TRIAD ENGINEERING, INC. (TRIAD) at the Shentel Site TWR - 046 Redbud located at 1203 Redbud Road, Winchester, Virginia 22603 (the Site). This Phase I ESA was conducted in general conformance with the Standard Practice for Environmental Site Assessments: Phase / Environmental Site Assessment Process, hereafter referred to as the ASTM Standard Practice, as defined by the American Society for Testing and Materials (ASTM), Designation E1527-05. Any exceptions to or deletions from this practice are described in Section 10.0 of this report. The following Executive Summary is an integral part of this Phase I ESA report and may not be removed or distributed separately. Important information regarding the status of the subject Site is included elsewhere in this report and is not presented in this Executive Summary. Any individual copies of the Executive Summary without the ESA report, or copies of the ESA report without the Executive Summary, should not be considered valid and should not be relied upon for any decisions or conclusion regarding the subject Site. The subject Site is situated approximately 2.25 miles east-northeast of the City of Winchester in Frederick County, Virginia. The Site is a small portion of an approximate 33 - acre parent parcel (site parcel). Primarily the Site currently and historically has consisted of a wooded local topographic high area. The site parcel was historically of apparent agricultural usage, and it currently contains a single-family dwelling and two barns and is utilized as pasture for a few horses. The Site is located primarily in the north central portion of the site parcel, and the site parcel structures are located approximately 200 feet or more to the south of the Site. The Site is the location of a proposed 195 -foot tall monopole telecommunications tower. The tower and associated equipment is to be placed inside a 70 -foot by 70 -foot enclosure located in the center of an approximate 10,000 -square foot lease area. The subject Site consists of the proposed tower area, a proposed approximate 50 -foot ingress/egress road, and the existing site parcel access drive. The Site is located in a vicinity historically and currently containing rural residential and agricultural properties. Based on the information gathered and reviewed from the state and federal regulatory databases, historical sources, and our site visit and area reconnaissance, it is our professional opinion that no recognized environmental conditions (RECs), de minimis, or environmentally noteworthy findings have been identified for the subject Site at this time. Refer to Sections 7.0 and 8.0 for more information. Shentel Site TW R — 046 Redbud TRIAD ENGINEERING, INC. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 1 1.0 INTRODUCTION 1.1 Purpose The purpose of this Phase I Environmental Site Assessment (ESA) was to identify recognized environmental conditions (RECs) at the Site with respect to the range of contaminants within the scope of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and petroleum products. Therefore, as defined in ASTM Practice E1527-05, Standard Practice for Environmental Site Assessments: Phase l Environmental Site Assessment Process: "this practice is intended to permit a user to satisfy one of the requirements to qualify for the innocent landowner, contiguous property owner, or bona fide prospective purchaser limitations on CERCLA liability that is, the practice that constitutes "all appropriate inquiry into the previous ownership and uses of the property consistent with good commercial or customary practice" as defined in 42 USC §9601(35)(B). As further identified in ASTM Practice E1527-05, the goal of the Phase I ESA is to identify RECs, which means: "the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, groundwater, or surface water of the property. The term includes hazardous substances or petroleum products even under conditions in compliance with laws. The term is not intended to include de minimis conditions that generally do not present a threat to human health or the environmental and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies. Conditions determined to be de minimis are not recognized environmental conditions." Shentel Site TW R — 046 Redbud TRIAD ENGINEERING, INC. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 2 1.2 Scope of Services TRIAD performed the Phase I ESA in general accordance with the scope and limitations of ASTM Practice E1527-05, Standard Practice for Environmental Site Assessments: Phase l Environmental Site Assessment Process, unless otherwise described within this report. As outlined in ASTM Practice E1527-05, TRIAD reviewed reasonably ascertainable and practically reviewable Standard and Additional Environmental Record Sources provided by Environmental Data Resources, Inc., Physical Setting Sources, which included United States Geological Survey (USGS) 7.5 -minute and 15 -minute topographic quadrangle maps, and the Flood Insurance Rate Map (FIRM) as prepared by the Federal Emergency Management Agency. In addition, TRIAD reviewed Standard Historical Sources, which