The applicant needs to submit to the Federal Aviation Administration Form 7460-1 Notice of Proposed Construction or Alteration for review and comment by that agency. The website address to file electronically is: https://oeaaa.faa.gov/oeaaa/external/portal.asp which includes full instructions for filing. Please notify this office upon receipt from the FAA of the case study number assigned to the project and forward a copy for record of the final determination. 2. Towers over 200 feet AGL are required by FAA to be lighted. The Winchester Regional Airport is requesting this structure be marked and lighted on the top of the tower in accordance with FAA Advisory Circular AC70/7460-1 K Change 2, Chapter 5, Section 53, L-810 Steady Burning Double Red Obstruction Lights as defined in the chapter. I am requesting as a condition of approval of the CUP this request be included as a requirement. 3. The tower and aircraft warning lighting shall be registered with the FAA and approved prior to installation. 4. 1 have reviewed FAA Aeronautical Study No. 2010 -AEA -3513 -OE filed for the crane during construction which includes a condition that the crane be marked/and or lighted in accordance with FAA Advisory circular 70/7460/1 K Change 2, Obstruction Marking and Lighting, flags/red lights — Chapters 3 (Marked), 4, 5 (Red), and 12. A copy of that ruling is included with these comments and should be included as a requirement for approval of the CUP.
