Based on the premise that the access to the property will be via road frontage of parcel 77 -A -26B and that this entrance alone will also serve parcel 77 -A -26A, VDOT can support the request. Prior to operation of the facility, a commercial entrance must be constructed to our standards to ailow for safe egress and ingress of the property. Any work performed on the State's right-of-way must be covered under a Land Use Permit. The permit is issued by this office and requires an inspection fee and surety bond coverage. Parkins Mill Road Property Identification Number (PIN): 77 -A -26A, 77 -A -26B Dear John: I have had the opportunity to review the draft rezoning application for the Blue Ridge Youth Soccer Association property. This application seeks to rezone 20.54 acres from the B2 (General Business) District to the RA (Rural Areas) District and concurrently process a Conditional Use Permit for a commercial outdoor recreation facility on a total of 62.06 acres. Staff's review comments are listed below for your consideration. 1. Senseny/Eastern Frederick County Long Range Land Use Plan. The site is within the limits of the Senseny/Eastern Frederick County Long Range Land Use Plan. The plan shows the area where this site is located with a business/commercial use designation. This land use designation was shown to recognize the existing zoning of parcel 26A. These parcels are also outside of the limits of the Sewer and Water Service Area; therefore a proposed downzoning of 77 -A -26A is generally consistent with the Senseny/Eastern Frederick County Long Range Land Use Plan as it relates to this area. 2. Agency Comments. Please provide appropriate agency comments (both rezoning and CUP comments) from the following agencies: Virginia Department of Transportation, Frederick County Department of Public Works, Frederick County Inspections Department, Frederick County Fire Marshall, Frederick County Department of Parks and Recreation, Frederick - Winchester Health Department, the County Attorney and the local Fire and Rescue Company. 3. Conditional Use Permit. As with all conditional use permits, site specific comments will be drafted for this application and will be revised for acceptance by the Planning Commission and Board of Supervisors. The rezoning fee for this application includes a $10,000.00 base fee plus $100.00 per acre, and a $50.00 public hearing sign fee. The Conditional Use Permit fee is $750, and a $50.00 public hearing sign fee. This is based on fees as of April 28, 2008. Fees may change. All of the above comments and reviewing agency comments should be appropriately addressed before staff can accept this rezoning application.