included aerial photographs, property tax files, and information obtained from State and Federal Agencies as available. TRIAD performed Site reconnaissance activities and obtained digital photographs to document current Site conditions and to identify potential RECs. This Phase I ESA report documents the findings of our investigations and has been prepared in accordance with the provisions of ASTM Practice E1527-05. Our scope of services did not include assessing or testing for the potential presence of radon, lead-based paint, lead in drinking water, petroleum or chemicals in soil or groundwater, wetlands, ecological resources, or endangered species unless otherwise noted in this report. Our scope of services did not include determining the regulatory compliance of the Site, the presence of cultural or historic resources, evaluating industrial hygiene, health and safety issues, indoor air quality, biological agents or mold. 1.3 Significant Assumptions TRIAD had sufficient access to inspect the Site; therefore, it is assumed that TRIAD could adequately inspect the Site in general accordance with ASTM Practice E1527-05. Although TRIAD did not enter adjoining or adjacent properties to inspect for the presence of potential RECs, TRIAD was able to visually observe at a minimum the exterior portions of structures and associated exterior land -uses at the adjoining and adjacent properties. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 3 assumed that adjoining land -uses were consistent with the activities that could be readily observed from the adjoining property boundaries or from public roads. 1.4 Limitations and Exceptions This report has been prepared by TRIAD for the exclusive use of Shenandoah Mobile Company (the User) and their assigns as a Phase I ESA report on the subject Site, herein described as the Shentel Site TWR — 046 Redbud, located at 1203 Redbud Road in Winchester, Virginia 22603. The opinions and conclusions expressed in this report are based upon the results of our Phase I ESA work tasks. For the purposes of this Phase I ESA, the terms "subject Site," "subject Property," and "Site" refer to the land within the property boundaries. The term "surrounding vicinity" generally refers to properties within a one -mile radius of the Site. The term "adjoining properties" refers to land contiguous to the Site. The term "adjacent properties" or "neighboring properties" refers to land proximal to the Site. It is important to note that environmental evaluations are inherently limited in the sense that conclusions are drawn and opinions developed, in part, from information obtained from our limited research and visual Site observations. For these types of evaluations, it is often necessary to utilize information prepared by others and as such, TRIAD cannot be responsible for the accuracy of such information and we do not assume responsibility for conditions that were not divulged to us during the preparation of this report. It is also important to note that the preparation of this report does not mean that an all exhaustive assessment was performed. TRIAD's evaluation of the subject Site was limited to the budgetary constraints, time constraints, and the agreed upon scope of work as outlined in our proposal. Our observations are based upon conditions visually apparent at the Site at the time of our visit and are not intended to address specific subsurface soil and groundwater conditions, which can only be assessed by performing a detailed subsurface sampling program. The contents of this report should not be construed in any way to indicate TRIAD'S recommendations to purchase, sell, or develop the project Site. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 4 TRIAD, by virtue of providing the services described in this report, does not assume the responsibility of the person(s) in charge of the Site, or otherwise undertake responsibility for reporting to any local, state, or federal public agencies any conditions at the Site that may present a potential danger to public health, safety, or the environment. In areas that require notification of local, state, or federal public agencies as required by law, it is the User's responsibility to so notify. It should also be noted that our assessment is considered to be valid only at the time and locations investigated and that conditions within the Site may vary with time. The nature and extent of these variations may only become evident during the course of future investigations or development. This report was not and is not intended to establish the compliance status of the subject Site with federal, state, or local environmental regulations. We have performed our services in general accordance with ASTM Practice E1527-05 for conducting a Phase I ESA and make no other. warranty, either expressed or implied, as to the professional services and advice contained herein. 