Tim, below are comments provided to our office on 5/24/18 from Fredrick Water. Frederick Water was provided a copy before you
updated the ownership, so I believe those comments, at least in part, have been addressed. Please address the other comments, and
resubmit copies of the plan set to our office for signature. I will put a copy of Eric's email in the project file. Please give me a call when
you are back in the office if we need to discuss further.

Hi Tyler,
Thank you for sharing the Carroll Industrial Park MDP, and for seeking comments from Frederick Water.
I understand that the revision is primarily to redesign the stormwater management and prohibit stormwater from
flowing towards/to Frederick Water's quarry. Accordingly, I would offer the following comments:
1. Clarify in the General Notes #5 that Frederick Water owns Lots 2 and 3.
2. Clarify in the General Notes #18 that the existing quarry is not to serve as stormwater retention.
3. On the illustrative, clarify that Frederick Water owns PIN 43-21-2 and 3. (Lots 2 and 3)
4. Provide a detail for the zoning district buffer ZDB along the northern property line and the adjacent MH1 mobile
home park (ZDB #3). The detail and notes should recognize that plantings are not permitted within the 30 ft
water easement. Clarity the trigger for when the zoning district buffers are to be installed.
5. Clarify that all sanitary sewer flows must go to the Carroll pump station; no direct connections to the sanitary
sewer force main are permitted. Similarly, no taps into the existing 20 -inch water main are permitted. Possibly
as an addition to Note #11 in the General Notes.

Tim, I spoke with Vicky who swapped out the cover sheets and noted we would get a digital copy once we they are signed. That will be
acceptable on our end. After speaking with Mike Ruddy and Mark Cheran this morning, I have reached out to Frederick Water to
confirm they are in agreement with the changes to stormwater management (and the proposed note) on their parcels since they did not
formally get a chance to comment. Joe Wilder in Public Works confirmed for me the note was acceptable to him. Once I hear back from
Eric Lawrence, we will process the MDP for final approvals.
Please let me know if you have any questions, I hope to have these back to you the first part of next week.

Dear Timothy:
Thank you for providing me with the opportunity to review the revised master development plan
(MDP) for the proposed development referred to as Snowden Bridge Station. Please adequately
address each of the comments listed below prior to resubmission of the master development plan
referenced above:
Preliminary Review Comments:
1. Previous Approvals. Add a note on Sheet 1 which identifies previous Master
Development Plan (MDP) #08-05. Add a note that there are no proffered conditions
associated with this development.
2. Parcel Information. Update the Parcel Identification Numbers (P1N's) as specified: 43-
21-1, 2, 3, 4, 5, 6, 7, 8, 9, & 9B. The parcel lot lines on all sheets should also be updated to
reflect the County's GIS records.
Update the area tabulations as follows (per County's GIS records):
Combined Total Parcel Acreage: 103.79
VDOT R -O -W Dedication -3.7
Subtotal Proposed Adjusted Development Area: 100.09
Staff acknowledges the proposed area tabulations front the `Adjusted Remainder of the
Development Area" are correct.
Provide copies of the most up-to-date recorded plats for the project file.
3. Subdivision Requirements. Update the "Public Roadway" required and provide right-of-
way (ROW) to 60 -feet (FT) as shown on subsequent pages.
4. Storm and Sewer. Update the note to reflect the change in the name of FCSA to Frederick
Water.
5. Future Route 37. Verify the "Approximate Location of the Proposed Future Route 37 R-
OW Line" to depict the most recent alignment/interchanged as adopted by the Board of

Supervisors in December 2017. Refer to the County's GIS records and the Eastern
Frederick County Road Plan (adopted December 13, 2017, attached) for the exact
alignment across the subject properties.
In order to continue the review/administrative approval of this Master Development Plan, you should
address the above comments and also submit review agency comments from the following
agencies: the Virginia Department. of Transportation (VDOT), Frederick Water, and Public Works.
Once Planning & Development comments are addressed, and a copy of outstanding review agency
comments are provided, please provide at least five (5) hard copies for signature, and a digital PDF
copy. Please do not hesitate to contact me with questions regarding this letter.

Dear Sir:
The comments from Frederick Water regarding the above -referenced project have been
appropriately addressed on the revised site plan documents that accompanies this letter. The
comments have been addressed as follows:
Department of Planning and Development:
1. As discussed, the ownership has been updated, as requested.
2. The reference to the quarry not being used for storm water management has
been reconciled.
3. See item number 1, above.
4. A detail has been on the plan from the beginning. A note about no plantings in
the 30' water easement has been added. The rest on this comment has no bearing
on a MDP submission.
5. A note about taps has been added to sheet 3 to clarify the taps for this
development.
All comments have been addressed completely in accordance with your review
and comment sheets. Six copies of the revised MDP has been enclosed for your
review, approval, and signature.
