Senior Planner Susan Eddy welcomed new CPPS members Mr. Al Orndorff, Assistant
Superintendent of the Frederick County Public Schools and Mr. Wellington Jones, Engineer -
Director of the Frederick County Sanitation Authority. She also introduced Mr. Skip Braden,
Vice -Chairman of the Sanitation Authority and member of the Transportation Committee, who
attended the meeting.
Item 1 — Overview of the Rural Community Centers
Planner Eddy reviewed that the Board of Supervisors at the Planning Commission Retreat in
February tasked the CPPS with prioritizing future studies of the Rural Community Centers. The
CPPS is being asked to recommend which three Rural Community Centers are most in need of
immediate study. The results of this ranking will be forwarded to the Board of Supervisors
during their future work session on the RA study.
Planner Bernard Suchicital reviewed the information on each Rural Community Center that had
been provided in the agenda packets.
Members discussed the history, role and problems of the rural community centers. There was
confusion over the purpose of the ranking, given the uncertainty with the RA study. Members
were unsure if their task was preservation or growth. There was discussion over whether all 11
should even be classified as rural community centers. Some are too small to be communities.
Some are no longer rural. Member George Kriz noted that some are a cross between urban and
rural.
The development pressures in Albin were discussed.
Armel was in flux given the commercial/industrial development across Route 522 and the
creeping UDA.
ClearbookBrucetown should perhaps be considered two distinct centers, given that Clearbrook
is growing commercially and industrially, whereas Brucetown is a residential center. Brucetown
residents probably want to be left alone. Clearbrook is heavily affected by the explosive growth
in West Virginia. Chairman John Light expressed his concern with public facilities in
Clearbook/Brucetown. He wanted to insure that schools, parks and fire and rescue were
accommodated. He suggested a meeting devoted to this center.
There was confusion over the SWSA expansion in Round Hill. Planner Eddy highlighted the
boundary that was being sent forward for a public hearing.
Members were hesitant to rank the rural community centers. Chairman Light suggested further
study of criteria such as what constitutes a center and what is desired in a center. Basic
information on traffic counts, student population, public services, parks and historic properties
was considered valuable. Members did not rank the centers.

Item 2 — Urban Development Area (UDA) Study Update
Planner Eddy updated Members on the UDA session with the design and engineering
community. She also noted that Deputy Director Mike Ruddy had spoken on the UDA to the
Top of Virginia Building Association. The next UDA working group meeting will be on
Tuesday, March 21St at 11:00 a.m.
