CPPC 05-08-06 Meeting MinutesNotes of CPPS Meeting May 8, 2006 at 7:30 p.m. Item 1 Urban Development Area (UDA) Study — UDA Boundaries & Sewer and Water Service Area (SWSA) Boundaries Deputy Director Mike Ruddy reminded the group that this item had already been considered at a joint work session of the BOS/PC/CPPS on January 17, 2006. The intent is to make the boundaries match the land use plan. A discussion of owner notification followed. Member Golladay was particularly concerned with owners who had asked to be placed in the UDA. Deputy Director Ruddy did not believe that any properties were in this category. Member Mohn was concerned with land owners who had plans in the works that were made with the good faith belief that they were in the UDA/SWSA. Deputy Director Ruddy responded that a comprehensive notification would take place. The CPPS was asked to give a recommendation on each boundary adjustment. #lUDA/#ISWSA Large lot development pattern should be continued. Align with land use plan. Approved. #2UDA/#2S WSA Clean-up to use property lines instead of drainage area. Approved for USDA. For SWSA — include B2 portion of Jordan Springs. #3UDA/#3 S WSA CIean-up to align with route 7. Approved #4UDA Clean-up to use property lines instead of drainage area. Approved. Also approved corresponding SWSA clean-up. #SUDA Protects the airport. Assures just commercial and industrial in the area except for the residential portion of Carpers. SWSA will stay for C&I. Approved. #6UDA/#5S W SA Removes Stephens City. Town can make its own decisions. Approved. 47UDA Removes commercial and industrial areas south of Winchester. Approved with text that allows existing residences in Echo Village to tie into water and sewer. OUDA Round Hill. Approved. #4S WSA Two schools sites added to SWSA. Approved. Member Oates asked the CPPS to consider the boundaries as established by surveys, not by county tax maps, which are often wrong. The CPPS agreed. Item 2 Other Senior Planner Susan Eddy highlighted the material that had been presented at the joint CPPS/Transportation Committee Meeting on transportation impact fees. If enacted, the CPPS would be involved in modification to the Comp Plan and modifications to the CIP. Deputy Director Ruddy reminded all of the upcoming UDA public information meetings.
