The HRAB reviewed information associated with the Rural Landmarks Survey, information from the Virginia Department of Historic Resources (VDHR) and information provided by the applicant. This application seeks to operate a farmers market at 131 Gainesboro Road within an existing barn. This property is within the Gainesboro Magisterial District. Historic Resources Advisory Board Concerns The Study of Civil War Sites in the Shenandoah Valley, published by the National Park Service, does not identify the proposed site or the surrounding areas as being part of a battlefield. The Rural Landmarks Survey Report for Frederick County, Virginia, identifies six historic structures located within the vicinity of the proposed Conditional Use Permit. After reviewing this information and the applicant's materials, the Historic Resources Advisory Board (HRAB) felt that the proposed use would fit in with the rural character of the Gainesboro Rural Community Center and recommended that the parking area be allowed to remain gavel.
