The Frederick County Conservation Easement Authority will be meeting on Thursday, May28,

MEETING MINUTES
OF THE
FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY
Held in the Planning Department Conference Room of the Frederick County Administration Building at
107 North Kent Street in Winchester, Virginia on March 26, 2015.
PRESENT: Diane Kearns, Chairman; Elaine Cain, Treasurer; Ron Clevenger, C. Robert Solenberger, Gene
Fisher, Board of Supervisors Liaison; Charles Triplett, Planning Commission Liaison
ABSENT: Todd Lodge, Vice Chairman; John Marker, and Bryan Jeffery Green
STAFF PRESENT: Eric R. Lawrence, CEA Secretary; John Bishop, Deputy Director of Transportation;
Kirstin Twardon, GIS Technician; Pam Deeter, Secretary II
OTHER: Ellen Murphy, Commissioner of Revenue; Alissa Scott, County IT Department; Tracy Lind,
Potomac Conservancy; and Jed Rau, Potomac Conservancy.
Public Meeting
Welcome and Introduction
The meeting was called to order by Chairman Kearns at 8:30 a.m. and she determined there was a
quorum.
Adoption of Meeting Minutes
On a motion made by Mr. Solenberger, and seconded by Mr. Clevenger the January 22, 2015 meeting
minutes were approved as presented.
Update on Effort to Create Informational Conservation Easement Brochures and Videos
Mr. Lawrence made a comment that if the CEA committee agreed to the release of the two videos that
Mr. Bishop has created that Alissa Scott has prepared a Press Release.
Mr. Bishop played the two videos entitled Landowners Testimonials and Introduction to Conservation
Easements. The third video is the professional video which is not complete yet.
Open Discussion
The CEA committee endorsed the two videos. A motion was made by Mr. Solenberger and second by
Mr. Fisher to release the first two videos. The Committee members were handed the press release and

if any member had changes or corrections they should contact Chairman Kearns or Mr. Lawrence before
moving forward with the press release.
Mr. Fisher gave the information of a land appraiser that could be contacted for the professional video.
There will be no April meeting and when the Committee meets again in May there should be additional
videos to review.

Next meeting will be on May 28, 2015 at 8:30 a.m.
There being no further business, the meeting adjourned at 9:00 a.m.