1.5 Special Terms and Conditions There were no special terms and conditions in-place with regard to the findings, conclusions, or our expressed opinion regarding recognized environmental conditions potentially associated with the Site. 1.6 User Reliance TRIAD performed the Phase I ESA work tasks in general accordance with ASTM Practice E1527-05, unless otherwise noted in this report. As such, the user may rely upon the findings and recommendations of the Phase I ESA report, subject to the scope of services, significant assumptions, limitations and exceptions, and special terms and conditions as described in the Phase I ESA report. TRIAD emphasizes that this Phase I ESA does not guarantee that unobserved conditions, undocumented incidents, or information withheld concerning environmental conditions at the Site will not affect the level of environmental risk or potential liability at the Site. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 5 2.0 SITE DESCRIPTION 2.1 Site Location, Legal Description, and Vicinity Characteristics The subject Site is situated approximately 2.25 miles east-northeast of the City of Winchester in Frederick County, Virginia. The Site is a small portion of a larger parent parcel that is situated adjacently to the northern side of Redbud Road (State Route 661). Woods Mill Road (State Route 660) is located adjacently to the east, and State Route 7 is located to the south of the Site. The Site's current physical address is 1203 Redbud Road, Winchester, Virginia 22603. The subject Site consists of a proposed approximate 10,000 - square foot lease area, a 12 -foot wide ingress/egress road, and the existing entrance road portions of a single rectangular shaped parent parcel (site parcel) totaling approximately 33 - acres. The proposed telecommunications tower location is in the north -central portion of the site parcel. The site parcel is identified as Tax Map No. 59 A 129A, and by Deed Book No. 800, Page No. 81. The parcel is currently owned by David M. Gregg and Katherine A. Gregg, and it was purchased on July 6, 1993. The Site is located in a vicinity historically and currently containing rural residential and agricultural properties. The site vicinity is gently to moderately sloping with few significant topographic highs or lows. The Site is located in a local topographic high area and is situated cross gradient to up gradient in relationship to the adjoining areas of the site parcel. The Site slopes gently towards a well defined natural swale that adjoins to the north and west. Two shallow depressions were observed within the confines of the Site that are reportedly old percolation test holes/pits associated with the site parcel dwelling septic system. A springhead to an unnamed intermittent tributary to Lick Run is depicted as being located near the western site parcel boundary, and the stream is depicted as flowing through the site parcel swale located to the north and west of the Site. The Site and the northern and west -central portions of the site parcel are predominately wooded with primarily mature oak trees and little undergrowth. The southern portion of the site parcel is also wooded or overgrown. The remainder of the site parcel contains a residence and pasture for a few horses. The dwelling was reportedly constructed circa 1993, as was a small barn. A small pole barn is also located north of the older ba!!!. The barns are located approximately 200 feet south of the proposed telecommunications tower location, with the dwelling located farther beyond to the south. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 6 The Site includes a 100 -foot by 100 -foot lease area that currently and historically has been wooded. The proposed use of the Site is for the construction of a 195 -foot tall monopole telecommunications tower, with the tower and associated equipment to be placed inside a 70 -foot by 70 -foot enclosure area located in the center of the lease area. The lease area outside of the fenced -in enclosure is to remain undisturbed. The Site area includes the proposed construction of an ingress/egress gravel paved road and turnaround area that will be 12 -foot wide and will trend south from the tower location approximately 50 feet to connect to the existing site parcel access drive. The existing gravel paved access drive trends to the southwest through the site parcel and connects to Redbud Road located beyond, and is also included as part of the lease area. A map identifying the location of the Site is presented as Figure 1, and a site diagram is presented as Figure 2. Photographs of the Site are presented in Appendix 1. 2.2 Current Use of the Property The Site currently consists of a wooded area and the access drive of the approximate 33 - acre site parcel. 2.3 Utilities The site vicinity is provided electrical service by way of overhead power transmission lines located along Redbud Road. The site parcel dwelling is provided water and sewer services via a reported private drinking water well and septic system. It should be noted that the drain field associated with the septic system is reportedly located near the southwestern corner of the proposed lease area and tower location. 2.4 Current Uses of the Adjoining Properties Current land -uses of the properties that are immediately adjoining and adjacent to the subject Site are summarized on the following table. