A review of the proposed project revealed there will be a measurable impact to Route 627 by project build out. Route 627, Chapel Lane, from the proposed site entrance to Route 622 is 0.17 mile. This portion of Route 627 averages 15.5' wide stabilized (gravel) road with no shoulders or ditch lines. Route 627 presently has an annual average daily traffic volume of 10 trips based on year 2000 traffic counts. This conditional use permit proposes up to 50 students, staff and a full-time caretaker. Estimated additional traffic on Route 627 could be as high as 60 daily trips. Minimum design standards for a secondary roadway with a projected traffic volume (ADT) of 0 to 250 requires a pavement width of 18', shoulders of 6' in fill sections and 4' in cut sections. Presently existing Route 627, Chapel Lane, falls short of satisfying the minimum standards. The current traffic count will be increased with the approval of this conditional use permit. It should be recognized the road may need to be upgraded to minimal standards to include right-of-way dedication along subject property. Thank you for the opportunity to comment on this proposal. The HRAB reviewed information associated with the 1992 National Park Service Study of Civil War Sites in the Shenandoah Valles the Frederick County Rural Landmarks Survey, and the applicant's proposed Conditional Use Permit boundaries. Historic Resources Advisory Board Concerns The parcel is proposed for utilization by a School with Residential Component, accomplished through the acquisition of a Conditional Use Permit (CUP). This request was reviewed by the HRAB based on the site's inclusion in the National Park Service's (NPS) study and the Rural Landmarks Survey. The site is located within the limits of Phase 2 of the Cedar Creek Battlefield Study Area. Therefore, the HRAB has expressed concern for the loss of historic battlefields and the aesthetic qualities of the rural community in which the parcels are located. The parcel also contains the Log House at Smith Mill (434-200), a.k.a. M E & J C Aleck. This log house has been identified by the 1885 Atlas Survey and the Rural Landmarks Survey. These resources also identified the Smith Mill and House on adjoining properties. After discussion and consideration, the HRAB requests that the applicant provide for the following: Maintain the integrity of the Log House at Smith Mill (#34-200) Conduct a Phase I Preliminary Historical Assessment of the Log House. This assessment should be conducted to Virginia Department ofHistoric Resources standards, but not require the state review. Historic structures (residences and a mill) are also located on adjoining properties, an indication that the subject site may have additional historical significance beyond that identified in the National Park Study (NPS) study. Accordingly, the HRAB deferred action on this request until their August meeting, allowing staff additional time to ascertain the historical significance of the area surrounding the subject site.
