Mr. Collins:
This letter is written in response to the above application that you filed with this office on June 26, 2000,
and our subsequent telephone conversation. Records on file with this office indicate that a sewage disposal
system construction permit was issued for this property on July 12, 1954, and a permit to repair the system
was issued on August 24, 1978- The records do not indicate if the repair system was installed. As
discussed, this office will need additional information before a decision is made to support or deny the
conditional use request. Specifically, the following information needs to be provided:
1. Hours of operation and number of employees
2. Nature of veterinary practice---- percentage of time spent working off-site, domestic animal practice, pet
grooming, animal boarding, etc.
3. Animal waste disposal will not be permitted in the existing sewage disposal system. Non-domestic
p ' wastewater discharges to the subsurface is regulated in Virginia by the Environmental Protection
Agency (EPA). I recommend that you contact EPA at 1-800-438-2474--d the Department of
y d Environmental Quality at (540)574-7800 in regards to this matter.
4. Records on file indicate that a mobile home located on the property has been connected to the sewage
disposal system and that if the property is sold, the trailer must be disconnected and removed from the
j" i meq, property. Please indicate what will happen with this trailer if the conditional use permit is approved.
's 5. The septic tank and distribution box must be uncovered so that a representative from this office can
determine which sewage disposal system is currently being used.

I am enclosing my response to your letter of 19 July, 2000, requesmig further
inforniation about my C.U.P. application
A. As a solo practitioner I attempt to provide 24 head cc, vera-ge, 7 days a
week nor my clients: Na:tarally, I try to hrnit out -of -hours work to true
emergencies. -My staff consists of 2 part-time employees.
2. For the last 14 years this practice has been primarily a food animal
arnbulatony service (95% farm calls) so that 1 spend little time in. the
office. If this application is approved and I can set-up a basic clinic in
the existing building, I would hope to be able to offer limited, in-house
consulting and surgery. However, the bulk of my practice would still
remain ambulatory/off-site. 'I have no intention or interest in pet,
groorning, non-r-nedical boarding or proprietary feed cine sales.
3. 1 'ave contacted Mr. Dwight Sours at D.E.Q. regarding animal waste
disposal. To keep the solution as simple as possible, A' picpose to have
-a separate 1,000 gallon septic tank put in. This v.;ould 1Y_- pun-qjed out
by contractor and the contents taken to a waste water treatrnent facility
as needed. There would be very little going into the tank because
solids would be collected before washdown of surgery rocan and sinks.
4. 1 have no control ov,��r the disposition of Ms. Petre's, qX-) bile home.
However, she understand that she cannot sell the property unless she
agrees to remove the trailer promptly.
5. The existing septic tank and distributioln box havf.- been inspected and
passed as 6tby your representative.
