This Health Department has reviewed the request for comments for a Site Plan
fora proposed Frederick Count 12"' Elementai y School to be located at 315 Fl foot
Dr. Stephenson, VA 22656• Tax Ma #: 44-A- 92. Based on information supplied by the

applicant, the school will have access to public water and sewer services. "Phis Health
Department requests that the ap,plicant submit an gpl2lication for the food service that will

be available to the students in the form of on-si e lunchroom dining. A site plan review in ,
addition to an application for a food service per it is required, along with appropriate

Elementary School Building shall comply with The 2012 Virginia Uniform Statewide Building
Code and section 305, use group E (Educational). Other codes that apply are ANSI Al 17.1-09
Accessible and Usable Buildings and Facilities and Virginia Energy Code 202
Proposed school shall meet height and area of T503 with applicable increases. Site Plan
indicates fully sprinklered building. All required egress shall comply with ANSI Handicap.
Sidewalks, curbramps, and parking appear to meet accessibility. Accessible route shall maintain
max 1:20 slope. Ramps required and shall be designed and submitted if exceeding 1:20 slope.
Thresholds shall not exceed ''/z". Handicap parking shown, HC Parking Signage per USBC
1106.8.
Where passenger loading zones are provided, they shall comply with ANSI Al 17.1-09 and shall
be provided with markings (503)
Grease interceptor provided outside the building
Building FF elevation indicates 3+' of fill. Engineer design required on footings/foundation/and
compaction of fill.
Please note the requirements in Chapter 17 of Virginia Building Code for special inspection
requirements on the type of structure ( Soils, concrete etc.)

Foundations shall be so designed that the allowable bearing capacity of the soil is not exceeded,
and that differential settlement is minimized. Foundations in areas with expansive soils shall be
designed in accordance with the provisions of Virginia Building Code
Where it is known that the shallow subsoils are of a shifting or moving character, foundations
shall be carried to a sufficient depth to ensure stability

A VDOT review has been conducted for the Frederick County 12th Elementary School Site Plan
signature dated May 3, 2018. Based off of the review of the Drawings, all of the previous VDOT
comments have been addressed and the Site Plan is approved by our office. Please ensure that all
applicable agencies have the most recent set of approved Drawings.
We offer the following general comments:
Our review and comments are general in nature. Should details be overlooked during plan
review or conditions in the field exist such that additional measures are warranted, such
measures shall be completed to the satisfaction of the department.
Materials used and methods of construction shall adhere to the current observed VDOT Road
and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control
Devices, and Land Use Permit Special Provisions.
A preconstruction conference shall be held by the engineer and/or the developer with the
attendance of the contractor, various County agencies, utility companies, and VDOT prior to
initiation of work.
All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a
pipe or drainage easement.
Any construction related changes to the approved plan must come through the design
engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
A Land Use Permit shall be obtained before any work is performed on the State's right-of-
way. The permit is issued by this office and may require application fees, the salary &
expenses of a State assigned inspector, and surety bond coverage.