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 9 3.0 USER PROVIDED INFORMATION 3.1 Title Records A partial Title Records search was provided to TRIAD by the User, which provided a limited records search restricted to current deed records and property information. Refer to Section 4.9.1 for results of the limited records search. 3.2 Environmental Liens or Activity and Use Limitations The User did not provide TRIAD with any information regarding environmental liens or voluntary cleanups against the Site. The User was also unaware of any environmental cleanup liens or activity and use limitations filed against the Site property recorded under federal, tribal, state, or local law. 3.3 Specialized Knowledge TRIAD did not have any specialized knowledge regarding the history and/or use of the Site that would exceed what might typically be expected to be available to an environmental professional performing an ESA. In addition, the User did not provide TRIAD with any specialized knowledge about the Site. 3.4 Commonly Known or Reasonably Ascertainable Information The User is unaware of any reasonable ascertainable information within the local community about the property that is material to REC in connection with the Site. 3.5 Valuation Reduction for Environmental Issues TRIAD is unaware of any reduction in the value of the Site property due to the actual or perceived environmental issues. ASTM Practice E1527-05, Standard Practice for Environmental Site Assessments: Phase l Environmental Site Assessment Process, "does not require that a real estate appraisal be obtained in order to ascertain fair market value of the property." 3.6 Owner; Property Manager, and Occupant Information The site parcel currently contains a residence, two barns, and pasture for a few horses. The User and the Owner provided limited current and historical information regarding the Site. Shentel Site TWR — 046 Redbud TRIAD ENGINEERING, INC. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 10 3.7 Reason for Performing Phase I ESA The Phase I ESA was performed as a requirement of a pending real estate transaction. The proposed future use of the Site is for the construction of a 195 -foot tall, monopole telecommunications antenna tower. 3.8 Historical Documentation Review Neither the User nor the owner of the Site provided TRIAD with any historical reports or documents for the subject Site. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 11 4.0 RECORDS REVIEW A computerized search of federal and state environmental databases was compiled by Environmental Data Resources, Inc. (EDR) on February 21, 2008 (Inquiry No: 2149262.1x). EDR compiled the search of federal and state databases that included records of hazardous waste permits and activities, compliance histories and documented on-site contamination within the specified radius. This report was designed to assist parties seeking to meet the search requirements of the EPA's Standards and Practices for All Appropriate Inquiries (40 CFR Part 312), the ASTM Standard Practice for Environmental Site Assessments E1527-05, or custom requirements developed for the evaluation of environmental risk associated with a parcel of real estate. The following tables are a summary of the sites found in the EDR database report. If the subject Site was identified on the EDR database report, then the "Yes" column is marked and is further explained in the following subsections. Likewise, if a neighboring, adjoining, or adjacent property is identified on the database report, the environmental threat potential to the subject Site is assessed and marked in the "Yes" column. Only those sites that have the assessed potential to environmentally threaten or pose an environmental impact to the subject Site will be further summarized in the following subsections. Orphan sites may contain important information about subject properties that is not included in the main database report. According to the database report, six Orphan sites were identified by EDR in the 22603 and 22656 zip code areas. The subject Site was not identified on the orphan list. The vicinity locations of five of the orphan sites was determined, and they are not located in close proximity to the Site. The remaining orphan site location could not be reasonably determined; however, based on our site reconnaissance, this site does not appear to adjoin or lie immediately adjacent to the subject Site. No RECs were identified for any of the orphan sites in relation to the subject Site. 4.6 Local Regulatory Agencies As part of this ESA, TRIAD requested information from the Frederick County Fire and Rescue Department regarding records of hazardous material or other environmental incidents occurring on or in the vicinity of the subject Site. In a written response dated February 26, 2008, Assistant Fire Marshal S. Mark Showers indicated that the department has no records within their files for 1203 Redbud Road. TRIAD also submitted a Freedom of Information Act (FOIA) request to the Lord Fairfax District Environmental Hlealth Services office regarding well and septic permits having been issued for the subject Site, or any files related to environmental compliance issues associated with the Site. The department responded that they believed that an old house Shentel Site TW R — 046 Redbud TRIAD ENGINEERING, INC. