans.
Grease trap located outside the building. Two accessible exits shall be provided.
Roof Drains shall comply with the International Plumbing Code, 2009. No water shall discharge over
pedestrian walkways.
Handicap parking shall comply with ANSI A117.1-09. Van accessible parking shall be provided and have a
minimum of 11' width with 5' unloading area or a minimum of 8' unloading area with an 8' width per Section
502 ANSI. Signage shall comply with 1106.8 USBC. Maximum 2% slope required for parking and unloading.
Parking appears to meet ANSI A 117.1-09.
An accessible route provided to the main entrance of the facilities.
Passenger loading and unloading under main entrance/canopy shall meet ANSI A117.1-09 and shall be striped
as required under 503.3
Please note the requirements in Chapter 17 of USBC/IBC for special inspection requirements on the type of
structure (Soils, concrete etc.) Compaction/soil bearing/soil testing shall be required for placement of new
store.

This Health Department has reviewed the request for comments for a Site Plan
for the construction of a proposed hotel, to be located in the Kernstown Commons
Development, Tax Map #: 75-5-9. This Health Department requires prior to the
construction phase of the project that the applicant submit an application and plan review
for a hotel permit, as well as an application and plan review for any food service that will
provided to guests, i.e., continental breakfast. Applicant must inform this Health
Department of any plans to construct and operate a recreational swimming facility
(swimming pool) on the grounds of the facility.
This Health Department has no objections to the Site Plan as presented. Applicant is
welcome to contact this Health Department at (540) 771-3020, or (540) 722-3480
concerning_ questions about any part of this correspondence.

A VDOT review has been conducted for the Kernstown Common, Lot 9 hotel site plan with a seal date of June
1, 2018. Based on the review of the drawings, the designed entrance from Route 11 (all internal streets are to
be private) is approved by our office. Please ensure that all applicable agencies have the most recent set of
approved Drawings.
We offer the following general comments:
• Our review and comments are general in nature. Should details be overlooked during plan review or
conditions in the field exist such that additional measures are warranted, such measures shall be
completed to the satisfaction of the department.
• Materials used and methods of construction shall adhere to the current observed VDOT Road and
Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land
Use Permit Special Provisions.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe
or drainage easement.
• Any construction related changes to the approved plan must come through the design engineer to
VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
• A Land Use Permit shall be obtained before any work is performed on the State's right-of-way. The
permit is issued by this office and may require application fees, the salary & expenses of a State
assigned inspector, and surety bond coverage.
