Re: Review Comments - Rock Harbor Golf Course Expansion - Land Disturbance Permit
Dear Randy:
Upon review of the subject plan, we offer the following comments:
1. Provide a note pertaining to stabilization requirements for soil stockpiles.
2. Provide a note stating that vegetative stabilization shall be uniform, mature enough to
survive, and adequate to inhibit erosion.
3. Change the third note under vegetative measures on sheet 7 to read "immediately" instead of
"within 5 days."
4. Provide outlet protection sizing calculations for the proposed sediment basins.
5. Provide a note requiring cleaning/removal of any sediment on public or private roadways.
6. Geology -Provide a brief description of the geology on the site related to the construction,
i.e., methods of removal, use as engineered fills, Karst potential, etc.
7. Show and label final contours.

8. Show existing vegetation.
9. Show all proposed site improvements.
10. Designate a construction entrance or construction road stabilization for the eXisting road.
11. Per MS -6, "Sediment traps and sediment basins shall be designed and constructed based
upon the total drainage area to be 3er-,,,cd by the trap or basin." This means that sediment
basin 3 must be resized to handle the entire upstream drainage area which includes sediment
trap 1 and sediment basin 4. Sediment trap 1 and sediment basin a- would then be no longer
required. In addition to this section 79-3.A.1 of the Frederick County Code requires that ail
sediment basins maintain structural integrity during the 100 -year 24 hour store; not the 25 -
year storm as referenced in MS -6.b. Please revise your sediment basin calculations
accordingly.
Therefore we are returning the Land Disturbance Application which can be resubmitted
once these comments have been addressed with two complete sets of the revised plans for further
review. Please highlight on the revised plans the changes listed above.

Subject: Rock Harbor Golf Course Expansion - VDOT Comments to Conditional Use Permit
The application for a Conditional Use Permit for this property appears to have little measurable
impact on Route 621, the VDOT facility which would provide access to the property. Prior to
operation of the business a commercial entrance must be constructed to our standards to
allow for safe egress and ingress of the property. Any work performed on the State's right-of-
way must be covered under a land use permit. The permit is issued by this office and requires
an inspection fee and surety bond coverage.

Dear Mr. Wyatt:
The Frederick County Historic Resources Advisory Board (HRAB) considered the above
referenced rezoning proposal during their meeting of July 18, 2006. The HRAB reviewed
information associated with the Frederick County Rural Landmarks Survey Report, the
Virginia Department of Historic Resources, as well as information provided by the applicant.
The HRAB felt that the proffers associated with historic preservation and recognition were
adequate and did not request any changes to the proposed rezoning.
