Erosion and Sediment Control Narrative and
Stormwater Management Plan
November 20, 2017
Project Description
The purpose of this project is to provide a paved accessible route from the Battlefield Visitor's Center building to
the existing parking area and an outdoor plaza, terrace, and welcome area. The site is located along the north
side and south side of Redbud Road in Frederick County. A site location map is provided on the plans.
Construction will consist of 5,571 Square Feet of stamped concrete pavement areas and sitting areas. A total of
approximately 13,105 square feet will be disturbed during construction. The proposed construction will create an
additional 5,369 sq.ft. of impervious surface.
Existing Site Conditions
Slopes on the site range from 1 to 11 percent. All existing and proposed slopes are shown in the plans. The
limits of disturbance are clearly marked on the plans and every effort has been made to keep disturbed areas to
a minimum. All disturbed areas not paved will have grass planted to facilitate erosion control. Pre and post
development drainage areas are shown on the plans. There are no known existing drainage and erosion
problems for this site. The orientation of existing slopes is shown on the drainage area map in the plans.
Adjacent Areas
Wooded area lies to the north of the site. Vacant land lies to the east and to the west of the site. Shenandoah
Valley Battlefield lies to the south of the site. Details of the ownership of the adjacent areas are shown on the
plans.
Offsite Areas
There are no plans to disturb any off-site with this project.
Critical Areas
There are no critical areas associated with this project.

Erosion and Sediment Control Measures
Unless otherwise indicated, all vegetative and structural erosion and sediment control practices shall be constructed and
maintained according to minimum standards and specifications of the regulations. The minimum standards shall be
adhered to unless otherwise waived or approved by a variance.
Structural Practices
Construction Entrance: A construction entrance shall be constructed in the location shown on the plans to assist in the
removal of sediment deposits from construction traffic prior to entering the public right-of-way. Alternative locations may
be designated at pre-construction meeting.
Silt Fence: Will be constructed as shown on plans.
Culvert Inlet Protection: Shall be constructed at the inlet of all proposed culverts.
Culvert Outlet Protection: Shall be constructed at the outlet of all proposed culverts.
Vegetative Practices
Top Soiling: Topsoil will be stripped from the site and stockpiled in an area determined in the field. Upon completion of
the project, Topsoil will be placed on all disturbed areas at a minimum depth of 4 inches.
Temporary Seeding: All denuded areas left dormant for more than 30 days shall be seeded with a fast, germinating
temporary vegetation. See Table 3.31-B-Acceptable Temporary Seeding Plant Materials.
Management Strategies
1.Construction of all sediment barriers, diversions, and sediment entrapments shall be the first step before any
upslope land disturbance can begin, and shall be functioning properly. Earthen structures must be stabilized with
seed and mulch immediately upon completion (MS-4, MS-5).
2.Construction shall be sequenced so that grading operations will begin and end as soon as possible. During
construction all stockpiles and/or borrow areas shall be stabilized or protected with sediment trapping measures
(MS-2)
3.The contractor reserves the option to construct erosion control measures with a limited drainage area prior to work
in that area. (IE, The contractor does not have to construct erosion control measures for the entire site at the
beginning of the project.)
4.After achieving adequate stabilization, in the opinion of the local administrator, the temporary erosion and sediment
controls shall be removed and any areas disturbed during this process shall be stabilized (MS-18).
5.Underground utility lines shall be installed in accordance with the following standards in addition to other applicable
criteria (MS-16):
-No more than 500 linear feet of trench may be opened at one time.
-Excavated material shall be placed on the uphill side of the trench.
-Effluent from Dewatering operations shall be filtered or passed through an approved sediment trapping divide, or
both, and discharged in a manner that does not adversely affect flowing streams or off-site property.
-Material used for back filling trenches shall be properly compacted in order to minimize erosion and promote
stabilization.
-Re-stabilization shall be accomplished in accordance with the regulations.
-Applicable safety regulations shall be complied with.
6.Concentrated runoff shall not flow down cut or fill slopes unless contained with an adequate temporary or permanent
channel, flume, or slope drain structure (MS-8).