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 15 with an associated septic system may be located somewhere on the property, and indicated that the names of the previous owners of the Site would be required to confirm this. A copy of the file was not requested as the names of the previous owners of the Site were not provided by the User, and the site parcel is known not to have contained any improvements prior to 1993 back to circa the 1960's, which is likely the time period when the health department began keeping records. It is possible that this file was misidentified for the current site parcel, and that the file is for a dwelling located on a parent property that predates the subdivision of the site parcel, as the health department conducts file searches based on tax map numbers. Copies of the requests and responses are included in Appendix 3. In addition, on-line databases of the Virginia DEQ were reviewed concerning the environmental regulatory status of the Site. The Virginia DEQ file search included Petroleum Releases, Virginia Pollution Discharge Elimination System (VPDES) Permits, and Completed Voluntary Remediation Program (VRP) Sites 1995-2002. No information was viewed in the Virginia DEQ database searches that identified the Site or adjoining properties, or differed from information provided in the EDR report. 4.7 Additional Environmental Record Sources 4.7.1 Sanborn° Fire Insurance Maps The majority of Sanborn maps were produced from the late 19th to mid 20th Centuries for larger towns and cities, with an emphasis on densely populated, commercial, and industrial areas. A search for Sanborn maps was not requested due to the known historical and current agricultural and rural residential nature of the Site and site vicinity. Previous experiences with request for Sanborn maps for rural properties indicate a lack of map coverage. Therefore, request for Sanborn Maps are restricted to properties located within city or town limits or industrial locations. 4.8 Physical Setting Sources U.S. Geological Survey, 7.5 -Minute Topographical Map, Stephenson, VA, WV Quadrangle, 1966, photorevised 1987. Elevation Approximately 650 feet above Mean Sea Level. Shentel Site TWR — 046 Redbud TRIAD ENGINEERING, INC. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 16 On -Site Topographic Slope The residual local topography of the Site and the site parcel is gently sloping towards the north-northeast. The topography of the site vicinity predominately slopes gently to moderately towards the east. Streams on the Site: None. Nearest surface water body to the property: An unnamed intermittent tributary to Lick Run. Surface Water Bodies A north -northeasterly flowing unnamed intermittent tributary to Lick Run flows from a springhead on the northern portion of site parcel and is located approximately 300 feet due north of the subject Site. The confluence of this stream and northeasterly flowing Lick Run is located approximately 1,575 north-northeast of the Site. The subject Site is not expected to pose an environmental threat to these streams. Flood Insurance Rate Map: Frederick County, Virginia, Panel No. 510063 0110 B (July 17, 1978) Is Site located within 100 -year floodplain: No. Flood Map Information Is Site located within 500 -year floodplain: No. Site is located in Zone C — Areas of minimal flooding. Based on the elevation of the Site and distance from the closest surface water features, flooding is not considered to be a potential threat to the Site. A copy of the FIRM Flood Insurance Map is included as Appendix 4. 4.8.1 Geologic Setting According to the Geologic Map of Clarke, Frederick, Page, Shenandoah, and Warren Counties, Virginia: Lord Fairfax Planning District, as prepared in cooperation with the USGS (1996), the subject site is located within the Valley and Ridge Physiographic Province in the Massanutten Synclinorium, and is underlain by sedimentary rock units of Ordovician age belonging to the Martinsburg Formation. This formation is described as brown, medium— to coarse— grained sandstone, lower portion fossiliferous, in the upper 100 to 200 feet. The middle 3,000 to 4,500 feet are described as olive—green, silty shale, dark—gray siltstone, medium— to coarse— grained sandstone, locally contains pebbles. The Stickley Run Member (Epstein and others, 1995) comprises the lower 400 to 900 feet, and is described as medium—gray to grayish—black, very fine grained, very—thin— to thin—bedded, argiliaceous limestone with interbedded medium— to dark—gray, calcareous shale. Thickness Shentel Site TWR — 046 Redbud TRIAD ENGINEERING, INC. