Cheran Zoning Administrator RE: Conditional Use Permit Application #04-13 of Tracy Alt My name is Victoria McCray and 1 reside at 112 O'Briens Circle in Winchester, VA. I would like to give voice to a few concerns about the In-home Family Day Care Facility run next door at 110 O'Briens Circle at Property ID# 55F-1-3-140. The reason I am not at the public hearing is that I am disabled and cannot drive after dark. First of all, I have heard child care providers at the home day care speaking harshly and raising their voices at the toddlers as they played outside in the backyard. I heard this quite a few times this summer (2013) and many times last summer (2012). My primary concern at this time is that adding more children would make care more difficult to manage and would result in less control and safety for the children. My second concern is regarding traffic on O'Briens Circle when the children are dropped off and picked up. The many cars arriving and departing would add congestion to an already busy area. We are very close to a "cut through" and a stop sign, and backed -up traffic could cause problems. Thirdly, our residential mailbox is often blocked by parked cars now. I'm sure that would be a bigger problem with more cars needing to park nearby. I appreciate you for taking the time to consider my concerns. Sincerely, Victoria McCray.- 112 O'Briens Circle Winchester, VA 22602 (540) 303-5026 cc: file
