I have addressed your comments dated February 7, 2018 as follows:
1. SUB #07-15 is referenced in the notes on Sheet 1.
2. The trail has been shown in the Active portion of the buffer on Sheet 2.
Along with this letter are the following documents:
• 2 copies of the plans;
Approvals from Fire Marshal, Public Works, VDOT, Inspections, and Frederick
Water.

John, good afternoon. staff has received and reviewed the resubmission of the above MDP and offers the following comments:
Comment 1 remains outstanding; a reference to SUB #07-15 should be added under "Previous Approvals."
• Comment 3 remains outstanding; the proposed/existing multiuse trail should be located in the "active" portion of the buffer,
please update the Category A Type Buffer cross-section on Sheet 2.
Prior to acceptance of the application and fee check, the above comments must be addressed in addition to the Applicant providing
hard copies of all review agency comments (required from: Frederick County Fire Marshal, Frederick County Building Inspections,
Frederick County Public Works, Frederick County G. I, S., Frederick County Parks & Recreation, Frederick Water (formerly FCSA),
Frederick County Public Schools and the Virginia Department of Transportation (VDOT)).
Please provide a revised copy of the MDP for staff to verify the above comments have been addressed. The fee check is at our front
counter to be returned to you, please come and pick up at your convenience as we are unable to hold it. We can hold the application
and POA until all other elements of the MDP submission are received.

I have addressed your comments dated January 19, 2018 as follows -

2. A zoning line from the county website has been added to the plan and the acre-
age has been added to the notes on Sheet 1.
3. The residential separation buffer notes have been added to Sheet 1. The zoning
district buffer notes have been revised on Sheet 1. The residential separation
buffer ordinance section and note has been added to Sheet 1. A cross section of
the buffer has been added to Sheet 2.
4. The housing unit density has been revised to 99 total units in the notes on Sheet
1 and in the MDP.
5. The recreational units notes have been revised on Sheet 1 and a cross section of
the trail is shown in the buffer section on Sheet 2.
6. Th on -street parking and required landscaping has been eliminated. The land-
scape section of the ordinance has been cited in the Landscape notes on Sheet
1.
7. An outdoor lighting note has been added to Sheet 1.
8. 1 have attached a fee check in the amount of $4,000.00.
9. A copy of this revised plan is being submitted to the fire marshal.

RE: Review Comments for Master Development Plan for Regents Crest
Property Identification Numbers (PINS): 53-7-1 though 53-7-66 & 53-7-66A
Dear John:
Thank you for providing me with the opportunity to review the master development plan (MDP) for the
development referred to as Regents Crest. Please adequately address each of the comments listed below:
Preliminary Review Comments:
1. Previous Approvals. Add a reference to Master Development Plan (MDP) #02-03 and
Subdivision Design Plan #07-15.
2. Parcel Data. Update "Zoning" to include B2 (General Business) and specify acreage for the
portion of parcel PIN 53-7-66A that is zoned B2.
3. Buffers & Screening. The following revisions should be made to sections pertaining to buffers
and screening requirements:
• Update the required Residential Separation Buffer from a Category B Type Buffer to
a Category A Type Buffer and update the distances for the active and inactive portion
for the proposed full screen. Note: for Residential Separation Buffers, a text
amendment was approved by the Board of Supervisors on December 13, 2017.
• Update the required Zoning District Buffer from a Category B Type Buffer to a
Category A Type Buffer and update the distances for the active and inactive portion
for the proposed full screen.
• Cite the Zoning Ordinance section number (§ 165-203.02(c)(5)) and add a note within
master planned communities' residential separation buffers are not required between
housing types within the same development.
• On Sheet 2, provide a cross section(s) of the proposed Category A Type Buffer. Staff
acknowledges the applicant intends to reverse the active/inactive portion of the buffer
on the western property boundary so that the existing multi -use trail is in the active
portion.
4. Density. Update the density calculations (this may not exceed 10 units per acre). The Zoning
Ordinance permits a maximum of 10 dwelling units (du) per acre for townhomes, and a
