RE: REZONING APPLICATION #05-17 FOR CARMEUSE-MIDDLETOWN-
PROFFER AMENDMENT
On behalf of the Frederick County Board of Supervisors, you are hereby notified of a public
hearing being held on Wednesday, September 12, 2018, at 7:00 pm in the Board Room of
the Frederick County Administration Building at 107 North Kent Street, Winchester,
Virginia to consider the following application:
Rezoning #05-17 for O.N. Minerals (Chemstone) d/b/a Carmeuse Lime & Stone -to
amend the proffers for this property; rezoning 394.2 acres from the EM (Extractive
Manufacturing) District with proffers to the EM (Extractive Manufacturing) District with
revised proffers. The properties are situated generally west of the Town of Middletown.
Specifically, the Middle Marsh Property is located east of Belle View Lane (Route 758), and
west and adjacent to Hites Road (Route 625) and is further traversed by Chapel Road (Route
627). The Northern Reserve is bounded to the south by Cedar Creek and is west and
adjacent to Meadow Mills Road (Route 624). The properties are identified with Property
Identification Numbers 83-A-109 and 90-A-23, in the Back Creek Magisterial District.
Any interested parties having questions or wishing to speak may do so at the public hearing.
A digital copy of the application will be available for review at the Handley Library and the
Bowman Library the week of the meeting, or at the Department of Planning and
Development located at 107 North Kent Street in Winchester, Virginia, or by calling (540)

consider the following application:
Rezoning #05-17 for O.N. Minerals (Chemstone) d/b/a Carmeuse Lime & Stone -
submitted by Lawson and Silek, PLC., to amend the proffers for this property; rezoning
394.2 acres from the EM (Extractive Manufacturing) District with proffers to the EM
(Extractive Manufacturing) District with revised proffers. The properties are situated
generally west of the Town of Middletown. Specifically, the Middle Marsh Property is
located east of Belle View Lane (Route 758), and west and adjacent to Hites Road (Route
625) and is further traversed by Chapel Road (Route 627). The Northern Reserve is
bounded to the south by Cedar Creek and is west and adjacent to Meadow Mills Road
(Route 624). The properties are identified with Property Identification Numbers 83-A-109
and 90-A-23, in the Back Creek Magisterial District.

On behalf of the Frederick County Board of Supervisors, you are hereby notified of a public
hearing being held on Wednesday, March 14, 2018, at 7:00 pm in the Board Room of the
Frederick County Administration Building at 107 North Kent Street, Winchester, Virginia to
consider the following application:
Rezoning #05-17 for O.N. Minerals (Chemstone) d/b/a Carmeuse Lime & Stone -
submitted by Lawson and Silek, PLC., to amend the proffers for this property; rezoning
394.2 acres from the EM (Extractive Manufacturing) District with proffers to the EM
(Extractive Manufacturing) District with revised proffers. The properties are situated
generally west of the Town of Middletown. Specifically, the Middle Marsh Property is
located east of Belle View Lane (Route 758), and west and adjacent to Hites Road (Route
625), and is further traversed by Chapel Road (Route 627). The Northern Reserve is
bounded to the south by Cedar Creek and is west and adjacent to Meadow Mills Road
(Route 624). The properties are identified with Property Identification Numbers 83-A-109
and 90-A-23, in the Back Creek Magisterial District.

On behalf of the Frederick County Planning Commission, you are hereby notified of a public
hearing being held on Wednesday, November 15, 2017, at 7:00 pm in the Board Room of
the Frederick County Administration Building at 107 North Kent Street, Winchester,
Virginia to consider the following application:
Rezoning #05-17 for O.N. Minerals (Chemstone) d/b/a Carmeuse Lime & Stone -
submitted by Lawson and Silek, PLC., to rezone 394.2 acres from the EM (Extractive
Manufacturing) District with proffer to the EM (Extractive Manufacturing) District with
revised proffers. The properties are situated generally west of the Town of Middletown.
Specifically, the Middle Marsh Property is located east of Belle View Lane (Route 758), and
west and adjacent to Hites Road (Route 625), and is further traversed by Chapel Road
(Route 627). The Northern Reserve is bounded to the south by Cedar Creek and is west and
adjacent to Meadow Mills Road (Route 624). The properties are identified with Property
Identification Numbers 83-A-109 and 90-A-23, in the Back Creek Magisterial District.
Any interested parties having questions or wishing to speak may do so at the public hearing.

Bowman Library the week of the meeting, or at the Department of Planning and
