Introduction
New Cingular Wireless PCS, LLC, a Delaware limited liability company ("Cingular"), is licensed by
the Federal Communication Commission ("FCC") for the following Call Signs servicing the
Washington DC metropolitan area: KNKA243, KNLF220 and WPZY690 to provide domestic

Site Description and Background
On or around March 16, 2004 Cingular requested to find a candidate to build a new site to provide
enhanced coverage in the area in the area between US 522 and Tasker Road, Northwest of this
intersection, in Frederick County, VA. This site will provide coverage to commuters along these
routes and improve hand off between Stephans City and Winchester sites. Four (4) candidates were
identified in the search area: 1) Macedonian United Methodist Church located at 1941 Macedonian
Church Road, White Post, VA 22663 (04/12/04); 2) Donald and Janet Kenny located at 281 Tadpole
Lane, White Post, VA 22663 (04/12/04); 3) Shirley Kenny located at 280 Tadpole Lane, White Post,
VA 22663 (04/12/04) and 4) a different location on the Kenny property located at 281 Tadpole Lane
(7/28/05). Cingular is currently located on five (5) towers in the vicinity of the search area: 1)
Shenandoah tower ASR#1025561 at the 212' elevation, 2) Shenandoah Tower ASR#1059341 at
the 183' elevation, 3) Allegheny Power tower ASR#1207146 at the 120' elevation and 4) Crown
Communications Tower ASR#1235775 at the 183' and 5) a tower under 200' in Clarke County,
at the 146' elevation. The terrain of this area makes it very difficult to supply Cingular's wireless
customers with seamless coverage. Moreover, candidate 4 was a likely choice to cover the US 522
corridor more effectively. (See the attached propagation maps)

Introduction
New Cingular Wireless PCS, LLC a Delaware Limited Liability Company ("Cingular"), is licensed by the
Federal Communications Commission (FCC) Call Sign: KNKA243 to provide domestic wireless service by
transmitting and receiving radio frequency spectrum signals: TX 869.040-879.990 MHz and Rx 824.010-
834.9990 MHz /1900 MHz.
Currently, Cingular is undergoing a major system wide upgrade to its existing network throughout the
United States. More specifically, Cingular is upgrading its network from AMPS and TDMA technologies
to Global System for Mobile Communications ("GSM") standard. This upgrade, and ultimate conversion,
to the GSM standard will require the strategic location of cell sites throughout the metropolitan
Washington, DC area and surrounding rural communities. Cingular's Radio Frequency ("RF") Engineers
and Real Estate Site Acquisition Specialists have identified sites that meet both the RF technical
requirements and the business terms with property owners.
Finally, these sites will serve as the network backbone for wireless service to residents businesses and
individuals throughout the metropolitan Washington, DC area and surrounding rural communities.
Site Description
Donald Kenney's property is located at 281 Tadpole Lane and is situated on 8.32 acres on which a 190'
monopole is to be constructed with related ground equipment to be fenced and buffered as required.
Cingular will be located at a Rad Center of 188' and pole will be able to accommodate three additional
carriers.
Background
This site was selected by our Radio Frequency Engineers as being an optimal location to satisfy their
objective, which is to provide enhanced coverage in the area between US 522 and Tasker Rd, Northwest of
their intersection, in Frederick County, VA. This site will provide coverage to commuters along these
routes and improve hand-offs between Stephens City and Winchester sites. These routes provide access to
Winchester — sizeable residential, commercial and industrial interests in the Southwest of Washington DC.
It is important to restrict coverage to the local search area . Candidates that are too high and/or cannot
provide sufficient antenna down -tilt to contain their signal will be rejected. For example, if there is a clear
line -of -sight (LOS) beyond the next two GSM sites and there is no way to mount the GSM antennas such
that they can be down -tilted effectively, then it is likely that such a candidate will be rejected by RF. If
effective down -tilt is not possible but the signal is attenuated / blocked by adjacent clutter such that the
effective cell radius is contained, this will reduce the need for down -tilt. Conversely, if the candidate is
much lower than the surrounding clutter, then the cell radius will be too small and the candidate will likely
be rejected.

Conclusion
In scrubbing this site search area, it has been determined that there are no suitable competing structures that
will meet the requirements for meeting the objectives of this search ring and a new tower constructed on a
raw land is needed.
Cingular respectfully requests that the Office of Planning approve this application for this strategic site
based on the above enumerated factors.