Permanent Stabilization
All areas disturbed by construction, not otherwise stabilized (IE, Covered by structures or pavement) shall be stabilized
with permanent seeding immediately following finish grading (MS-3).
Storm Water Management
No Storm Water Management is being provided.
Maintenance
1. All Erosion and Sediment Control measures will be checked daily and after each significant rainfall. They will be
inspected for undermining, deterioration, erosion, and excess deposited material. All deficiencies will be corrected
immediately. Excess material will be spread on the site in a manner where it is not likely to erode in the future.
2. All seeded areas will be reseeded, mulched, and fertilized as needed to obtain an adequate stand of grass (MS-3).
Any areas and/or slopes found to eroding excessively within one year of permanent stabilization shall be provided with
stabilizing measures (MS-7).
Utility Construction
Provide Silt Fence and/or other control devices, as may be required, to control soil erosion during utility construction. All
disturbed areas shall be cleaned, graded, and stabilized with grassing immediately after the installation.
Vegetative Measures
Permanent or Temporary soil stabilization shall be applied to denuded areas within seven (7) days after final grade is
reached on any portion of the site. Temporary soil stabilization shall be applied within seven (7) days to denuded areas
that may not be at final grade but will remain dormant for longer than fourteen (14) days. Permanent soil stabilization
shall be applied to all areas that are to be left dormant for more than six (6) months. Topsoil that has been stockpiled
shall be surrounded with silt fence and protected by mulch and/or temporary vegetation immediately after grading.
All earth berms, diversions and sediment trap embankments are to be machine-compacted, seeded and mulched (hay
mulch or straw) for temporary and/or permanent vegetative cover within five (5) days after grading.
Management Strategies
Construction shall be sequenced such that grading operations will begin and end as quickly as possible.
The Responsible Land Disturber shall be responsible for the installation and maintenance of all erosion and sediment
control measures. Maintenance of these measures throughout the project are critical to the effectiveness of the program.
After areas above controls have been stabilized, the controls shall be cleaned up and removed.
Electric power, telephone, storm, sanitary, water & gas supply trenches are to be compacted, seeded and mulched within
five (5) days after backfilling. No more than 500 feet are to be open at any one time.
All cut and fill slopes are to be seeded and mulched within five (5) days of completion of grading.
Drainage swales shall be stabilized with check dams until vegetation has been well established, at which time the check
dams shall be removed.
Devices listed above are considered minimum erosion and sediment controls. Additional control measures may be
necessary due to contractor phasing or other unforeseen conditions. It is the contractor's responsibility to provide
additional measures to those shown, as needed, in order to control erosion and contain sediment on site. All measures
shall be installed according to the standards and specifications in the Virginia Erosion And Sediment Control Handbook.
Maintenance
All control measures shall be inspected daily by the site superintendent or his representative and within 24 hours after
any storm event greater than 0.5 inches of rain per 24 hour period. Any damaged structural measures are to be repaired
by the end of the day. Seeded areas shall be checked regularly to ensure that a good stand of grass is maintained. All
areas shall be fertilized and reseeded as needed until grass is established.
Silt fences and filter barriers shall be inspected immediately after each rainfall and at least daily during prolonged rainfall.
Any repairs shall be made immediately.
Should the fabric on a silt fence or filter fabric decompose or become ineffective prior to the end of the expected usable
life, and the barrier is still necessary, the fabric shall be replaced immediately.
Sediment deposits shall be removed when they reach one-half the height of the silt fence or make the silt fence
ineffective.
Trapped sediment is to be removed as required to maintain 50% trap efficiency and disposed of by spreading on site.
Gravel outlets shall be checked regularly for sediment build-up. If the gravel outlet is clogged by sediment, it shall be
removed and cleaned or replaced immediately.
The contractor is responsible for keeping existing public roads in a clean, dust and mud free, condition at all times.
Phases of land disturbance activities
1. Clearing and grubbing for sediment control devices only.
2. Placement of sediment control devices prior to any site work.
3. Obtain inspector's approval prior to beginning grading operations.
4. Clear and grub remainder of site.
5. Rough grade site.
6. Install drainage devices with sediment control.
7. Final grading.
8. Restoration and stabilization of disturbed areas.
9. Remove erosion and sediment control measures with the approval of the inspector.
