Conditional Use Permit General Overview
Waveland Farm, is a 3rd generation working farm. We raise beef cattle, turkeys, eggs,
and lease land for corn. The property contains 32 acres with an additional 8 acres
owned by the LLC member. The property offers a Federal style brick home and large
bank barn. We are seeking a conditional use permit to allow us to have weddings,
reunions and other small event groups to enjoy the property and utilize the barn facility.
Our main focus will be on wedding events, although we will offer the facility for reunions,
proms and for free to nonprofit and church organizations if available. After successfully
providing a wedding in the barn for our son, and our nieces and after receiving all the
favorable comments on how nice the barn and facility was from friends and family. We
decided to share this venue with other couples to have a special wedding day.
Our goal is to use this opportunity to maintain the home, barn and property and continue
to preserve a historic home that was built in 1842. The barn has been inspected by the
Frederick Co. Building Inspector and meets all the requirements to hold events and is
Ag. exempt. We will notify the local fire department for all scheduled events.
We are promoting agriculture business and agriculture tourism. It offers beautiful views
of the mountains and surrounding farms. We will provide support of our local hotels,
restaurants, Cabs and local transportation drivers. Additionally we will be supporting
local photographers, florists, beauticians, salons and caterers.
We will rent out our facility starting on Friday afternoons for the weekend, ending Sunday
at noon. The customers will have access to the property to decorate, have their
rehearsal and take pictures on Friday, the weddings or events will typically be on
Saturdays, with clean up to be finished by Sunday at noon. Our plan is to have one
event per weekend. However, we would consider allowing a small group to use the barn
for a prom, or reunion for a Sunday afternoon.
We can accommodate up to 180 guests but are looking to do smaller groups on
average. The barn provides plenty of space inside for guests up to 100 people with
tables and chairs or 180 people for just the reception and dancing. For larger groups we
require them to rent tents, which are set up by the tent company with the largest tent
being a 40 x 60 tent. All catering, bathrooms and tents are rented by the client from
local professional vendors. Bathrooms rentals are based on the number of guests that
will be coming to the event. All caterers must be insured and each event must provide
event insurance which is detailed in our contracts.
We offer a graveled parking area, for up to 160 cars, and have paved access road from
the home to the barn for easy access. We also have a golf cart to assist those guests
that may need assistance getting from the ceremony to the reception area.
We will continue to raise beef, turkeys and eggs and keep the farm working, while using
the barn in the spring and fall for events. The typical peak time line for weddings are late
April, May, June, Sept. and Oct. We will not have events during the winter.
We will seek out help from the FFA and other Ag. Youth groups to keep the property in
good condition, while mentoring young men and women what it takes to run an Ag.
Business and farm.
We are proud and blessed to have this farm and hope that we can continue to maintain
it, while sharing it with other families in our County.

Conditional Use Permit Ingress and Egress Overview
To ensure a safe and adequate entrance to Waveland Farm, we requested VDOT and
our district board of supervisor representative to come to our property and provide us
suggestions on how to address our entrance issue. At that time the only access onto
Marlboro Rd. was our driveway which is on the side of a hill.
Both Mr. Lofton and VDOT suggested that we obtain access to Abigal Way, which is a
cul-de-sac of an adjoining property owned by Dudley Rinker which has been developed
into residential building lots. This road was paved per VDOT requirements and bonded
to Frederick County. At this time there are no homes built in this S.D. and only one lot
has been sold which was in 2007.
In consideration to obtain access to this road, Waveland Farm purchased Lot 6, in the
subdivision, and Mr. Rinker agreed to allow us to extend access to the cul-de-sac and
attach our drive way to the road. We had VDOT come out again and inspect the
driveway entrance we had prepared by Carroll Construction and the driveway entrance
was approved. The ingress and egress is unrestrictive and allows access onto Abigal
way for 3 homes. A rental home owned by Mr. John Solenburger’s rental company, the
Federal home owned by Waveland Farm and the residence owned by the LLC member,
Roger and Cyndie Layman. This agreement is part of the Deed of Dedication and is
Recorded. The current driveway access will be gated and blocked during all events to
ensure no one uses this entrance, signage will be provided during an event to direct all
traffic from Marlboro Road and this has also been approved by VDOT.
Within the ingress and egress agreement, Roger and Cyndie Layman agree to provide
snow removal for Abigail Way and Nittany South Way to Marlboro Road until VDOT
takes over maintenance responsibilities.
Mr. Rinker is responsible under his bond to maintain the road per VDOT requirements.
