MEETING MINUTES
OF THE
FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY
Held in the Executive Session Room of the Frederick County Administration Building at 107 North
Kent Street in Winchester, Virginia on March 28, 2013 at 8:00 a.m.
PRESENT: Diane Kearns, Chairman; Robert Solenberger; Todd Lodge; John Marker; Ron Clevenger;
and Charles Triplett, Planning Commission Liaison.
ABSENT: Elaine Cain, Treasurer; Jeff Green; and Gene Fisher, Board of Supervisors Liaison.
STAFF PRESENT: Eric R. Lawrence, CEA Secretary; and Bev Dellinger, Secretary III.
OTHER: Emily Warner, Potomac Conservancy.

2. February 28, 2012 Meeting Minutes
Chairman Kearns pointed out a minor change in the minutes. The next meeting date should be
March 28, 2013, not April 25, 2013. On a motion made by Mr. Solenberger and seconded by
Mr. Lodge, the February 28, 2012 minutes were approved.
3. Update on Potomac Conservancy Activities
Ms. Warner stated that Potomac Conservancy had been working on a hub area in Frederick
County in the Gainesboro area. The hub area included four landowners, comprised of four
properties, and the easement closed in December 2011. This came about by neighbors talking to
neighbors about the benefits of an easement. The Landfall Farm easement closed in December
2012. There is a property owner in the Back Creek area that Ms. Warner is working with now.
Ms. Warner stated that a property easement in Strasburg, on the North Fork of the Shenandoah
River, will close this year. Potomac Conservancy is co-holding this easement with the
Shenandoah Conservation Easement Authority.
Ms. Warner noted that Potomac Conservancy is doing preliminary work with Chairman Kearns
and Mr. Solenberger on a property they own in southern Frederick County.
4. Open Discussion
Chairman Kearns asked members for ideas on an educational DVD the Committee discussed
producing after watching “The Last Crop” in October 2012.
Mr. Lawrence suggested it makes sense, as a “how to” video, to record the experiences Chairman
Kearns and Mr. Solenberger have as they go through the process of placing an easement on their

property. Mr. Marker agreed this would be a good “nuts and bolts” preview of the easement
process.
Members felt this is a good idea.
