RESCOM identified Mr. Bill Ewing, Gainesboro Magisterial District Board Member, of Frederick
County as the Local Government contact in the community of the proposed project. A letter was
sent to him via regular mail on July 10, 2017, outlining the proposed project and inviting him to
comment on the potential for the proposed project to effect sites or structures of historic
significance.
To date, RESCOM has not received any response from the above group regarding the
proposed project. Any future responses will be forwarded to the Virginia SHPO.
PUBLIC INVOLVEMENT

RESCOM contacted the Winchester Star and placed a public participation legal notice in the
paper on July 13, 2017. The public notice will read as follows:
Notice of Initiation of the Section 106 Process: Public Participation
Shentel proposes the construction of new monopole tower style
telecommunication facilities at 108 Stonewall Dr, Winchester, Frederick County,
VA 22603. The proposed project includes a 130 to 150 -foot monopole tower in a
fenced in lease area. Members of the public interested in submitting comments
on the possible effects of the proposed projects on historic properties included in
or eligible for inclusion in the National Register of Historic Places may send their
comments to Andrew Smith, RESCOM Environmental Corp., P.O. Box 361,
Petoskey, MI 49770 or call 260-385-6999.
To date, RESCOM has not received a response from a member of the public regarding the
proposed project. Any future responses from members of the public will be forwarded to the
Virginia SHPO.
ADDITIONAL CONSULTING PARTIES

Based on the project's scope of work, the APE for Direct Effects is limited to the 105' x 75' lease
area. An archaeological survey was conducted and did not locate any archaeological materials or
sites.

DETERMINATION OF FINDINGS
Based on the review of SHPO and National Register databases and field reconnaissance
performed, there is one historic resource located within the indirect Visual APE. However, given
the tree cover the site could not be seen from the project location. Additionally, the site could not
be photographed from the road given the dense foliage surrounding the structure and trespass
on private land was not pursued. Given the height of vegetation surrounding the structure and
the distance from the proposed pole the views of the monopole will be obstructed. Therefore,
the proposed project will have no adverse effect to historic properties located within the Visual
APE.
Based on a review of SHPO and National Register databases and the results of an
archaeological survey there is one historic resources located within the Direct APE, but it is
archaeological and the area has been severely disturbed by fill dirt and bulldozing. Therefore,
the proposed project will have no effect to historic properties located within the Direct APE.
Based on the information provided in this report and the attached supporting documentation,
RESCOM respectfully requests the Virginia SHPO concur with our findings of "no adverse effect
to historic properties" in the APE.

:INTRODUCTION
In response to a request from T -Squared Site Services, RESCOM Environmental Corp.
has completed a Phase Ia archaeological reconnaissance and records check for a proposed
tower site in Frederick County, Virginia (Figure 1). The proposed project area is located
at 390 1 P 18.1" N 78° 12' 27.7" W, on the USGS 7.5' Winchester, Virginia, quadrangle
(Figure 2, Figure 3). The project area includes a previously disturbed grass covered
parcel just outside of the boundary of Winchester City, Virginia. The project area is
roughly rectangular in shape with an access road extending south and west and following
an existing maintained access road and measures approximately 0.5 acres (<0.2 hectares)
in extent. The extent of the construction is proposed at 70 ft x 70 ft at the compound, but
a 25' buffer of the compound was included to cover potential construction disturbances.
The proposed access road is 20' by 1,500' and will come in from the south and west.
An archaeological records check was conducted by Gregg Tulik of RESCOM
Environmental Corp., and determined that three archaeological sites have been recorded
within a mile of the project area. Fieldwork was conducted on December 1, 2016 by
Andrew Smith M.A., Ball State University 2010, Principal_ Investigator and Secretary of
Interior qualified professional archaeologist, and required 2 hours of fieldwork.
This report details the results of the records check and Phase Ia field reconnaissance
and presents the conclusions and recommendations of RESCOM concerning any
additional archaeological investigations.

NATURAL. SETTING
The project area is located in the north -central portion of the state and lies within the
Valley and Ridge portion of the Appalachian Highlands physiographic zone (Fenneman
1946). The Valley and Ridge consists of sedimentary rocks that include dolomites and
limestones as well as shists and shales.
The topography has been modified throughout geological epochs by uplift, and
erosion from rivers and streams eroding through the bedrock and contains ancient and
complex landscapes (Southward et al. 2006). The bedrock geology of the project area is
composed primarily of Beekmantown Group rocks which are composed of dolostone and
limestone (USGS 2016c).
The project area contains Frederick-Poplimento-Rock outcrop complex 15-45 percent
slopes (USDA 2016a, 2016b). The Frederick-Poplimento-Rock complex consists of
bedrock and soils that are very deep, well drained soils with moderately slow
permeability that formed in residuum derived from dolomitic limestone, sandstone,
siltstone, and shale (USDA 2016a, 2016b).
Prior to Euroamerican settlement the Valley and Ridge area was primarily forested
and the current project area and surroundings remain that way in pockets, although
agriculture and expanding suburban sprawl continue to encroach. Many aquatic as well as
mammalian species would have been available throughout the prehistoric period. These
species would have been representative of the eastern mixed woodland fauna and could
have included any of the following: porcupine, black bear, fisher, eastern spotted skunk,
river otter, wapiti (elk), bison, opossum, eastern cottontail, woodchuck, gray squirrel, fox
squirrel, southern flying squirrel, beaver, raccoon, striped skunk and white-tailed deer.
Given the environmental conditions of the project area and surrounding region, there
is the potential for the project area to contain previously unrecognized archaeological
sites. The following sections describe previous research conducted in and near the project
area and provide a general background of regional Virginia prehistory.
CULTURAL SETTING
Virginia's history is long and complex, dating at least to 12,000 years ago and includes a
wide variety of societies and cultures. Many parts of Virginia's history are unknown due
to limited historic documentation, or in the case of prehistoric cultures, the limited
archaeological record. The following is a table showing the archaeological periods
commonly used to describe cultures and cultural changes in the southeast in general and
in Virginia in particular.

