Jae Cha,
I have no official City of Winchester comments. I will however offer some planner thoughts on the layout. It
appears that the shallow depth of your lot is forcing your parking to the sides of the building. Do you propose to
have building entrances on both ends or is there one central entrance? If there is just one central entrance, you
may want to consider a porch to provide some protection from the weather for customers walking from the
inconvenient parking. Also, have you considered where delivery trucks are going to park? Again, if there is a
central building entrance, you will probably find that the delivery trucks are going to park along the entry drive
making it harder for customers to enter and exit the site at the main entrance (especially those that try to make a
sharp right turn into the north parking lot).

Hello.
We are applying for a conditional use permit on 2960 Millwood Pike for a Country General Store. We
have been in communication with Bernard Suchicital (540-665-5651) at the Department of Planning and
Development at 107 North Kent St., Winchester. concerning our project. We were advised to start the
dialogue with you by emailing our application and preliminary site plan to you. If you could review our
applicaiton and email me back comments that you may have, we will incorporate those into our
application. We are trying to receive all comments in the next few weeks so that we can submit our
application by August 1 ] , 2006. This is the deadline for the September hearing date.
Currently, on the site is a Country General Store, but it has been closed since the sae of the land from
the previous owner to the current owner, Mr. Chun Sik Kim. Mr. Kim is trying to reopen the store, but the
condition of the existing store is very poor. Mr. Kim will rebuild a bigger and nicer store that would
benefit and enhance the beauty of the community. Currently, there is a pump and haul permit on the
property. John Riley, the county administrator has approved of this transfer. Gary Coggins at the
Health Department is overseeing the transfer of the permit from the previous owner to Mr. Kim. From our
initial discussions with the Department of Planning and Development, we feel positive about the
direction of the new Country Store_ However, we need your insight, advise, and support before we can
move further with this project.
