and petition the governing body of Frederick County, Virginia to
allow the use described in this application. I understand that the
sign issued to me when this application is submitted must be placed
at the front property line at least seven (7) days prior to the
first public hearing and maintained so as to be visible until after
the Board of Supervisors' public hearing. Your application for a
Conditional Use Permit authorizes any member of the Frederick
County Planning Commission, Board of Supervisors or Planning and
Development Department to inspect your pro�ty where the proposed

Exhibit #3 is a copy of the letter regarding the Conditional Use Permit #021-79
received by Mr. Ralph W. Poe in 1984. C. Arthur and Wendy P. Littman purchased the
property on 3/1/1998.
Proposed adjustments in the Conditional Use Permit represent efforts to look
ahead with an eye to meeting future needs.
In the course of the recent (2003) reconstruction necessitated by the collapse (due to
weight of snow) on February 18, 2003 of the primary campground building, full approval
was received for the plans to rebuild the structures which now consists of:
1) Main Building containing
a) Registration office and campground store
b) Private office
c) Storage space for store inventory and office supplies
d) Club lounge
e) Game room
2) Garage for maintenance and workshops
For your information:
• Candy Hill Campground is a 103 site campground.
• There are currently 70 water/electric/sewer sites and 33 water/electric sites.
• Should it become possible to hook into Frederick County water and sewer
lines, the campground would welcome the opportunity to do so and to
eventually add 50 full service sites.
• The campground accommodates primarily short term vacationers, overnight
travelers, persons staying at the campground for short term work contracts
with area businesses and construction sites, and camping clubs.
• The pavilion is used primarily for club members who wish to socialize, square
dance, have potluck or catered meals, etc. The proposed addition is explained
under Item #9.
• An outside professional caterer would use the proposed addition of kitchen
facilities which would conform to Health Department regulations.
• No public use of the food facility is envisioned.
