Item 1 - Update of the Eastern Road Plan
Planner 1 Bernie Suchicital reviewed the updates to the Eastern Road Plan. He focused on
several specific areas. Planner Suchicital noted the alignment of Route 37 in the Stephenson
Village area and the new interchange. He discussed the currently proposed loop road in the area
of Rutherford Farm. Members saw the continued need for such a loop to avoid all traffic spilling
onto Route 11 at one point. Member Gary Oates noted the need for a new railroad crossing.
Planner Suchicital showed the continuation of Channing Drive south to Independence drive and
on to Airport Road. Victory Road could then be downgraded to a minor collector road.
Members were supportive of this.
Planner Suchicital showed the relocated I-81 exit 307 and the extension of Warrior Drive to the
relocated exit. Members were supportive of this although they noted the presence of an
Agricultural & Forestal District. Members discussed a new road parallel to and south of Route
277. More study of this road and associated land uses was encouraged by Members.
Members endorsed the updated Eastern Road Plan.
Item 2 - Urban Development Area (UDA) Study
Deputy Director Mike Ruddy updated the group on the action plan for the study. Member
George Kriz shared with the group comments he had received from BOS Members since the
joint work session with the CPPS, PC and BOS on August 29. Deputy Director Ruddy stated
that the next working group meeting would take place on September 19th at 11:00 am. It was
expected that the full CPPS would endorse the UDA study at their October meeting and then it
would be sent forward to the PC and BOS.
Item 3 - Update of the 2006 Comprehensive Policy Plan Amendments
Senior Planner Susan Eddy updated the group that the BOS has chosen two CPPAs for further
study — Clearview and Round Hill Center/National Lutheran Home. Planner Eddy sought
general comments on these applications as staff begins to study them in detail. For Round Hill,
some members wanted on MS zoning in the SWSA, not residential development in the UDA.
Commercial was sought along the corridor. Road connections, design standards, multi -modal
transportation and the Round Hill Plan were brought up for consideration. For Clearview, some
Members expressed a lack of support. Staff was directed to include a comparison to the by -right
development potential of the site.
The meeting ended at 9:00 pm.
