Dear Mr. Klein:
We have received various agency comments and approvals and offer the following in response.
Comments from Frederick County Planning dated September 13, 2017
Preliminary Review Comments
1. "Cover Page. Please add this subsequent MDP revision number (#04-17) to the cover page. "
Response: The MDP revision number has been added to the sheet title. Note that it was not
added to Note 11 on the cover sheet per the markup provided. Note 11 lists
approved applications.
2. "General Notes. Note 2 on Sheet I should be revised to reflect the recent name change of
Frederick County Sanitation Authority (FCSA) to Frederick Water. "
Response: Note 6 on the MDP has been revised to reference "Frederick Water" as requested.
3. "Relocation of Recreation Amenities. Staff continues to have concern with the relocation of the
proposed recreational amenities, in this revision tennis courts from Phase IV,, as this clusters
amenities in only one portion of the property and does not disperse these amenities throughout the
development to serve later phases as originally envisioned. "
Response: The proposed revisions relocate tennis courts so they are grouped with the
pool and clubhouse. Residents will benefit from the tennis courts being
located next to the clubhouse as they can easily access lockers and shower
facilities. Other active and passive recreation amenities such as boat
launches, tot lots, picnic areas, and trails are still disbursed throughout the
development.

Comments from County Fire Marshal dated September 18, 2017
The County Fire Marshal had no comments and recommended approval of the application.
Comments from Inspections Department dated September 15,201
The Inspections Department had no comments recommended approval of the application.
Comments from Parks and Recreation dated September 21, 2017
"P&R recommends geographically separating the two community centers to provide easier access
and greater proximity benefit for all residents. This plan concentrates the centers making it less
likely that residents near Rt. 277 will use the facilities. "
Response: Please note that the community center was relocated and approved with MDP
Revision 3.
2. "A lake access trail should be provided to Bayhill/Bergamot Dr. area as one was provided 1 this
area previously and access is limited in this area. "
Response: A lake access trail is provided from Bayhill Dr. as shown on Sheet 4. A lake
assess trail has been added from Bergamot Dr. as requested and also shown on
Sheet 4.
Comments from the Department of Public Works dated September 13, 2017
The Department of Public Works had no comments and recommended approval of the application.
Comments from the Sanitation Authority dated September 25, 2017
The Sanitation Authority had no cormnents and recommended approval of the application.
Note that approvals have been received from Frederick County Fire Marshal, Inspections Department,
Public Works and the Frederick Water and have been attached for your records. All requested comments
have been received. The applicant has responded to comments and resubmitted to Parks and Recreation.

Dear Benjamin:
Thank you for providing me with the opportunity to review the revised master development plan
(MDP) for the proposed development referred to as Lake Frederick (Formerly Shenandoah) —
Revision 4. Please adequately address each of the comments listed below prior to resubmission
of the master development plan referenced above:
Preliminary Review Comments:

page.

In order to administratively approve this MDP, you should submit all required review agency
comments from the following agencies: Frederick County Fire Marshal, Frederick County
Department of Building Inspections, Frederick County Department of Public Works, Frederick
County Department of G.I S., Frederick County Parks & Recreation, Frederick Water (formerly
FCSA), Frederick County Public Schools, Virginia Department of Transportation, Clarke County
and the Virginia Department of Game and Inland Fisheries. Please do not hesitate to contact me
