Lawrence Director, Planning and Development County of Frederick 107 North Kent Street Winchester, VA 22601 Dear Mr. Lawrence: CUP # 18-01 for the Cross Junction Telecommunications Facilitv We are in need for an extension in the time allowed to complete construction of the telecommunication facility. Until now, I have made diligent efforts to attract the users of facility to make a commitment to the facility. In each case, the response I am getting is that due to slowdown in telecommunications industry (as a result of financial market conditions all are limiting their expenditures to improving existing services and cutting back on new coverage areas) they are unable to commit to specific timeline when they would install their systems on the proposed towers. They are also saying that ultimately they will cover Route 522 in Frederick County, it is a matter of finding resources. We have in the meantime, taken all the steps necessary (site plan approval, specifications ready, bids obtained, etc) to build promptly upon positive response from users. We continue to spend money in good faith to bring telecommunications facilities to this section of the county. I have obtained the building, permit. issued construction contract and purchase order for the tower steel for the tower nearest to Winchester (Hunting Ridge). That tower should be constructed soon. Since, the county requires empty towers to be taken down, and for economic reasons, it is not prudent to build towers and have them sit empty. At the same time, all indications are that these towers are needed and wireless companies will install their services on them.