Regional History
The first European to explore the Virginia area was John Cabot in 1498 (Williamson
1962). Virginia was a charter of King James I (Eliot 1909) and the first permanent
settlement was established at Jamestown (Beverly and Campbell 1855). Later settlement
included mostly British citizenry and African slaves. Virginia participated in the
Revolutionary War to gain independence from Great Britain. The state was an original
founder of the United States of America in 1776, and was a signatory of the Articles of
Confederation in 1781 (Hough 1872). Frederick County was established in 1743 and was
named for Prince Frederick of Wales. Much of the early settlement within Frederick
County was focused on settlement in a concentric ring out from the Winchester City and
involved small hamlets and crofts. Following the initial boom, settlement shifted more
from timber harvesting to a greater agricultural focus.
PREVIOUS INVESTIGATIONS
An archaeological records check conducted by Gregg Tulik on December 1, 2016
determined that a single historic archaeological site has been recorded within a mile of
the project area and that is a dam. No other archaeological surveys are recorded to have
been conducted within a mile of the project area. Although the proposed site is near
disturbed areas, historic aerials show that the area was an orchard in the 1950s and later
nearby grading for development may not have extended into the current project location.
No structures listed with the Virginia SHPO are within the project area.
METHODS
Fieldwork was conducted on December 1, 2016 by Andrew Smith. Initial observation of
the project area was made by conducting a survey at 5 in intervals to view the ground
surface. The surface visibility within the project area varied between 0 and 55 percent,
with an average of roughly 20 percent (Figure 4). Shovel testing was conducted
throughout the project area. Shovel testing was conducted and involved the excavation of
50 cm x 50 cm test pits excavated into obvious disturbance throughout the project area.
RESULTS
No artifacts or features were noted within the project area. Soils noted within the field
conformed to the soils map in texture, but significantly differed in slope and lacked any A
horizon. The area does not conform with previous topographic maps of the area and
appears to have soil that was brought in from elsewhere and spread over the landform
(see Figures 5 and 6). This seems to be confirmed with a 2002 aerial photo of the area.

In response to a request from T -Squared Site Services, RESCOM Environmental Corp.
has completed a Phase Ia archaeological reconnaissance and records check for a proposed

18.1" N 780 12'27.7" W, on the USGS 7.5' Winchester, Virginia, quadrangle. The project
area is roughly rectangular in shape with an access road extending south and west and
following an existing maintained access road and measures approximately 0.5 acres (<0.2
hectares) in extent. The extent of the construction is proposed at 70 ft x 70 ft at the
compound, but a 25' buffer of the compound was included to cover potential construction
disturbances. The proposed access road is 20' by 1,500' and will come in from the south
and west.
No sites were recorded during the current survey. It is our recommendation that there
are no archaeological sites eligible for listing on the National Register of Historic Places
within the project area and we recommend archaeological clearance.

9. Please submit a fee of $550.00 per TCNS project for administration, data processing,
handling, research and review. Make the check payable to the Eastern Shawnee Tribe of Oklahoma.
On the memo line write all TCNS numbers. The fee is $550 for all projects (new -builds,
collocations, PTC poles, and projects in previously disturbed locations).
We request the opportunity to review and comment on scopes of work for projects whose purpose is
to evaluate or mitigate archaeological sites discovered during a telecom project survey, and we
also request to review the final reports for those projects.
NOTE: The 30 day review period begins when we, The Eastern Shawnee Tribe of Oklahoma, receive
ALL required documentation for the TCNS submittal, not when it is sent out. If you have any

Thank you for using the Federal Communications Commission's (FCC) Tower Construction
Notification System (TCNS). The purpose of this email is to inform you that an authorized user
of the TCNS has replied to a proposed tower construction notification that you had submitted
through the TCNS.
The following message has been sent to you from THPO Kim Jumper of the Shawnee Tribe in
reference to Notification ID #156703:
The Shawnee Tribe has recently implemented a new website for tracking cell towers. This site was
created to streamline the Tribe's consultation system and make it easier to receive information
as well as generate responses in a more efficient manner. There will be a 30 day transition
period following the full implementation of this system, where paper and email projects will
still be accepted. However, vendors using these methods will need to transition to the website
format within the 30 day period. After the 30 day transition period has expired paper and email
projects outside of the website will no longer be accepted.
All FCC TCNS cell tower numbers will be housed on this site. The requested information for each
tower type will need to be uploaded to this website in order to receive a consultation response
from the Tribe.
You can get to the Shawnee Tribe Cell Tower Consultation System by going to
http://shawnee.culturalcompliance.com/ . In the left side menu, you can view our Policies and
Procedures, a list of Geographical Areas of Interest, FAQ, Section 106 Help, as well as an
Instructions Manual on how to use the website. To sign up for an account you will need to select
the Sign Up option from the left side menu, complete your information, and click Save. An
administrator will receive an alert that you have signed up. Once you are approved to login in,
you will receive an email which says Vendor Login Approved and at that time, you can begin using
the online tower consultation system.