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 17 ranges from an estimated maximum of 5,200 feet in the Massanutten Synclinorium to about 2,000 feet in the western outcrop areas. Carbonate rocks, which are moderately solution -prone, weather differentially to produce an irregular rock profile. Infiltrating surface and groundwater solutions the carbonate bedrock along areas of weakness such as joints, bedding planes, and cracks to create the rock highs and lows. Clay seams may be expected to lie between the more highly weathered joints and fractures, often deep within the bedrock profile. This solubility also results in a karst terrain, which may typically result in sinkholes, sinking streams, dry stream channels, caves, and springs. 4.8.2 Hydrogeologic Setting Based on surface topography, as interpreted from the applicable USGS topographic map, the majority of groundwater in the site vicinity is estimated to be within 50 feet of the surface and flowing in an easterly direction; however, it should be noted that groundwater levels may fluctuate more than 30 feet during the year due to seasonal fluctuations. It should also be noted that the actual groundwater flow direction is often influenced by factors such as soil and bedrock geology, groundwater wells, and other factors beyond the scope of this study. 4.9 Historical Ownership Information At the time of this report only current title records were provided to TRIAD. A complete set of user responsibility documentation in the form of historical land title records was not provided to TRIAD for review. When available, this documentation is reviewed for evidence of environmental liens, institutional controls, or activity and use limitations (AULs). TRIAD is not a professional title insurance firm and makes no guarantee, explicit or implied, that the records that were reviewed for this assessment and that are summarized in this report represent a comprehensive delineation of past site ownership or tenancy for legal purposes. 4.9.1 Current Ownership Information A partial Title Records search was provided to TRIAD by the User, which provided a limited records search restricted to current deed records and property information. In addition, current property information was reviewed on the Frederick County GIS Shentel Site TWR — 046 Redbud TRIAD ENGINEERING, INC. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 18 website. According to our records review, the site parcel consists of a single rectangular shaped parcel totaling approximately 33 -acres. The site parcel is identified as Tax Map No. 59 A 129A, and by Deed Book No. 800, Page No. 81. The parcel is currently owned by David M. Gregg and Katherine A. Gregg, and it was purchased on July 6, 1993. A review of the available documentation did not indicate any environmental liens, institutional controls, or AULs. TRIAD will summarize the remainder of the land records history pending receipt of the deed records from the owner or user. 4.9.2 Environmental Liens or Use Restrictions The Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) of 1980 grants the Environmental Protection Agency (EPA) the authority to file liens against real properties in order to recover remedial action expenditures or when the property owner receives notification of potential liability. The EPA compiles a list of filed notices of Federal Superfund Liens and Federal Engineering Controls and/or Institutional Controls (EC/IC). Likewise, state environmental agencies also compile a list of filed notices of State EC/IC. EDR provided TRIAD with a federal and state environmental database radius map report (refer to Section 4.1 of this report), which includes a search of the Federal Superfund Liens, Federal EC/IC, and State EC/IC lists. According to the EDR report, the Site is not included on the Federal Superfund Liens, Federal EC/IC, or State EC/IC lists, nor did TRIAD identify any obvious indications of environmental liens placed on the Site. In addition, neither the User nor any agency representative or individual involved with the ESA provided TRIAD with any indication of environmental liens against the Site. 4.10 Historical Use Information of the Property In an effort to develop a chronology of operational activities at the Site, a review of historical aerial photographs and topographic maps were performed. The following subsections are a chronological interpretation summary of the historical materials that were reviewed as part of this assessment. Shentel Site TW R — 046 Redbud TRIAD ENGINEERING, INC. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 19 4.10.1 Historical Aerial Photograph Review TRIAD reviewed available historical aerial photographs provided by the Frederick County, VA NRCS office, the USGS, and the Frederick County, VA GIS website as part of this assessment. Aerial photographs from 1950, 1976, 1997, and 2006 were reviewed and are summarized in the table as follows. A copy of the 1950 and 2006 aerial photographs are included as Figures 3 and 4, respectively. F_J_ FYear Aerial Photograph Description The Site appears almost entirely wooded on the 1950 aerial photograph. The site parcel appears to be of agricultural usage and very similar to its current appearance with regard to cleared and wooded areas. The northern and west -central portions of the site parcel are wooded and swales are