I (we), the undersigned, do hereby respectfully make application
and petition the governing body of Frederick County, Virginia to
allow the use described in this application. I understand that
the sign issued to me when this application is submitted must be
placed at the front property line at least seven (7) days prior
to the first public hearing and maintained so as to be visible
until after the Board of Supervisors' public hearing. Your
application for a Conditional Use Permit authorizes any member
of the Frederick County Planning Commission, Board of
Supervisors or Planning and Development Department to inspect
your property where the proposed use will be conducted.

I. Maximum commercial occupancy = 40
a. When used as a children's camp, typical camper to counselor ratio will be
5:1
b. Quiet Hours : 10:00 pm Sunday through Thursday
11:00 pm Friday and Saturday
H. Traffic generation
a. Maximum trip generation from staff and camper drop-off and pick-ups
will be 160 per week.
b. Drop-off and pick-up periods will each be limited to 3 -hour windows.
c. Primary use is in summer, therefore non -summer trip generations will be
greatly reduced
Note: The residential standard for trip generations is 70 trips per week for a
single residence. Therefore, the resident camp will generate much less than 3
household's worth of traffic, which is less than the potential subdivisions for the
acreage.
III. Phased construction
a. Phase One — Primary recreation and dining building, will be used to sleep
a maximum of 30 people. Other components include septic system
installed for 40 people, well, grounds landscaped to include one soccer
field, one basketball court, parking area, DOT approved entrance, gravel
road from entrance to primary building, storage sheds, and possibly a
swiniming pool.
b. Phase Two (years 2 through 5 ) — Three cabins with maximum capacity of
12 people each. Sleeping quarters moved from primary recreation and
dining building to the cabins. Main office located near parking area and
swimming pool.
