DRRC 02-22-18 Meeting Summary 1 DRRC Meeting Summary for 02/22/18 Members Present: Kenney, Stowe, Shenk, Ambrogi, Banks, Wagner, Unger & Oates Members Absent: Thomas & Wilmot Staff Present: M. Tyler Klein, AICP, Planner The meeting was called to order at approximately 7:00 PM by Chairman Unger. Item #1 – Election of Officers. As stipulated in the Development Review & Regulations Committee Operating Procedures, a Chairman and Vice-Chairman will be elected during the first meeting of each year. Mr. Gary Oates made a motion to re-appoint Chairman Greg Unger and nominated Tim Stowe as Vice- Chairman for calendar year 2018, the motion was seconded by Mr. Whit Wagner and unanimously approved. Item #2 – Dimensional Requirements. A discussion of reducing side and rear setbacks for age-restricted and multifamily units in the RP (Residential Performance) Zoning District. Mr. Tyler Klein provided an overview of the dimensional requirements for multifamily and age-restricted multifamily housing in the RP district, noting Staff had received inquiries about lessening the side and rear setbacks for age-restricted units to allow them to utilize smaller infill type lots. Members of the Committee cited the following concerns as a reason to maintain the setbacks as currently allowed under the Zoning Ordinance: concern for noise for residents of age-restricted housing and adjacent properties, trying to “squeeze” additional housing units onto small lots, and massing of buildings being incompatible with adjacent developments. Additionally, they sited the failed amendment to consider reducing buffering as reflective of the Board of Supervisor’s position on requests to modify standards to accommodate infill type lots. The Committee unanimously agreed to not move to consider this item further. Item #3 – Shipping Containers. Discussion of codifying restrictions on commercial shipping containers. Staff provided context and overview of a proposed restriction on shipping containers being used for permanent storage or other accessory uses. Staff noted this is primarily a problem in the R5 (Recreational Community) Zoning District, but also in other districts. Members of the Committee noted these types of containers are typically inexpensive alternatives to more permanent types of storage, but also can be unsightly and incompatible with residential uses. The primary discussion among the Committee was restricting in Zoning Districts that are primarily residential (RP, R4, R5 and RA (less than 6-acres)), while allowing them in the Business and Industrial Zoning Districts. In areas where they may be allowed, the Committee expressed a desire to ensure shipping containers were screened from view in outdoor storage yards and were not to be stacked where they would be visible from roadways or other adjacent properties. The Committee unanimously supported moving this item forward to the Planning Commission for further discussion, noting the above restrictions in the residential zoning districts, and the allowance and screening/stacking restrictions for business and industrial districts. 2 Mr. Gary Oates noted there was a desire from certain Board of Supervisors to again consider allowing mini/self-storage facilities in the RA Zoning District and asked if Staff would bring this item back to the Committee at a future meeting. The Committee expressed a desire to not have a March 2018 meeting and reconvene in April 2018. The meeting concluded at 7:35 PM.
