Anderson, Donohue & Stearns, PLC Agenda Items: Review of the site plan application for Rose Hill Farm access and parking, Review of the AT&T Commercial Telecommunications Facility Conditional Use Permit (proposed tower located at 141 Fairview Road). Call to order at 6:30 PM. Item One: Planner Cheran introduced the first agenda item which was a review of the site plan application for Rose Hill Farm access and parking, submitted by John Lewis with Painter & Lewis. The site plan application seeks to use gravel access and parking in lieu of double prime and seal for this property as required by the Frederick County Zoning Ordinance. The HRAB supported the request and added that wooden wheelstops in lieu of concrete wheelstops should be used because they would be more in keeping with the theme of Rose Hill. With that one suggestion the HRAB approved the site plan. Item Two: Planner Cheran introduced the second item which was a Conditional Use Permit application for a proposed 199 -foot commercial monopole telecommunications tower with an accessory equipment building for AT&T. The property is located at 141 Fairview Road. The Rural Landmarks Survey Report for Frederick County Virginia identified three historic structures located within the vicinity of the proposed tower, one of which is located on site. All of these properties are listed as potentially significant. The sites that are listed in the survey are: ® Easton House (#34-482) ® Fairview Church (#34-1515) ■ White -McKee House (#34-1516) The HRAB felt that the submitted application did not provide the board with enough information to make a recommendation on the proposed tower and requested that the application provide additional information and return to a future meeting. The applicant was also requested to provide a balloon test of where the tower would be located. Meeting was adjourned at 7:00p.m. 1
