Dear Mr. Cheran:
Shenandoah Mobile Company (Shentel) is proposing to build a 95 foot monopole
structure on the property located at 2835 Front Royal Pike. The proposed tower is
designed to provide coverage and capacity in the area along US Highway 522 and
Tasker Road and the surrounding area.
Please find attached the following documents for this application -
1. A check in the amount of $1000.00 to cover the application fee. As well as a
check in the amount of $50-00 (refundable fee) for the sign as required for the
public hearings.
2. The Conditional Use Permit Application with comment sheets from the
departments designated at our pre -application meeting.
3. A letter with attachments providing information of surrounding sites and
information justifying the location of the proposed site.

4. 20 copies of the final CD's with signatures
5. The Phase 1 Environmental Site Assessment dated October 20, 2009.
6. The FCC NEPA Summary Report dated January 15, 2010. The NEPA Checklist
and Summary Report and letter from the Department of Historic Resources
stating No Adverse Effect can be found in Part 2, Page 5 of the report.
7. Copy of the tax card. Timber Ridge Ministries is tax exempt and notation has
been made on the application. Your email from May 5, 2010 is attached also
noting the tax exempt status and how to identify and meet the application
requirement.
8. Letter of Intent to allow other parties to share space on the tower from
Shenandoah Mobile Company dated June 15, 2010.
9. Letter from Shenandoah Mobile Company to the property owner concerning
removal of the telecommunications facility as stated in section 165-204.196(7)
and an affidavit from the property owner Timber Ridge Ministries, Inc.
Shenandoah Mobile Company requests your favorable review and positive
recommendation to the Planning Commission and Board of Supervisors.

Dear Mr. Cheran:
Please accept this letter as written confirmation that, upon approval by Frederick County of the
construction of a proposed 99 -foot monopole structure located on the property owned by Timber Ridge
Ministries, Inc., with a designation of Tax Map 76-A-54, in the event Shenandoah Mobile Company's
("Shentel's") facilities located thereon become non -operational for a continuous period of twelve (12)
months, Shentel will comply with Section 165-204.19B.(7), that states as follows:
"Any antenna or tower that is not operated for a continuous period of 12 months shall be
considered abandoned, and the owner of such tower shall remove same within 90 days of
receipt of notice from the Frederick County Department of Planning and Development.
Removal includes the removal of the tower, all tower and fence footers, underground cables
and support buildings. If there is two or more users of a single tower, then this provision
shall not become effective until all users cease using the tower. If the tower is not removed
within the ninety -day period, the county will remove the facility and a lien may be placed to
recover the expenses."
This letter shall also serve as certification pursuant to Section 165-204.19A.(3) that Shentel, at all of its
telecommunications facilities, complies, and will continue to comply with all FAA and FCC regulations,
including established ANSVIEE standards for electromagnetic field levels and radio frequency radiation
emissions.

Timber Ridge Ministries, Inc.
Dear Mr. Choy:
In order for Shenandoah Mobile Company ("Shentel") to complete its zoning application for the
erection of a telecommunications tower on the real estate of Timber Ridge Ministries, Inc.,
located on Front Royal Pike, in Winchester, Virginia, Shentel needs to obtain an affidavit from
Timber Ridge Ministries regarding the removal of the tower in the event it becomes
"abandoned." Accordingly, you will find enclosed with this letter the affidavit as is required.
Please be advised that Shentel is bound pursuant to Section 8 its Site Agreement dated the 18th
day of August, 2009, with Timber Ridge Ministries, Inc., to "comply with all applicable laws
relating to its possession and use of the Site", which would include the removal of the tower
structure pursuant to the Frederick County Zoning Ordinance.

Shentel is committed to collocation to avoid the unnecessary proliferation of towers in its
service areas. It is the ongoing policy and objective of Shenandoah Mobile Company
("Shentel") to lease its telecommunications facilities to other wireless services providers
for collocation. This tower will be engineered to accommodate additional service
providers and constructed to meet the standards of the International Building Code.

I have the comment sheets out to the various agencies for review and comment. I am working on
the application and have a couple questions.
Timber Ridge Ministries is not taxed on real estate. Treasurer's Office only had vehicles on
record. In accordance with the instructions, I am to obtain a statement from the Treasurer's Office
verifying the taxes have been paid. Do I just note someplace on the application that they are tax
exempt, or how would you like that handled?
Also, when I submit the packet, How many copies of the drawings do you need? I seem to recall
that previously I submitted 15? Let me know so I have the correct number for you.

PS: Found the 04-09 application and minutes to the meeting for the approval of the FAA tower on
Marcel Drive_ I will include that information in my justification of the site.
