Item 1— CPPA #05-06 Round Hill Center/National Lutheran Home
(Members David Frank and Chris Mohn recused themselves from discussion of this application.)
Senior Planner Susan Eddy gave an overview of this application. She noted that the application
had been revised to exclude a UDA expansion and was now solely a SWSA expansion request.
Text had been written to revise the Round Hill Plan to include a medical campus on the north
side of Route 50. A few other parcels, not owned by the applicant, had been added by staff and
these were discussed. Transportation was also discussed.
Planner Eddy noted that the MS (Medical Support) District does not allow a Continuing Care
Retirement Community (CCRC), such as the National Lutheran Home. The applicant would
need to secure a text revision from the BOS through the Development Regulations and Review
Subcommittee (DRRS) independent of this comp plan exercise.
A discussion of properties north of this site took place. Planner Eddy emphasized that the
County was not forcing anyone to develop their property. Member Kearns noted that many of
these properties were owned by her family. She did not see them developing in the future.
Jim Brown with Dewberry presented a revised transportation scheme with the north/south major
collector moved further west. CPPS members preferred this road location.
Members discussed the concept of a campus and directed staff to add more specific language
defining "campus". Members did not want big box retail on the campus and did not want to see
the backs of retail units or loading docks along Route 50 in the campus area. They did not want
a continuation of the WalMart development. More detailed architectural standards were
discussed. Staff was directed to refine the language to address these points.
Discussion shifted to the south side of Route 50. Corridor appearance was again mentioned.
The difficulty of developing small lots was discussed. Staff was directed to add language
specifically stating that lot consolidation was key to the transformation of the area. Members
agreed that access to Route 50 should be strictly limited to major intersections. Members agreed
to add a minor collector road connecting Round Hill Road and Ward Avenue to enable better
access.
A further consensus on the campus environment led to staff being directed to consider standards
such as FAR ratio and impervious surface limits to guarantee a campus setting.
Members agreed to send the application, with the changes to be made by staff, forward to the PC
and BOS with a positive recommendation.
Item 2 — Other
Planner Eddy updated Members on the RA study. BOS Members directed staff to redraft the
study to exclude column 3 (rezoning) of Chairman Shickle's table.
Planner Eddy noted that the next meeting would be devoted to public facilities text changes. If
department heads did not get info to staff in a timely manner, then the January meeting would be
cancelled and the item would be considered in February.
