It has come to our attention properties 94A-1-2- lots 6 thru 8 and 94A-1-9- lots 6 thru 8 were
originally set up as individual lots. According to a deed and plat recorded at the Frederick
County Clerks office, the properties mentioned above have been combined into two large tracts.
The County of Frederick has been carrying these properties under one tax parcel (94A -I-11- 4A)
in their tax records since that deed was recorded. We are notifying you because we will be
refunding your taxes paid from present and back three years on the original individual lots listed
at the top. If there are any questions please feel free to contact the Commissioner of the Revenue
Office.

MEMORANDUM
TO: THE FREDERICK COUNTY BOARD OF SUPERVISORS
FROM: HARVEY EXTERIOR RENOVATION, INC.
RE: Property at 4784 Front Royal Pike, White Post, Virginia
Harvey Exterior Renovation, Inc. has requested a permit for Cottage Occupation, office use, for our home
renovation business. In a meeting on March 2, 2005, the district staff conditionally approved this use, and it is
now before the Board of Supervisors for final approval. The purpose of this memorandum is to request a
waiver from the regulated sign size of 4 square feet.
When I purchased this property two year ago for the sole purpose of housing my business, I purchased it
because of it's choice location on a busy state road. I assumed I would have the benefit of advertising from a
sign placed strategically along the road for passersby to read. When I applied for my Cottage occupation
permit, I found I had to improve the road entrance, which I did (and costing $5,000). I further had to improve
the septic system to accommodate my staff of 1, and I did (costing $15,000.00). I am now beseeching the
County to allow me to place a sign at the front side of my property that can be seen by passing vehicular traffic.
The sign is to be used strictly for advertising purposes, as howeowners requiring my services do NOT visit my
office—I have to come to their homes to measure, estimate and provide sample selections. This sign will not
lure in potential business—it is to merely have them read my name and what we do and (hopefully) remember it
to call for services. As such, the letters on my sign must be at least 3" high to be able to read at the speeds
which cars pass on Front Royal Pike.
For the benefit of the Supervisors, I have included some pictures of other signs along Front Royal Pike which
have letters in excess of 3". The state signs themselves have letters at least 3" high, as is evidenced by the State
sign located at the roadside of my property.
We are requesting a waiver from the sign size restriction to allow us to prepare and place a sign at the roadside
of our property with letters of at least 3". Because of our name, and the listing of our services, the sign will
exceed the 4 square foot size. We believe this will require a sign sized approximately 4' by 10'.
We appreciate the time the Supervisors have taken to consider our request. If you need additional information,
please do not hesitate to contact us.