visible. The remainder of the site parcel is cleared and apparently utilized as pasture or cropland. The cleared portion of the site parcel that currently contains the site parcel structures appears slightly larger and 1950 may include a portion of the proposed ingress/egress road that is to be constructed. No other significant details are visible. Most of the properties located in the site vicinity are largely cleared and of apparent agricultural utilization, and few structures are visible in the site vicinity. The closest structure in proximity to the Site is located on the western adjoining property, and the closest structures in proximity to the site parcel are located to the south adjoining Redbud Road. An apparent private road is visible adjoining the site parcel to the east, and wooded areas adjoin the parcel to the north and west. There are no significant changes visible to the Site or site parcel when comparing the 1976 aerial photograph to the 1950 photograph. The adjacent properties and immediate site vicinity also appear relatively unchanged. The most significant 1976 change to the latter areas is the presence of several structures with associated outbuildings and entrance drives present to the west of the site parcel and north of Redbud Road, which are likely primarily residential in use. In addition, the private road that previously adjoined the eastern boundary of the site parcel is no longer visible. The Site, site parcel, and immediate site vicinity appear generally as they currently exist on the 1997 aerial photograph. The Site appears unchanged in the time period since 1976 photograph was taken. The currently existing site parcel dwelling, barn, and access drive are present, although the access drive follows a slightly different alignment. The southern boundary area of the site parcel appears to be becoming 1997 overgrown. The area adjoining the southwestern side of the Site proposed tower location appears to be cleared, approximately where the site parcel dwelling septic system drain field is reportedly located. The adjacent properties and immediate site vicinity appear similar to their appearance on the 1976 photograph, and no significant changes are visible. The structure that was previously located to the northwest of the Site in 1950 and 1976 appears to be absent. TRIAD Project No. 07-08-0045-05 Page 20 Year Aerial Photograph Description With the exception of the site parcel pole barn now being visible, and the old alignment of the site parcel access drive, there are no significant changes visible to 2006 the Site, site parcel, or immediate site vicinity on the 2006 aerial photograph in comparison to the 1997 photograph, and the Site and site vicinity appear as currently 1942 described. 4.10.2 Historical Topographic Map Review TRIAD reviewed available historical topographic maps for the Site. Historical USGS topographic maps were identified for the Site on the Winchester, VA quadrangle dated 1942, and the Stephenson, VA, WV quadrangle dated 1966 and photorevised in 1987. The following is a summary of the topographic maps reviewed. A copy of the 1987 topographic map is attached as Figure 1 and the 1942 topographic map is attached as Figure 5. --F- ear Historical Topographic Map Description The Site and site parcel are depicted as unimproved on the 1942 map. The unnamed tributary to Lick Run is not depicted on the site parcel, and the parcel is located in a vicinity labeled as the Devils Backbone. Two structures are depicted adjoining the site parcel to the west, which are the closest structures depicted in 1942 proximity to the Site. Three structures are depicted adjoining Redbud Road south of the site parcel, and the majority of the structures located in the site vicinity adjoin public roads. A private road is depicted adjoining the eastern site parcel boundary. The site vicinity is largely depicted as unimproved and likely utilized for agricultural purposes. No other significant details are depicted on the 1942 map. The Site is depicted as wooded or overgrown on the 1966 topographic map, as are the same northern areas of the site parcel that are currently wooded. The unnamed 1966 tributary to Lick Run is depicted in the swale north and west of the Site. The Site and site parcel remain unimproved. The private road is no longer depicted adjoining the site parcel to the east. A few additional structures are depicted in the site vicinity, none of which are located in close proximity to the Site. The 1987 topographic map is a revision of the 1966 base map. The 1987 map 1987 depicts no changes to the Site or site parcel. A few additional structures and road improvements are depicted in the site vicinity, and a few of the new structures are located in close proximity to the site parcel. 4.10.3p i"iistorical City Directories City directories are primarily produced for towns and cities, with an emphasis on areas located within the city or town limits. