Change of use of an existing R -Residential Dwelling to B, Business — Visitor Center.
Area shall comply with The Virginia Existing Building Code, The Virginia Uniform Statewide
Building Code, section 302 — B, Business Use Group and Section 306 of the International
Building Code/2012. Other Code that applies is ICC/ANSI A117.1-09 Accessible and Usable
Buildings and Facilities.
A change of use permit is required for existing residential building. Please submit a detailed
floor plan with your permit. Floor system will need to be evaluated due to the increase on floor
loading. An accessible route shall be provided to the main entrance. Van accessible parking and
unloading are provided. Max slope for parking and unloading area is 2%. Maximum slope for
walkway to main entrance is 5%.
Van accessible signage shall be provided per USBC Section 1106.8
Lever type hardware shall be provided on all doors along the accessible route and business areas.
20% ANSI Al 17.01-09 rule applies.
Demolition permit is required for demolished structures
Asbestos inspection is required. Asbestos abatement permit may be required for any interior
renovations. Accessible counters shall be provided.

Subject: Crosswalk at Red Bud Battlefield Site Approval
Per my conversation with Traffic Engineering and in accordance with TE Memo 384.0 Traffic Engineering, we
would support the permitting of the pedestrian crosswalk and installation during the construction as part of the
Shenandoah Valley Battlefield Improvements Project. There has been noted possible sight distance issues that
need to be addressed along with this installation. For additional guidance and details please see IIM-TE-384
which allows for the installation of these facilities if at least a Condition B is met (See attachment A Section 7.4)
which has already been determined by the design engineer.
Along with the crosswalk, Traffic Engineering recommends installing advanced pedestrian signage in advance of
the crosswalk location to alert oncoming traffic and at the crosswalk install a "Pedestrian Actuated Rectangular
Rapid Flashing Beacons" structure with necessary signage, etc. Once designed if you would like Traffic Engineer
to provide a review, please forward to this office and we will be happy to look over the details of the proposed
equipment, layout and other aspects of the proposed accommodation.
Attached please find the Interim Approval by the FHWA for the installation of RRFB's at uncontrolled marked
crosswalk locations for your use. There had recently been a removal of the approval of these facilities,
however, the allowance has been reinstated under certain conditions.
The referenced plan is acceptable provided the above items are included with the final plan for signature site. A
maintenance agreement and VDOT Land Use Permit are necessary prior to installation.