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 21 requested due to the known historical and current agricultural and rural residential nature of the Site and site vicinity. Previous experiences with request for city directories for rural properties indicate a lack of coverage. Therefore, request for city directories are restricted to properties located within city or town limits or industrial locations. 4.11 Historical Use Information of Adjoining Properties Based upon available historical use information, there are no current RECs associated with properties that abut the subject Site. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 22 5.0 SITE RECONNAISSANCE 5.1 Methodology and Limiting Conditions Access to the Site is completely unrestricted; therefore, there were no limiting conditions that affected the completeness of site reconnaissance activities. The objective of the site observations and reconnaissance is to obtain information indicating the likelihood of identifying RECs in connection with the Site. As part of the site reconnaissance activities, TRIAD obtained digital photographs to document current on site conditions and use. These photographs are included in this report in Appendix 1. Dates of Reconnaissance January 4, 2008 Reconnaissance Team Mr. William J. Mikalik and Mr. Thomas A. Parker of TRIAD Sit /Owner Representatives TRIAD did not meet with any site representatives during site reconnaissance. The reconnaissance was conducted by walking around the Inspection Procedures perimeter of the Site and inspecting the interior area. In addition, adjacent and adjoining properties were visually inspected where possible. The following sections identify uses and current conditions observed on the Site consistent with the ASTM Standard E1527-05, Section 9.0 Site Reconnaissance, Subsection 9.4 Uses and Conditions. The environmental professional conducting the site reconnaissance is obligated to note the uses and conditions specified in the ASTM standard to the extent visually and/or physically observed, or obtained through interviews with knowledgeable parties during the site visit. Phase I Environmental Site Assessment TRIAD Project No. 07-08-0045-05 March 11, 2008 Page 24 6.0 INTERVIEWS 6.1 Interview with Owner As part of this assessment, TRIAD conducted an interview with Mr. David M. Gregg, who is the current owner of the Site. Mr. Gregg stated that when he purchased the site parcel it was the easternmost lot of an eight -parcel subdivision. The parcel had never been improved to his knowledge. The previous owner of the site parcel was Linda Plummer, who owned the parcel for a short time period. Her husband died and she remarried and moved to Evansville, Indiana. According to Mr. Gregg he cannot recall her new surname. Construction of the site parcel dwelling began in October 1993 and he and his family moved in during March of 1994. The site parcel barn was constructed during the same time period, and he utilizes the site parcel for a few horses. The dwelling is heated via liquid petroleum (propane). Mr. Gregg stated that the previous owner had obtained a permit approving the construction of a five -bedroom home, and old percolation tests holes/pits located on the Site are associated with activities related to this permitting. According to Mr. Gregg the drain field of the current septic system is located in close proximity to the southwestern corner of the Site. The site parcel well is located adjoining the southern side of the site parcel dwelling. A record of this communication is included in Appendix 5. 6.2 Interview with Site Manager As the site parcel is primarily utilized as a residence and the Site is unimproved, an interview with a Site Manager is not applicable. 6.3 Interview with Occupants As the Site is unoccupied an interview with Site Occupants is not applicable. Please reference the previous Section 6.1 interview of the current Owner of the Site, who is the occupant of the site parcel. 6.4 Interviews with Local Government Officials As stated previously in Section 4.6, TRIAD contacted the Frederick County Fire and Rescue Department and the Lord Fairfax District Environmental Health Services office concerning the environmental regulatory status of the Site. The findings of this environmental site assessment have indicated no recognized environmental conditions for the subject Site at this time. Refer to Sections 7.0 and 8.0 for more information. The parcel had never been improved to his knowledge. The previous owner of the site parcel was Linda Plummer, who owned the parcel for a short time period. Her husband died and she remarried and moved to Evansville, Indiana. He cannot recall her new surname. Construction of the site parcel dwelling began in October 1993 and he and his family moved in during March of 1994. The site parcel barn was constructed during the same time period, and he utilizes the site parcel for a few horses. The dwelling is heated via liquid petroleum (propane). The previous owner had obtained a permit approving the construction of a five -bedroom home, and old percolation tests holes located on the Site are associated with activities related to this permitting. The drain field of the current septic system is located in close proximity to the southwestern corner of the Site.
